Maduro displays Venezuela's sea
and air power near Guyana in

British warship to Guyana
"an intolerable threat,"
Venezuelan President
Nicolas Madero on Thurs-
day launched an im-
promptu military exercise
in waters close to its
neighbor aiming to show
sea and air power amid a
border dispute between
the two countries.
While providing few
details about the extent
and duration of the exer-
cise, the Venezuelan mil-
itary said that its initial
phase included the partici-
pation of about a dozen
war vessels, including
gunboats and supply ships,
and twice as many planes,
including fighter jets, in
the Gulf of Paria, west of
Trinidad, and in front of
the Orinoco Delta, west of
Guyana.
The announcement
made on national televi-
sion follows reports that
the HMS Trent was to visit
Guyana this week to par-
ticipate in joint exercises
with Caribbean nations.
Nicolas Madero, president of Venezuela. has staked ars vsA

The Trent's visit was
reported less than two
weeks after Venezuela and
Guyana had pledged to

resurfaced after the Cara-
cas regime held a
referendum earlier this
month asking Venezuelans
for special powers to take
by force about threcur-

occupied by its
neighbor.
Maduro said on national
television, while surround-
ed by military officers,
that he saw the visit of the
British warship as a threat.
"Venezuela cannot sit
idly by in the face of a
threat, we are responding

December 14 agreement
between Guyana's Presi-
dent Dr. Mohamed Itfaan
Ali and Nicolas Madura in
St. Vincent and the Grena-
dines to not threaten or
use force against one
another in any circum-
stances and to refrain
from escalating any con-
flict or disagreement," the
official said.
"We continue to call for
a peaceful resolution of
the dispute and to respect
the 1899 arbitral award
that determined the Ind
boundary between Vene-
zuela and Guyana until
e parties reach a new
agreement or a competent
legal body decides other-
wise," " he added.
The British embassy in
Washington did not im-
mediately respond to a
request for comment.
Ali, on his X account,
said that neither Venezue-
la nor any other state has
anything to fear from the
scheduled military exer-
cises being conducted in
Guyana's territory.
"We harbor no ambi-
tions or intentions to covet
what does not belong to
us. We are fully commit-
ted to peaceful relations
with out neighbors and all
ntries in our Region.Gnuyana remains fully
steadfast in promoting
and advancing peace
whilst pursuing national
development," he said.
"Guyana has long been
engaged in partnerships
with regional and interna-
tional states aimed at
enhancing internal securi-
ty. These partnerships
pose a threat to no one
and are in no way intend-
ed to be aggressive or
constitute an offensive act
against any State."
A Ministry of Defence
spokesperson earlier this
week had told the BBC:
"HMS Trent will visit
regional ally and Com-
monwealth partner Guya-
alater this month as part
of a series of engagements
in the region during her
Atlantic Patrol Task de-
ployment."
The Trent was to have
made a stop in Bridge-
town, Barbados, after
leaving its homeport at
Gibraltar earlier this
month and was scheduled
to head towards Guyana
this week and anchor off
Georgetown to participate
in a series of training exer-
cises
with the country's
navy and other allies, the
BBC reported It was not
clear where the Trent was
at the time of Maduro's
announcement.

Cartel kidnaps 14 in revenge against town, Mexico says

A drug cartel in central
Mexico has kidnapped 14
local residents, inducting
four children, in apparent
retaliation for an uprising
by angry farmers earlier
this month that killed 10
artel gunmen, officials
said.
Farmers in the village of
Texcaltitan and a neigh-
boring hamlet had appar-
ently grown tired of cartel
extortions. Armed only
with sickles and hunting
rifles, they chased down
suspected gang members
amid bursts of automatic
gunfire on Dec. 8, hack-
ing, shooing and burning
them. Four villagers also
died in the clash.
Prosecutors said late
Wednesday that the cartel
then abducted 14 people,
including four children
between the ages of 1 and
14. The abducted adults
include three policemen
who were seizedatacar-

11, 2024, at 9:00 a.m., to consider the award of a contract to the company
listed below through Anti -Poverty grant funds from the Mayor's share of the
City of Miami's Anti -Poverty Initiative Program. Sunshine for All, Inc.. a Florida
Not for Profit Corporation, will provide meals to homebound senior residents
in Distract 4. and to consider the City Manager's recommendations and finding
that competitive negotiation methods are not practicable or advantageous
regarding these issues:

This action is being considered pursuant to Section 18-85 (A) of the Code of
the City of Miami, Florida as amended (the "Code-). The recommendations
and findings to be considered in this matter are set forth in the proposed
resolution and in Code Section 18-85 (A), which are deemed to be incorporated
by reference herein and are available as with the regularly scheduled City
Commission meeting of January 11, 2024, at Miami City Hall, 3500 Pan
American Drive, Miami, Florida.
The Miami City Commission requests all interested parties be present or
represented at the meeting and may be heard with respect to any proposition
before the City Commission in which the City Commission may take action.
Should any person desire to appeal any derision of the City Commission with
respect to any matter to be considered at this meeting, that person shall ensure
that a verbatim record of the proceedings is made including all testimony and
evidence upon which any appeal may be based (F.S. 286.0105).
Pursuant to Miami City Code Section 2-33(o), whenever a scheduled
City Commission meeting is cancelled or is not held due to a lack of a quorum
or other emergency, a special City Commission meeting will be automatically
scheduled for the Tuesday immediately following the cancelled meeting. In
the event of one of the aforementioned circumstances, the special meeting
would be held on January 16, 2024, at 9:00 a.m. in the City Commission
chambers located at Miami City Hall, 3500 Pan American Drive, Miami,
FL 33133. All of the scheduled agenda items from that cancelled meeting
shall automatically be scheduled as an agenda item at the special City
Commission meeting.

by placing a notice of the special City Commission meeting at the entrance
of City Hall and the City's main administrative building, placing a notice on

Gunmen from the Fam-
illa Michoacana cartel,
which has long dominated
