We want the Villas Teatro Marti item on the Jan. 15 regular City Commission meeting agenda, The Manager said that he will get it on the regular agenda if we get the item to him and legal by the end of today. I asked you to prepare sample legislation. As we discussed before, we would dedicate the land, $3 million HUD + $1 million Affordable Housing Trust fund to a minimum 25 unit, mixed use (ground floor retail) senior affordable rental housing building. The deal would also require an outdoor park -like pavilion/green space and an indoor building community room dedicated to the memory and memorabilia of the former Teatro Marti on that site. The agreement (with the proper protection that the land and dollars revert to the City if they Biscayne Housing Group does not meet benchmarks) would also demand that BHG pursue state tax credits for the property and proceed in a way that the project could be expanded up to 70 units if tax credits are secured in Spring 2009. The legislation also must require the permitting will be completed by fourth quarter 2009 and that a groundbreaking must take place by October 2008.
