COLD CASE
happened a while ago, the
wund is open," Nancy
said, "It hurts, and it
hurts like it was yester-
day."
HOW WAS TRUPPNER
KILLED?
In the evening hours of
Dec. 18, 1998, Boyd —
then 39 — dragged
Truppner to an isolated
area of U.S. 27, about a
mile north of Interstate
75, where he raped and
murdered her, detectives
say.
Truppner's body was
discovered by a boater on
weekend family outing.
Investigators believe she
died by strangulation no
re than three days
before she was found.
But investigators didn't
have much to go by
than her clothing and a
sketch of her. Detectives
canvassed the few estab-
lishments in the area with
no results. They also
searched missing per-
sons' databases to no
avail. The crime scene
was in a mote location
without cameras around.
Without witnesses,
leads, or even her name,
the case turned cold and
she became a lane Doe.
WHAT LED
DETECTIVES TO MAKE
AN ARREST?
DNA analysis played a
crucial role in finding
Truppner's killer, detec-
tives said.
With the help of the
forensic -genealogy unit
of the Florida Depart-
ment of Law Enforce-
ment. the DNA results
led to the first break-
through in the case on
May 4 — Truppner's
name. Her story was the
focs of the fourth epi-
sode of BSO's "Open and
Unsolved" cold -case
series.
Advancements in DNA
testing technology helped
crime -lab detectives con-
nect Truppner's and
Boyd's DNA. His DNA
had been
collected as
evidence in
the
the killing
of 21-year-
old Dawnia
Dacosta,
Lard. who was
Boyd murdered
about two
weeks before Truppner.
Dacosta was last seen
on Interstate 95 in Bro-
ward on Dec. 5, 1998,
when her car broke down.
Her body was found on
Dec. 7, 1998, in the Oak-
land Park area,
Boyd was convicted of
Dacosta's murder — and
sentenced to death — in
2002.
On Nov. 29, a Broward
County grand jury in-
dicted Boyd, now 64, for
Truppner's murder. Boyd
faces additional first -
degree murder and sex-
ual -battery charges, the
Broward Sheriff's Office
said. He is on Death Row
at Union Correctional
Institution in Raiford in
northern Florida, state
prison records show.

dictment for Eileen's

be put on the primary
ballot. Another candidate
— Democratic U.S. Rep.
Dean Phillips, of Minneso-
ta — is prepanng to send
his own letter to the party,
a spokesperson for his
campaign said.
Jeff Weaver, a senior
adviser to Phillips, said the
campaign was looking at
options to my to get the
Minnesota congressman's
name on the Florida pri-
mary ballot. Those options
include a lawsuit or an
effort at the 2024 Demo-
cratic National Convention
to challenge the creden-
tials of Florida's delegates.

"We're consulting with
lawyers now and 1 think
we'll take a multi -pronged
approach," he said. "A
lawsuit if appropriate, an
appeal to the Democratic
National Committee and,
if none of those resolve
this problem, a credentials
challenge at the conven-
von, which could result in
Florida losing all its dele-
gates."
The cancellation of the
Florida's Democratic pres-
idential primary comes as
polls show a majority of
Amencans souring on
Biden's performance. A
poll of Florida voters re-
leased last month by the
University of North Flonda
found that nearly two-
thirds of Floridians held an
unfavorable view of the
president, including a
quaver of Democrats in
the state.
There are roughly 4.5
million registered Dema•
crate in Florida. In 2020,
the last time Democrats
voted in a primary for
president, about 1.7 mil-
lion voters participated,
with 38%casting a ballot
for Biden's opponents.
Florida is expected to
award 250 delegates to the
winner of the Democratic
primary on March 19.
Republicans will go to the
polls that day to vote for
their preferred presidential
candidate.
But the Democratic
Parry says the decision was
made weeks ago, and its
hands are tied. The dead-
line to submit its candidate
list to the Florida secretary
of state's office was Nov.
30. Under state law, if a
political party lists only
one presidential candidate,
that person will be de•
clared the automatic win-
o of the primary and no
vole will be held.
The party chose its ros-
ter of candidates at a
ueedng of its state exec-
tive committee in Octo-
ber — a decision that went
under the radar.
Eden Giagnono, the
Florida Democratic Party's
cations director,
said Biden was the only
candidate nominated for
the ballot and was conse-
quently the only one
whose name was sub-
mitted to the secretary of
state's office.
She said that the process
by which the party deter-
mines names to
submit for the primary
ballot was routine and had
been made available on
the parry's website months
ago.
"It was posted for
months. It wasn't a secret.
There was no conspiracy,"
Giagnono said."They
didn't get any votes. It's
not our responsibility to
whip for them."
The parry's delegate -
selection plan, however,
doesn't give candidates a
deadline to ask the parry to
be placed on the ballot.
Phdbps' campaign said it
First sent the Florida Dem-
ocratic Parry two letters on
Nov. 7 providing the party
with points of contact for
his campaign and express-
ing his interest in partici-
pating in the primary.
A spokesperson for his
campaign said Phillips'
team didn't hear back
from the Flonda Demo-
cratic Party "for quite
me time." It wasn't until
Nov. 22 that the party
confarned that it was in
contact with Phillips' cam-
paign, the spokesperson said.
Gagnon disputed that
timeline, saying the party
didn't hear from Phillips'
campaign until the day
before Thanksgiving. It
wasn't until two days be-
fore the Nov.30 deadline
that party leadership was
made aware that Phillips
wanted his name sub-
mitted for the ballot, she
said. By then, there wasn't
enough time to give the
state execumve committee
the required 10 days notice
to hold a vote, Giagnono
said.
She also said the Demo-
cratic National Committee
had reached out to Phil-
lips' campaign weeks ago
to offer help on state -party
processes, but the cam-
paign did not take up the
offer.
Phillips, Williamson and
Uygur have cast the Flor-
ida Democratic Party's
decision anti -demo-
cratic
ver to coro-
ate Bidene as the 2024
no"l m running for presi-
dent because 1 believe M
the value of democratic
choice," Phillips said in a
statement "It is absolutely
appalling to see that an
element of my party, the
Florida Democratic Parry,
has decided to throw away
the fundamentals of Amer -
an government. We need
to repair our Democracy,
not erode it."
But Giagnono reiterated
that the party was supply
following the rules.
T think what would be
antidemocratic would be
us bending the rules for
latecomers, she said.

Tony said. "Now, Eileen's

OTHER CASES
Boyd has been on po-
lice radar in several
cases, including two that
ended in not -guilty vtr
aids, according to the
Miami Herald archives.
• In 1993, he was
charged with stabbing his
ex -girlfriend's brother to
death but was acquitted
after claiming self-de-
fense,
• In 1998, Boyd was
charged with sexual bat-
tery for allegedly holding
a knife to a prostitute's
throat and forcing her to
perform a sex act in his
truck. A Broward jury
found him not guilty.

Esa ley deja claro que es

Esto se debe a que los
agentes en activo no tie-

Dice el Weinstein Legal
