A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
AUTHORIZING A GRANT TO THE TURKEL RESOURCE FOUNDATION TO
RESTORE THE CITY -OWNED DORSEY MEMORIAL LIBRARY LOCATED AT 100
NORTHWEST 17 STREET, MIAMI, FLORIDA, IN THE AMOUNT NOT TO EXCEED
TWO HUNDRED AND FIFTY-SIX THOUSAND DOLLARS ($256,000);
ALLOCATING SAID FUNDS FROM B-30531, CAPITAL IMPROVEMENT PROJECT
" DORSEY MEMORIAL LIBRARY RESTORATION;" AUTHORIZING THE CITY
MANAGER TO EXECUTE A PROJECT CO-OPERATION AGREEMENT, IN
SUBSTANTIALLY THE ATTACHED FORM, FOR SAID PURPOSE.
WHEREAS, the City of Miami ("City") is the owner of real property located at 100 Northwest 17
Street, Miami, Florida, commonly known as the Dorsey Memorial Library ("Library"); and
WHEREAS, on September 25, 2003, the City Commission adopted Resolution No. 03-1027,
accepting a donation of in-kind services from the Turkel Resource Foundation Inc. ("Foundation"),
consisting of $50,000 worth of improvements to the Library; and
WHEREAS, the Department of Capital Improvements and Transportation ("Department") received
a commitment of funds from the Miami -Dade County Building Better Communities General Obligation
Bond "(GOB") in the amount of Two Hundred and Fifty Thousand Dollars ($250,000) for Capital
Project B-30531, Dorsey Memorial Library Restoration ('Project"), also known as Miami -Dade County
GOB Project No. 256-70545; and
WHEREAS, Resolution No. 06-0321, adopted May 25, 2006, authorized the City Manager to
execute Agreements with Miami -Dade County to receive funds on a reimbursement basis, in various
amounts, for capital improvement projects funded by GOB; and
WHEREAS, Resolution No. 06-0611, adopted October 12, 2006, authorized the City Manager to
appropriate the GOB funds in the total amount of Two Hundred and Fifty Thousand Dollars ($250,000)
for Project B-30531; and
WHEREAS, the Foundation is a 501(c)(3) tax exempt organization that has been a significant
contributor and an integral partner thus far for the Project; and
WHEREAS, the Foundation has secured funding and donations of in-kind services, to clean and
secure the building, prepare plans and specifications for the Project, receive preliminary cost estimates
for the Project, selected contractors, and installed landscaping material; and
WHEREAS, the Foundation is poised to continue with the restoration of the Library utilizing the
GOB funds and the City is pleased with the performance of the Foundation and wishes to grant the
GOB funds to the Foundation for the completion of the Project; and

WHEREAS, upon completion of the work, the Library will be a renovated historic property to be
utilized as a public library offering historic archives and other printed materials; and
WHEREAS, it is the intention of the City to secure a legal arrangement with Miami -Dade County to
operate the Library as a public library; and
WHEREAS, the Foundation has agreed that all documents, reports, materials and drawings that
are developed with the assistance of the City funds shall become the property of and be owned by the
City, which will subsequently make such documents, reports, materials and drawings freely available
to Foundation and to Miami -Dade County, if applicable, for use on the Project; and
WHEREAS, the City has determined that it is in the best interests of the City to further assist the
Project with additional funding in the amount of not to exceed Six Thousand Dollars ($6,000) for the
required performance bond; and
WHEREAS, the City Commission, by passage of this Resolution, will authorize the allocation of
City funds in the amount not to exceed Two Hundred and Fifty -Six Thousand Dollars ($256,000) for
the continuation of the restoration work initiated by the Foundation and will further authorize the City
Manager to execute a Project Co-operation Agreement ("Agreement") for this purpose; and
WHEREAS, the Agreement sets forth the duties and responsibilities of the City and the
Foundation, provides for the use, accountability, accessibility, and terms of this undertaking by the
Foundation; and
WHEREAS, funds for this purpose are available from B-30531, Capital Improvements Project
"Dorsey Memorial Library Renovation;"
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by
reference and incorporated as if fully set forth in this Section.
Section 2. A grant to the Foundation to restore the City -owned Dorsey Memorial Library located at
100 Northwest 17 Street, Miami, Florida, in the amount not to exceed Two Hundred and Fifty -Six
Thousand Dollars ($256,000), is authorized, with funds allocated from B-30531, Capital Improvement
Project entitled "Dorsey Memorial Library Restoration."
Section 3. The City Manager is authorized{1} to execute an Agreement, in substantially the
attached form, for said purpose.
Section 4. This Resolution shall become effective immediately upon its adoption and signature of
the Mayor.{2}

Footnotes:
{1} The herein authorization is further subject to compliance with all requirements that may be imposed
by the City Attorney, including but not limited to those prescribed by applicable City Charter and Code
provisions.
{2} If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
