Karmen Char Clerk AdNo. 411M FRIDAY DECEMBER 2V PHI I MUSS BRAID I 5A Maduro displays Venezuela's sea and air power near Guyana in response to British warship WIENER acklxadoMYln"noanalt1On .w,.rp-..rm-eyEk... Declaring the visit of a British warship to Guyana "an intolerable threat," Venezuelan President Nicolas Madero on Thurs- day launched an im- promptu military exercise in waters close to its neighbor aiming to show sea and air power amid a border dispute between the two countries. While providing few details about the extent and duration of the exer- cise, the Venezuelan mil- itary said that its initial phase included the partici- pation of about a dozen war vessels, including gunboats and supply ships, and twice as many planes, including fighter jets, in the Gulf of Paria, west of Trinidad, and in front of the Orinoco Delta, west of Guyana. The announcement made on national televi- sion follows reports that the HMS Trent was to visit Guyana this week to par- ticipate in joint exercises with Caribbean nations. Nicolas Madero, president of Venezuela. has staked ars vsA claim to Guyana's oil -itch territory. The patrol vessel is nor- mally based on Gibraltar and is mainly used to combat piracy and drug trafficking, The Trent's visit was reported less than two weeks after Venezuela and Guyana had pledged to c down the growing animosity between the two countries, which had resurfaced after the Cara- cas regime held a referendum earlier this month asking Venezuelans for special powers to take by force about threcur- rentlyr- ters of the territory occupied by its neighbor. Maduro said on national television, while surround- ed by military officers, that he saw the visit of the British warship as a threat. "Venezuela cannot sit idly by in the face of a threat, we are responding in aproportionalmea- thhe said. "I ordered e activation of a joint actin of the entire Boli- arian National Armed Forces (FANB) on the eastern Caribbean of Ve- nezuela, on the Atlantic doast, a joint action of a efensive nature in re- sponse to the provocation and threat of the United Kingdom against the peace and hesovereignty of A State Department official told McClatchy that the U.S. government was aware of the news of military exercises in Vene- zuela and said that the administration continues to call for a peaceful reso- lution to the dispute. "We welcomed the December 14 agreement between Guyana's Presi- dent Dr. Mohamed Itfaan Ali and Nicolas Madura in St. Vincent and the Grena- dines to not threaten or use force against one another in any circum- stances and to refrain from escalating any con- flict or disagreement," the official said. "We continue to call for a peaceful resolution of the dispute and to respect the 1899 arbitral award that determined the Ind boundary between Vene- zuela and Guyana until e parties reach a new agreement or a competent legal body decides other- wise," " he added. The British embassy in Washington did not im- mediately respond to a request for comment. Ali, on his X account, said that neither Venezue- la nor any other state has anything to fear from the scheduled military exer- cises being conducted in Guyana's territory. "We harbor no ambi- tions or intentions to covet what does not belong to us. We are fully commit- ted to peaceful relations with out neighbors and all ntries in our Region.Gnuyana remains fully steadfast in promoting and advancing peace whilst pursuing national development," he said. "Guyana has long been engaged in partnerships with regional and interna- tional states aimed at enhancing internal securi- ty. These partnerships pose a threat to no one and are in no way intend- ed to be aggressive or constitute an offensive act against any State." A Ministry of Defence spokesperson earlier this week had told the BBC: "HMS Trent will visit regional ally and Com- monwealth partner Guya- alater this month as part of a series of engagements in the region during her Atlantic Patrol Task de- ployment." The Trent was to have made a stop in Bridge- town, Barbados, after leaving its homeport at Gibraltar earlier this month and was scheduled to head towards Guyana this week and anchor off Georgetown to participate in a series of training exer- cises with the country's navy and other allies, the BBC reported It was not clear where the Trent was at the time of Maduro's announcement. wed with a 30mm two mini -guns and several machine guns, the 297-feet long HMS Trent is mostly used to bat piracy and anti - smuggling operations. It no rmally carries a hel- icopter and a detachment of Royal Marines. Seeking to lower ten - sins, the leaden of Guya- na Venezuela met two weeks ago in St. Vincent d the Grenadines and pledged not to use force to resolve the dispute over which nation is the right- ful owner of an oil- and mineral -rich region bor- dering the two countries, roughly the size of Florida. The border dispute, which has been going on since the beginning of the 19th century, gained in- tensity following a refer- endum held on Dec. 3, in which the Caracas social- ist regime asked Venezue- tans to green -light the use of force to annex three- -'3 quarters of Guyana. The Madero govern- m t said that 95% of Venezuelans voted in favor of the forced anrdek) rn ation, but independent.-+ iv,,, observers questioned Pas.' empty polling saying that the . seen seen during the vote djC,. Farmers in the village of Texcaltitan and a neigh- boring hamlet had appar- ently grown tired of cartel extortions. Armed only with sickles and hunting rifles, they chased down suspected gang members amid bursts of automatic gunfire on Dec. 8, hack- ing, shooing and burning them. Four villagers also died in the clash. Prosecutors said late Wednesday that the cartel then abducted 14 people, including four children between the ages of 1 and 14. Hannon City Clerk Ad No. 41136 snatched from a hospital soon after the clash. lose Luis Cervantes, the head prosecutor for the State of Mexico, located west of the country's cap- ital, Mexico City, said no ransom demand had been received. Previously, state officials had denied anyone was kidnapped, and said they were simply "missing." But residents of the village and a nearby ham- let said the Familia Mi- choacana drug cartel was demanding they hand over the leaden of the uprising, in exchange for releasing the kidnapped children and adults. Cervantes said none of the villagers would face charges for the Dec.8 clash, because the con- frontation had been classi- fied as "legitimate self defense" because the farmers were defending their properties. Gunmen from the Fam- illa Michoacana cartel, which has long dominated the area, had showed up in the village earlier, de- manding local farmers pay a per -acre extortion fee from farmers. In Brazil, for example, the local Brazilian Israelite Confederation was tracking slightly more than one complaint of antisemi- tism per day in October 2022. By the end of this October, the total number of complaints received was an average of 15 com- plaints per day - an in- crease of nearly 1,000 percent, according to the organization. "We can say with confi- dence that the spike is real, and that we're seeing things that we have not seen before," Fernando Lottenberg, commissioner to monitor and combat antisemitism for the Or- ganization of American States, or OAS, said in a phone interview. It's not that because Israel responds, antisemi- dam grows," Lottenberg said. "It's that mtisemi- tism is already there, and that an event like this makes them feel free to speak out." BRAZIL, CHILE, ARGENTINA ON U.S. VISIT Keyak's tour through Brazil, Chile and Argentina was planned well before the Oct. 7 attacks. But the trip took on added urgency in the aftermath, when Israel launched a military response against Names by bombarding Gaza. The deputy special envoy met with local government officials, law enforcement, university students, Jewish leaders and U.S. Embassy staff during each stop. "Therewed understanding that these local governments need to keep these communities safe, and I saw that across the region," Keyak said in his office at the State De- partment. "The law en- forcement officials 1 spoke with seem to be taking it seriously, whether it's nlneincitementor threats to the local Jewish community." The office of the U.S. special envoy to combat antisemitism, led by Am- bassador Deborah Lip- stadt, a renowned Holo- caust historian, was first established by Congress in 2004 to advance U.S. policy against antisemi- tism, provide foreign gov- ernments with a point of contact in Washington and make clear that it is a pn. orlty of the U.S. govern- ment. The ice has empha- sized to foreign govern- ments that criticism of the Israeli govemment and its handling of the Gaza war isa legitimate exercise. But regional embassy staff and the special en- voy's office have mon- itored a surge in rhetoric at protests against the war that Keyak said crosses the One into antisemitism. "What concerns us is justification for what Ha - mu did on Oct. 7," Keyak said. "They sought out to kill Jewish civilians. So one of the things we're on the look out for in these meet- ings, and all of our engage- ments internationally, is whether there are govern- ment and civil society leaders who are justifying what are simply antisemi- tic attacks and murders." "Assaulting a Jew walk- ing down the street is not an act of protest. It's not standing up for Palestinian rights. It's antisemitism," he continued. "To hold any Jew accountable for the actions of the Israeli government, or any gov- ernment, is both ineffec- tive and antisemitic. In Brazil. for example, the local Brazilian Israelite Confederation was racking slightly more than one complaint of antisemi- tum per day in October 2022. By the end of this October, the total number of complaints received was an avenge of 15 com- plaints per day - an in- cise of nearly 1,000 percent, according to the organization. "We can say with confi- dence that the spike is real, and that we're seeing things that we have not en before," Fernando Lottenberg, commissioner to monitor and combat antisemitism for the Or- ganization of American States, or OAS, said in a phone interview. "It's not that because Israel responds, antisemi- tum grows," Lottenberg said. "It's that antisemi- nsm u already there, and that an event like this makes them feel free to speak out." BRAZIL, CHILE, ARGENTINA ON US. VISIT Kayak's tour through Brazil, Chile and Argentina was planned well before the Oct. 7 attacks. But the trip took on added urgency in the aftermath, when Israel launched a military response against Hamas by bombarding Gaza. The deputy special envoy met with local government officials, law enforcement, university students, Jewish leaders and U.S. Embassy staff during each stop. "Thererenewed understanding that these local governments need to keep these communities safe, and 1 saw that across the region," Keyak said in his office at the State De- partment. "The law en- forcement officials I spoke with seem to be taking it seriously. whether it's online incitement or threats to the local Jewish wiry." c The once of the U.S. special envoy to combat antisemitism, led by Am- bassador Deborah Lip- stadt, a renowned Holo- caust historian, was first established by Congress in 2004 to advance U.S. policy against antisemi- tism, provide foreign gov- ments with a point of contact in Washington and make clear that it is a pri- ority 01 the U.S. govern- ment. The office has empha- sized to foreign govern- ments that criticism of the Israeli goverment and its handling of the Gaza war is a legitimate exercise. But regional embassy staff and the special en- ay's office have mon- itored a surge in rhetoric at protests against the war that Keyak said crosses the line into antiaemitism. "What concerns us is justification for what Ha- mas did on Oct 7," Keyak said. Ifs antisemitism," he continued. "To hold any Jew accountable for the actions of the Israeli government, or anygov- ment, is both ineffec- tive and antisemidc. It would be like protesting outside a Chinese restau- rant because you disagree with how the PRC is treat- ing the Uyghurs. It doesn't even compute." Aaron Kayak.
