Subject: EXTENSION OF TIME TO ALLAPATTAH BUSINESS DEVELOPMENT AUTHORITY INC.
Purpose of Item:
AUTHORIZING THE CITY MANAGER TO GRANT ALLAPATTAH BUSINESS DEVELOPMENT
AUTHORITY, INC. ("ABDA"), AN EXTENSION OF TIME TO COMMENCE CONSTRUCTION FROM
OCTOBER 31, 2008 TO JUNE 30, 2009, AND TO COMPLETE CONSTRUCTION FROM
DECEMBER 31, 2009 TO JUNE 30, 2010, ON THE PROPERTY LOCATED AT 1264 NW 31ST
STREET; AND AN EXTENSION OF TIME TO COMMENCE CONSTRUCTION FROM OCTOBER
31, 2008 TO JUNE 30, 2010, AND TO COMPLETE CONSTRUCTION FROM DECEMBER 31, 2009
TO JUNE 30, 2011 ON THE PROPERTIES LOCATED AT 3245 NW 11TH COURT, 3255 NW 11TH
COURT AND 790 NW 29TH TERRACE ("PROPERTIES'), LEGALLY DESCRIBED IN EXHIBIT "A,"
ATTACHED AND INCORPORATED; FURTHER AUTHORIZING THE CITY MANAGER TO
EXECUTE MODIFICATIONS TO THE DEED(S) THAT CONVEYED THE PROPERTIES FROM THE
CITY OF MIAMI TO ABDA, AND ALL OTHER NECESSARY DOCUMENTS, FOR SAID
PURPOSES.

Background Information:
Pursuant to Resolution No. 03-215, adopted February 27, 2003, the Miami City Commission
approved the conveyance of two city -owned vacant parcels located at 2374 NW 33�d Street, and 790
NW 29th Terrace, Miami, to Allapattah Business Development Authority, Inc. ("ABDA"), a not-for-profit
Florida corporation, for the development of two (2) new single-family homes for low and moderate -
income families and individuals.
Pursuant to Resolution No. 04-0289, adopted May 6, 2004, the Miami City Commission designated
certain city -owned properties located at 3245 NW 11th Court, 3255 NW 11th Court, and 1264 NW 31s'
Street, Miami, as surplus and authorized ABDA to develop three (3) twin homes for affordable to very
low, low and/or moderate -income families and/or individuals.
ABDA has completed one single family house located at 2374 NW 33rd Street, Miami.
Pursuant to Resolution No. 07-0490, adopted September 11, 2007, the Miami City Commission
granted ABDA and extension until March 30, 2008 to commence construction on the properties
located at 1264 NW 31St Street, 3245 NW 11th Court, 3255 NW 11th Court and 790 NW 29th Terrace
and also granted an extension until December 31, 2008, to complete construction of a twin home on
each property and authorized the construction of a twin home rather than a single family home on the
property located at 790 NW 29th Terrace.
Pursuant to Resolution No. 08-0251, ABDA was granted an extension of time from March 30, 2008 to
October 31, 2008 to commence construction on the properties located at 1264 NW 31St Street, 3245
NW 11th Court, 3255 NW 11th Court and 790 NW 29th Terrace and an extension from December 31,
2008 to December 31, 2009 to complete construction.
ABDA has obtained the required permits and has selected a contractor for the property located at
1264 NW 31 St Street.
Due to the state of the current market for housing, and difficulty in homebuyers obtaining mortgages,
ABDA is requesting an extension of construction commencement and completion dates on the
properties described in Exhibit "A" attached and incorporated.
The Administration recommends granting ABDA an extension to commence construction from
October 31, 2008 to June 30, 2009, and to complete construction from December 31, 2009 to June
30, 2010, on the property located at 1264 NW 31St Street; and an extension of time to commence
construction from October 31, 2008 to June 30, 2010, and to complete construction from December
31, 2009 to June 30, 2011 on the properties located at 3245 NW 11 th Court, 3255 NW 11 th Court and
790 NW 29th Terrace, legally described in Exhibit "A", attached and incorporated.
