KILLED?
In the evening hours of
Dec.18, 1998, Boyd —
then 39 — dragged
Trnppner to an isolated
area of U.S. 27, about a
mile north of Interstate
75, where he raped and
murdered her, detectives
say.
Truppner's body was
discovered by a boater on
a weekend family outing.
Investigators believe she
died by strangulation no
more than three days
before she was found.
But investigators didn't
have much to go by other
than her clothing and a
sketch of her. Detectives
canvassed the few estab-
lishments in the area with
no results. They also
arched missing per-
sons' databases to no
avail. The crime scene
was in a remote location
without cameras around.
Without witnesses,
leads, or even her name,
the case turned cold and
she became a lane Doe.
WHAT LED
DETECTIVES TO MAKE
AN ARREST?
DNA analysis played a
crucial role in finding
Truppner's killer, detec-
tives said.
With the help of the
forensic -genealogy unit
of the Florida Depart-
ment of Law Enforce-
ment, the DNA results
led to the first break-
through in the case on
May 4 — Truppner's
name. Her story was the
focus of the fourth epi-
sode of BSO's "Open and
Unsolved" cold -case
series.
Advancements in DNA
testing technology helped
crime -lab detectives con-
nect Truppner's and
Boyd's DNA. His DNA
had been
collected as
evidence in
the king
of 21-year-
old Dswnia
Dacosta,
Luclous who was
Boyd murdered
about two
weeks before Tmppner.
Dacosta was last seen
on Interstate 95 in Bro-
ward on Dec. 5, 1998,
when her car broke down.
Her body was found on
Dec. 7, 1998, in the Oak-
land Park area.
Boyd was convicted of
Dac ta's murder — and
sentenced to death — in
2002.
On Nov. 29, a Broward
County grand jury in-
dicted Boyd, now 64, for
Truppner's murder. Boyd
(aces additional first -
degree murder and sex-
ual -battery charges, the
Broward Sheriff's Office
said. He is on Death Row
at Union Correctional
Institution in Raiford in
northern Florida, state
prison records show.

tion, which could result in
Florida losing all its dele-
gates."
The cancellation of the
Florida's Democratic pres-
idential primary comes as
polls show a majority of
Americans souring on
Biden's performance. A
poll of Florida voters re-
leased last month by the
University of North Florida
found that nearly two-
thirds of Floridians held an
unfavorable view of the
president, including a
quarter of Democrats in
the state.
There are roughly 4.5
million registered Demo-
crats in Florida. In 2020,
the last time Democrats
voted in a primary for
president, about 1.7 mil-
lion voters participated,
with 38% casting a ballot
for Biden's opponents.
Florida is expected to
award 250 delegates to the
winner of the Democratic
primary on March 19.
Republicans will go to the
polls that day to vote for
thew preferred presidential
candidate.
But the Democratic
Party says the decision was
made weeks ago, and its
hands are tied. The dead-
line to submit its candidate
list to the Florida secretary
of state's office was Nov.
30. Under state law, if a
political party lists only
one presidential candidate,
that person will be de-
clared the automatic win-
ner of the primary and no
vote will be held.
The party chose its ros-
ter of candidates at a
meeting of i35 state exec-
utive committee in Octo-
ber — a decision that went
under the radar.
Eden Giagnorio, the
Florida Democratic Party's
communications director,
sad Bien was the only
candidate nominated for
the ballot and was conse-
quently the only one
whose name was sub-
mitted to the secretary of
state's office.
She said that the process
by which the party deter-
mines names to
submit for the primary
ballot was routine and had
been made available on
the parry's website months
ago.
"It was posted for
months. It wasn't a secret.
There was no conspiracy,"
Giagnorio said. "They
didn't get any votes. It's
not our responsibility to
whip for them."
The parry's delegate -
selection plan, however,
doesn't give candidates a
deadline to ask the party to
be placed on the ballot.
Phillips' campaign said it
fist sent the Florida Dem-
ocratic Party two letters on
Nov. 7 providing the party
with points of contact for
his campaign and express-
ing his interest in partici-
pating in the primary.
A spokesperson for his
campaign said Phillips'
team didn't hear back
from the Florida Demo-
cratic Parry "for quite
some time." It wasn't until
Nov. 22 that the parry
confirmed that it was in
intact with Phillips' cam-
paign, the spokesperson
said.
Giagnorio disputed that
timeline, saying the party
didn't hear from Phillips'
campaign until the day
before Thanksgiving. It
wasn't until two days be-
fore the Nov. 30 deadline
that party leadership was
made aware that Philips
wanted his name sub-
mitted for the ballot, she
said. By then, there wasn't
enough time to give the
state executive committee
the required 10 days notice
to hold a vote, Giagnorio
said.

clared the automatic win-
ner of the primary and no
vote will be held.
The party chose its ros-
ter of candidates at a
meeting of its state exec-
utive committee in Octo-
ber — a decision that went
under the radar.
Eden Giagnorio, the
Florida Democratic Party's
communications director,
said Bid a the only
candidate nominated for
the ballot and was conse-
quently the only one
whoa name was sub-
mitted to the secretary of
state's office.
She said that the process
by which the party deter-
s which names to
submit for the primary
ballot was routine and had
been made available on
the party's website months
ago.
"It was posted for
months. It wasn't a secret.
There was no conspiracy,"
Giagnorio said. "They
didn't get any votes It's
not our responsibility to
whip for them."
The parry's delegate -
selection plan, however,
doesn't give candidates a
deadline to ask the party to
be placed on the ballot.
Phillips' campaign said it
first sent the Florida Dem-
ocrat Party two letters on
Nov. 7 providing the party
with points of contact for
his campaign and express-
ing his interest in partici-
pating in the primary.
A spokesperson for his
campaign said Phillips'
team didn't hear back
from the Florida Demo-
crat Party "for gssite
some time." It wasn't until
Nov. 22 that the party
conf ed that it was in
contact with Phillips' cam-
paign, the spokesperson
said.
Giagnorio disputed that
timeline, saying the party
didn't hear from Phillips'
campaign until the day
before Thanksgiving. It
wasn't until two days be-
fore the Nov. 30 deadline
that party leadership was
made aware that Phillips
wanted his name sub-
mitted for the ballot, she
said. By then, there wasn't
enough time to give the
state executive committee
the required 10 days notice
to hold a vote, Giagnorio
said.
he also said the Demo-
cratic National Committee
had reached out to Phil-
lips' campaign weeks ago
to offer help on state -party
processes, but the cam-
paign did not take up the
offer.
Phillips, Williamson and
Uygur have cast the Flor-
ida Democrat Parry's
decision as an anti -demo-
cratic maneuver to coro-
nate Biden as the 2024
nominee.
"I'm running for presi-
dent because I believe in
the value of democratic
choice," Phillips said in a
statement. "It is absolutely
appalling to see that an
element of my party, the
Florida Democrat Party,
has decided to throw away
the fundamentals of Amer -
an govemment. We need
to repair our Democracy,
not erode it."
But Giagnorio reiterated
that the party was simply
following the riles.
"I think what world be

llegaban cientos de estu-
diantes, empleados esta-
tales y reclutas del ejercito
vestidos de civil. Los con-
centraban en un terreno
de softbol cerca de la casa
donde reside Biscet, en
la barriada habanera de
Lawton. Alli, oficiales de
la Seguridad del Estado le
decian al populacho lo que
debian hacer y las consig-
nas a gritar.
La puesta en escena
que antecede a un acto
de repudio funciona
en Cuba como un reloj
suizo. Es una coreogra-
fia del terror. Desde bien
temprano en la mafiana
situan autos patrulleros
frente al domicilio del
opositor o periodista in-
dependiente, con la in-
tention de intimidarlo.
Para cualquier persona
despistada y ajena al con-
texto, el ambiente parece
festivo. En el caso de aquel
acto de repudio a Biscet,
horas antes, montaron
una feria agropecuaria e
instalaron bocinas donde
a todo volumen se escu-
chaba mlisica salsa.

lista en medicina interna,
encabezaba entonces Ia
lista negra de los disiden-
tes a calumniar por la pro-
paganda estatal. El 9 de
junio de 1998 le envie una
carta al gobernante Fidel
Castro denunciando los
metodos abortivos con la
utilization del medica-
mento Rivanol. Al afio si-
guiente fue despedido del
sistema nacional de salud
publica.
Ya estaba bajo el colima-
dor de los servicios especia-
les cuando en 1997 creo la
Fundacion Lawton, con la
finalidad de promover pa-
cificamente la defensa de
los derechos humanos, con
estrategias enmarcadas en
el use de la desobediencia
civil no violenta. El regimen
actuo con sada en contra del
doctor Biscet. Entre 1997
y 2011 estuvo en total doce
afios tras las rejas en pesti-
lentes y hlimedos calabozos
de dos metros por dos.

Q: Do you have a plan to increase box
office sales and attendance?
A: We definitely looking forward to
programming some amazing titles that
1 know are going to be ticket sale driv-
ers. It's too early to announce them, but
we're definitely looking into fantastic
high -profile appealing films.
Likewise, with our high -profile
guests, we know that having these
kinds of things does drive attention to
our festival.

We're also just really doing everything
we can to attract all the audiences that
have come in the last couple of years.
We will be reaching out to them through
various channels to ensure that they're
aware that we're on, that we're doing
great things and enticing them back.
We do have new dates for next year's
film festival, which are April 5 to 14.
These new dates arc basically giving us
space away from the Oscars and so forth,
and it's going to be really great for get-
ting even more names, like celebrities, at
the festival. We're very excited about it.
Q: What kind of sponsors and donors
within the Miami film camnrunity are
needed to run a successfai film festival?
A: Ycs. I will say we definitely are
looking for sponsorships and we value
sponsorships of all kinds, whether it's
restaurant partners, whether it's large
media forces, whether it's airlines,
we're definitely open for business, and
we're really excited to be talking to as
many identities as we can. We have a
really engaged audience and it will be
perfect for those people who arc lead-
ing companies that could partner with
us, they should definitely get in touch.
Q: What do you think is needed to take
MFF to the next level?
A: We've already got an amazing
base but if we can continue to put on
amazing events that are well attended
and everybody knows that we're a really
great city that loves the films, and where
you can come down and see a great film
and then go to a great party afterwards.
1 think if we can demonstrate a good
experience, then basically the sky's the
limit. So really what we're focusing
on is the basics and making sure it's as
high -quality as possible.
Q: Do you have any new initiatives
or projects in .store for next year 4 film
festival?
A: We do have some things in particu-
lar around venues. We will have a larger
footprint and larger places and we'll also
do a couple of unique screenings and
unexpected venues. We are looking to
have a little bit of fun. Those unexpected
ones won't be like an everyday thing,
more like pop -ups, but we're definitely
looking to surprise people and provide
some really great fun things for those
looking for a unique experience that you
can't replicate at home on the couch.
Q: Is new technology, like AI, impact-
ing the fntare of the film industry? And
In what ways?
A: I think unquestionably it will
impact the industry. In some ways it
will be wonderful, in some ways not so
much. You can see how the Guilds (the
Writers Guild of America) arc looking
to provide guardrails to ensure that the
technology is used in ways that they can
appropriate, and we support that.
But we arc also very excited about the
positive potential that Al can bring, and
we are hoping to put together a panel
on Al and film at next year's upcoming
festival. So as long as we can make our
dreams come true, that's one of the big
topics we'll be discussing and explor-
ing more.
Q: Besides running a prestigious film
festival like M:4lF, what do you love to do
for leisure? Do you have any hobbies or
passions in life?
A: One of them is, as expected, 1
BIT actually a ridiculously intense film
watcher. I go to the movies like five days
a week. You wouldn't be surprised by
that one at all.
But otherwise, I love a great restau-
rant. I love the beach, I'm Australian
and it's wonderful to be in a city with a
nice beach and for the water to actually
be warm, which was nut the case in Sun
Francisco, it was freezing.
I make sure that 1 enjoy the city's
cultural scene. That's really what I'm
doing when I have my time off. and
there's just so much to do here.
