HomeMy WebLinkAboutR-09-0019Vop City of Miami Legislation < U R �O Resolution: R-09-0019 File Number: 08-01516 City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com Final Action Date: 1/15/2009 A RESOLUTION OF THE MIAMI CITY COMMISSION, BY FOUR-FIFTHS (4/5THS) AFFIRMATIVE VOTE, AFTER AN ADVERTISED PUBLIC HEARING, RATIFYING, APPROVING AND CONFIRMING THE CITY MANAGER'S FINDING OF A SOLE SOURCE, PURSUANT TO SECTION 18-92 OF THE CODE OF THE CITY OF MIAMI, FLORIDA, AS AMENDED; WAIVING THE REQUIREMENTS FOR COMPETITIVE SEALED BIDDING PROCEDURES AND APPROVING THE PURCHASE OF A DUAL BAND HIGH POWERED 30W FILTERED AMPLIFIER, A 2100 MHZ CONVERTER AND AN AMBERJACK WIDEBAND DIRECTION FINDER, TO UPGRADE THE STINGRAY 4 -CH AND KINGFISH 1 -CH CELLULAR TRACKING SURVEILLANCE EQUIPMENT, FROM HARRIS GOVERNMENT COMMUNICATIONS SYSTEMS DIVISION WIRELESS PRODUCTS GROUP, FOR THE DEPARTMENT OF POLICE, IN THE AMOUNT NOT TO EXCEED $51,500; ALLOCATING FUNDS FROM THE LAW ENFORCEMENT TRUST FUND, AWARD NO. 1171, PROJECT NO. 19-690003, AND ACCOUNT CODE NO. 12500.191602.896000.0000.00000. WHEREAS, the City of Miami ("City") Department of Police purchased the StingRay 4 -CH and KingFish 1 -CH, from Harris Government Communications Systems Division Wireless Products Group ("Harris") utilizing the Federal GSA IT 70 Schedule Contract #GS -35F -0283J, as authorized by Resolution No. 06-0238, adopted April 27, 2006; and WHEREAS, the City Department of Police purchased electronic software (including training and a one-year maintenance agreement) to operate the cellular tracking devices as a sole source, as authorized by Resolution No. 07-0287, adopted May 24, 2007; and WHEREAS, the City Department of Police is requesting the purchase of an Dual Band High Powered 30W Filtered Amplifier, a 2100 MHz Converter and an Amberjack Wideband Direction Finder to upgrade the StingRay 4 -CH and KingFish 1 -CH Cellular Tracking Surveillance Equipment, which will allow investigators the ability with the current iDEN software to pinpoint push -to -talk cellular phones more effectively, a feature the current system does not have; and WHEREAS, pursuant to Section 18-92 of the Code of the City of Miami, Florida, as amended ("City Code"), the Chief Procurement Officer has adopted a finding that Harris is the sole source provider of the Dual Band High Powered 30W Filtered Amplifier, 2100 MHz Converter and Amberjack Wideband Direction Finder, the equipment needed to upgrade the current cellular tracking surveillance equipment known as the StingRay 4 -CH, and KingFish 1 -CH; and WHEREAS, the findings of the Chief Procurement Officer have been approved and adopted as the findings of the City Manager; and WHEREAS, the City Manager and the Chief Procurement Officer recommend that the requirements for competitive formal sealed bids be waived and the purchase of the Dual Band High City of Miand Page 1 of 2 File Id. 08-01516 (Version: 1) Printed On: 5/26/2017 File Number: 08-01516 Enactment Number: R-09-0019 Powered 30W Filtered Amplifier, 2100 MHz Converter and Amberjack Wideband Direction Finder to upgrade the current cellular tracking surveillance equipment known as the StingRay 4 -CH, and KingFish 1 -CH, from Harris as the sole source, be approved; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. By a four-fifths (4/5ths) affirmative vote, after an advertised public hearing, the City Manager's finding of a sole source, is ratified, approved and confirmed pursuant to Section 18-92 of the City Code, the requirements for competitive sealed bidding procedures are waived, and the purchase of Dual Band High Powered 30W Filtered Amplifier, 2100 MHz Converter and Amberjack Wideband Direction Finder, to upgrade the current cellular tracking surveillance equipment; known as the StingRay 4 -CH, and KingFish 1 -CH, from Harris, is approved, in an amount not to exceed $51,500, with funds allocated from the Law Enforcement Trust fund, Award No. 1171, Project No. 19- 690003, and Account Code No. 12500.191602.896000.0000.00000. Section 3. This Resolution shall become effective immediately upon its adoption and signature of the Mayor.{1 } Footnotes: {1} If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City Commission.
