Purpose of Item:
A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENTtS), GRANTING TO
ALLAPATTAH BUSINESS DEVELOPMENT AUTHORITY, INC. ("ABDA") AN EXTENSION OF,
TIME, FROM MARCH 30, 2008 TO OCTOBER 31, 2008 TO COMMENCE CONSTRUCTION ON,
THE PROPERTIES LISTED AND LEGALLY DESCRIBED ON EXHIBIT "A", ATTACHED ANDI
INCORPORATED; STATING THE INTENTION OF THE CITY COMMISSION RELATED TO THE!
CONVEYANCE OF TITLE TO THE PROPERTIES LISTED ON EXHIBIT "A"; FURTHER GRANTING
ABDA AN EXTENSION FROM DECEMBER 31, 2008 TO DECEMBER 31, 2009 TO COMPLETE
CONSTRUCTION ON SAID PROPERTIES; AUTHORIZING THE CITY MANAGER TO EXECUTE
ALL NECESSARY DOCUMENT(S) FOR SAID PURPOSES.

Background Information:
Pursuant to Resolution No. 03-215, adopted February 27, 2003, the Miami City Commission
approved the conveyance of two City -owned vacant parcels located at 2374 N.W. 33`d Street and
790 N.W. 29tH Terrace, Miami, to Allapattah Business Development Authority, Inc., a Florida not-for-
profit corporation ("ABDA"), for the development of two single family homes for low and moderate -
income families and individuals.

iPursuant to Resolution No. 04-0289, adopted May 6, 2004, the Miami City Commission designated
the City -owned properties located at 3255 N.W. 11th Court, 3245 N.W. 11th Court, and 1264 N.W. 31St
Street, Miami, as surplus and authorized ABDA to develop three (3) twin homes affordable to very
low, low and/or moderate -income families and/or individuals.
Pursuant to Resolution No. 07-0490, adopted September 11, 2007, the Miami City Commission
granted ABDA an extension of time, until March 30, 2008, to commence construction on the
properties located at 790 N.W. 29TH Terrace, 3255 N.W. 11TH Court, 3245 N.W. 11T" Court and 1264
N.W. 31ST Street, Miami, Florida.
Said Resolution also granted an extension until December 31, 2008, to complete construction of a
twin home on each property and further authorized the construction of a twin home, rather than a
single family home, on the property located at 790 N.W. 29th Terrace.
Due to delays in obtaining approvals on architectural plans, identifying general contractors and
obtaining additional construction financing, ABDA is requesting an extension of time to commence
and to complete construction on the properties listed on Exhibit "A" attached and incorporated.

The architectural plans have been approved, two contractors to perform the work have been
identified and financing proposals have been submitted to Eurobank for additional construction
financing. i
