Subject: To authorize the Cily Manager to enter into a co-operative agreement with Turkel Resource
Foundation for the Dorsey Memorial Library Droiect B-30531.
Purpose of Item:
To authorize the City Massager to execute an agreement, in substantially the attached form, authorizing a grant to
the Turkel Resource Foundation, in the not to exceed amount of $256,000, to restore the City owned Dorsey
iMemorial Library, for the project entitled "Dorsey Memorial Library, B-30531," The City has received a
commitment of funds from the Miami -Dade County Building Better Communities General Obligation Bond
"(GOB)" in the amount of $250,000, for the Dorsey Memorial Library Project, B-30531. The City wishes to
grant the $250,000 of GOB funds to the Foundation for the completion of the restoration work, along with up to
$6,000 towards a construction performance bond, for a total not to exceed contract amount of $256,000, allocated
from the Capital Improvements Project Account, B-30531.
Background Information:
The City is the owner of real property located at 100 NW 17`h Street, commonly known as the Dorsey Memorial
Library. On September 25, 2003, the City Commission adopted Resolution No. 03-1027, accepting a donation ofj
in-kind services from the Turkel Resource Foundation, consisting of $50,000 worth of improvements to the]
Library. Resolution No. 06-0611, adopted October 12, 2006 authorized the City Manager to appropriate the
committed GOB funds in the total amount of $250,000 for Project B-30531, The Foundation is poised to
continue with the restoration of the Library utilizing the GOB funds and the City wishes to grant the $256,000 via
the attached co-operative agreement. The scope of work includes repair/improvements to sidewalks, concrete
work, carpentry, lumber, masonry, doors and frames, insulation, hardware, windows, shutters, lath and plaster,
drywall, wood floors, ceramic tiles, painting, plumbing, HVAC, electric, and project administration. Upon
completion of the work, Dorsey Memorial Library will be used by the community as a resource offering historic
archives and other printed materials.
