The purpose of this Agreement is to operate of an administrative office and a gift shop, to program historical museum related activities, collect police memorabilia, and to coordinate youth training programs and disadvantaged sectors of the general public. The Agreement shall be for a period from the effective date of the Agreement to September 30, 2010, with one option to extend the Agreement to September 30, 2011, subject to the City Manager's approval. Licensee shall pay a monthly use fee to the City of $1.00 plus State of Florida Use Tax, if applicable, with other terms and conditions as more particularly set forth in the lease agreement. Director Z, AGENDA ITEM SUMMARY FORM Subject: Revocable License Agreement with City of Miami Retired Police Officers Community Benevolent Association Inc Background Information: City of Miami Retired Police Officers Community Benevolent Association, Inc., is a 501(c) (3) not- for-profit corporation ("COMRPOCBA") organized under the laws of the State of Florida, to collect police memorabilia related to the city's Old Black Precinct, provide historical museum related activities and coordinate youth training programs. COMRPOCBA was awarded a $300,000 historical preservation grant from the State of Florida that was used as part of the construction costs in the restoration of the property as a historical museum. The precinct has a restrictive covenant that requires it to be operated as a historical museum for 10 years. COMRPOCBA has requested that it be allowed to operate its administrative office along with a snack bar in the property in order to generate revenue in support of its programs at the property. It will also be displaying historical memorabilia in the precinct as part of Overtown district tours. COMRPOCBA must maintain its 501(c) (3) status as a nonprofit corporation and comply with Miami Code Section 18-188 and 18-189 during the period of this agreement or the agreement shall automatically be terminated. The City of Miami Police department will also be using the interior of the property to conduct training for new recruits. Administration has prepared a Revocable License Agreement that will allow COMRPOCBA to use office space and operate a gift shop in the precinct so that it may assist in generating revenue to pay some of the cost of providing its programs to the public.
