I strongly advocate for Damien Pardo, our district's commissioner, to take charge of the Bayfront Park
Trust. His leadership qualities and alignment with the Trust's goals make him an exemplary candidate for
this position. Second, I urge the Commission to support agenda item PZ3, endorsing the Planning, Zoning,
and Appeals Board's decision to remove the gym. This decision is pivotal due to the lack of community
input, the disregard for the park's master plan, and the violations of city codes, including falsified
information in the warrant application. Third, I stand against Commissioner Carolto's proposal in PZ2 to
abolish permitting regulations. Such an action would allow unchecked construction in our parks,
undermining the careful existing master plan & planning and community interests that should guide their
development. Moreover, I bring to your attention the critical issue of Item 15. This item concerns an
elected official who, having violated the city's laws and caught in the act, is now attempting to manipulate
the PZAB board to amend an ordinance for personal benefit, not for the city's welfare. This act not only
undermines the legal framework but also strips residents of their right to voice opinions on city projects,
particularly those concerning our parks. It is an attempt to bypass public input where a Master Plan is
already in place. I call upon this body to stand firm, as you previously have —It is imperative that neither
the City nor the Bayfront Park Management Trust be allowed to circumvent public input, especially in
matters involving a Master Plan. We thank you for considering these crucial points in your decision -making
process, ensuring our parks and public spaces reflect the community's needs and values.

As a resident of Downtown Miami, I have seen many changes occur in the park over the last 18 years. In
regard to item PZ3, the Planning, Zoning and Appeals Board voted to remove the outdoor gym equipment
that was installed in Maurice A Ferre park. This construction was done without the proper permit or warrant
PZ. and without public opinion. Joe CaroLLo has continuously made unilateral decisions for this park that best
3 fit HIS needs, and not the needs of the public. Although item PZ2 has been removed, it is important to
#151 address it as it goes hand in hand. Joe CaroLLo attempted to change the rules to aftow him the ability to
13 construct ANYTHING he wants in the park, "by right," meaning without having to obtain any permits or
PZA warrants and thereby bypassing any approval process. This was a Ludicrous idea, and the Planning, Zoning
900 B and Appeals Board agreed by voting against it 7-0. But this act just goes to show the pompous attitude of
Nicol Desi Bisc Deci Joe Carotto, believing that he would be aftowed to do this and be able to do whatever he wants whenever

eat - vaLuabl.e asset that park has. I speak for the majority of residents when I say that we do NOT want to see
1095 it become paved over. This park is a passive park, not a recreational. park. Any professional. park planner
Bisc will tell you that. The city of Miami paid a professional. park planner millions of dollars to create a master
ayne plan that exhibits just that. Joe Carotto is NOT a professional. park planner and should not have the ability
Blvd to make those kinds of decisions for the park. I ask that the commission vote to uphol.d the decision made
by the Planning, Zoning and Appeals Board regarding item PZ3. I also ask that Joe Carotto be removed
from the Bayfront Park Management Trust, and to appoint our district 2 commissioner Damien Pardo in his

As someone who Lives right across the street from MAF park and walks there more than once a day, I
request that you please stick with the park's master plan. Please have the gym equipment removed. Let
the park be a much needed oasis and reflection of how forward thinking your Leadership is. And, al.ong the
Lines of Leadership, the park should rightly be overseen by the person the neighborhood residents have

As the building representative to the Downtown Neighborhood Association for Marina Blue, a condo of
some 500 units, each occupied by a family living directly across the street from Maurice Ferre Park and
Bayfront I join the Downtown Neighborhood Association ("DNA') in urging a no vote on this proposal. The
DNA has surveyed the people who live in the area around the park, and the overwhelming majority want
the park to be less commercial, less noisy, without constant flashing lights, and under the supervision of
someone we can trust to keep our neighborhood's interest in mind.
Beautification along this section of the roadway is much needed. Please plant native plants as part of the
beautification process. Native species have evolved over time with the biological and physical factors such
as soil, climate, and rainfall specific to their region. Native plants help to restore regional Landscapes. They
are the best species adapted to Local conditions that thrive with the Least care and create a sense of place.
Using native plants promotes wise stewardship of the Land and conservation for our natural areas. Native
species are members of a community of plants, animals, and microorganisms that keep each other in
check and won't harm natural areas. Why use native plants? Native plants do not require fertilizers and
require fewer pesticides than Lawns. Native plants require Less water than Lawns and help prevent erosion.
The deep root systems of many native plants increase the soft's capacity to store water. Native plants can
significantly reduce water runoff and, consequently, flooding. Native plants help reduce air pollution. Native
pLantscapes do not require mowing. Excessive carbon from the burning of fossil fuels contributes to global
warming. Native plants sequester, or remove, carbon from the air. Native plants provide shelter and food
for wildlife. Native plants promote biodiversity and stewardship of our natural heritage. Native plants are
beautiful and increase scenic values! Plant NATIVE!
Biscayne park is a public plan and should therefore remain a public Land and move forward with the
previously plan of working with Miami -Dade County Public schools and our community on making this
Land a new building for iPrep Academy and teacher housing. I have 3 children in iPrep Academy - my
children and the entire iPrep family (administration, teachers, children, apartments) wilt benefit greatly
from the previously slated plan of an additional iPrep building. iPrep is a top, magnet public school in need
of more resources for the children to thrive to their fullest potential. The only outdoor space available at
the school is a small portion of the parking Lot. Our students needs a more robust space to use for
outdoor, recreational and school activities. This may even support the school to establish it's own sports
teams - as there is no school sports available for our students today. I was born and raised in Miami and
welt as my children and we make it a family effort to drive out 20+ minutes almost every weekend to a
city park - there are plenty and often empty! I heard comments that we do not have enough parks in our
city... yes we do. It takes Little effort to enjoy our current parks. I support for the revocation of the License
for the Centner park to be built as there is a better route to take for this Land; and that is for that park to
be used for iPrep school building and teacher housing.

Dear Commissioners, Thank you for your consideration of my opinion. I am in favor of R.E. 19 #15329 -
Terminate Revocable License Agreement due to the manner and currently outstanding controversy in
which it came about. As a long time resident of the neighborhood and with two children who have
attended for the past 9 years, the other neighborhood school, iPrep, I am in full support of an upgraded
PUBLIC park facility that would benefit the entire community. What is not dear from the discussion are the
details or "strings" that are attached to the offer by the Centner Academy for their contribution towards the
new facility. For example, is the facility truly open to the public or only during hours that the Academy is
not using it. Would there be fees associated with using the "so -caned" public facility. It was my
understanding prior to the departure of Superintendent Carvhalo that the proposed site was going to be
used to construct workforce housing and a new educational building for iPrep so that the city could
financially benefit from the sate of the current city owned School Board building and iPrep building. As a
result, how does the approval to build this new Centner sponsored athletic facility benefit the City or the
kids at iPrep who currently have NO green space to conduct physical activities. I emplore the commission
to rescind the agreement and take the decision to conduct a more open public discussion on the best
option for the use of the site that wilt benefit ALL of the residents, schools and children of the immediate
neighborhood. Thank you.

I ask that the commission support the planning and zoning appeals board recommendation that the gym
equipment in Maurice Ferre Park be removed. In addition, I ask that the commission remove Joe Carolto
as Part Trust Chairman and be replaced with District 2 Commissioner Damien Pardo.
I believe strongly that Miami deserves a world class park and that the Park Trust should implement the
original plan . Any variation to that plan should not only require public input but also approval from the
Planning, Zoning and Appeals board. Permits should be pulled and approved by the city in order to ensure
that any work being done is up to code. Lastly, I do think that the commissioner of our district (Pardo)
should be the chairman of the trust as he represents the residents of downtown/parkwest and has a vested
interest in maintaining good quality of life for residents white ensuring that the trust is a financially viable
operation. Thank you for considering my point of view.

Please allocate funding to provide protections around the rookery on Mangrove Island that the FWC
surveyed and confirmed on July 13, 2023. This is one of only two known rookeries in Northern Biscayne
Bay, and several species of birds have been documented nesting on the rookery, including a State
threatened Tricolored Heron and Brown Pelicans, which were once endangered and are on the Imperfted
Species Management Pan and protected by the US Migratory Treaty Act. It needs a 330 ft no-go zone
buffer, as recommended by the FWC and orinthofogists. The protection is needed immediately as there are
currently birds nesting on the island with chicks in the nests. We also need funding for more marine patrol
monitoring and enforcement in this area of Biscayne Bay for the safety of the kayakers and paddlers who
Launch from Legion Park and Morningside Park. The speeding boaters and personal watercraft have made
the Bay extremely dangerous, and difficult to cross the channel to visit the picnic islands. The islands also
create blind spots so speeding vessels are not able to see kayakers or paddlers as they pass by the
islands. Let's not wait for a serious accident or death. We have already witness wildlife getting struck and
injured and/or killed. Let's not wait for a human to suffer the same fate. Let's create a year-round Slow
Speed on the I ntracoastaL Channel for the safety of aft, and provide more marine patrol monitoring and
enforcement.
Please follow the plan from a decade ago Do not Let Carillon change it
Please restore commission districts that follow natural boundaries rather than carving out districts that
serve the desires of sitting and formerly -sitting city commissioners. ALL of Coconut Grove should be in
district 2. Joe Caroffo can either move back to his own district or resign.

Please restore district 2 now that we know one of the commissioners was arrested for criminal activity and
another was guilty in civil court and the mayor is under federal investigation and the city attorney has
been offer no bid contacts to his family. Please vice is back our democracy. Please restore our district 2
voting block.
Please stop the assault on our green space in the park. We don't need any more billboards, sculptures and

To whom it may concern, I live in brickeLt and my daughter attends IPrep Academy. I see the urgent need
of an open green space for our children and would love to see the improvement of Biscayne Park. Im
really concerned that the Centner's are not being transparent as to how they will have prioritized use of a
public space that belongs to public schools. Therefore I do not agree with this arrangement
Unfortunately, I will be unable to attend this meeting to speak in person however I would like to ask the
commissioners to support the planning and zoning appeals board recommendation to remove the gym
equipment from Maurice Ferre Park. Additionally, I would Like to ask the commissioners to remove Joe
Carrillo as chairman of the park trust and be replaced with district 2 commissioner Damien Pardo. I believe
he represents the downtown area in a greater capacity that Joe Carrillo.
