A RESOLUTION OF THE MIAMI CITY COMMISSION EXPRESSING ITS UNANIMOUS
AND UNEQUIVOCAL SUPPORT OF THE STATE OF ISRAEL IN ITS WAR AGAINST
HAMAS AND ITS RIGHT TO PROTECT AND DEFEND ITS CITIZENS IN THE WAKE
OF HAMAS' UNPRECEDENTED SURPRISE ATTACK ON OCTOBER 6, 2023,
RESULTING IN THE KILLING AND ABDUCTION OF HUNDREDS OF INNOCENT
CIVILIANS; DIRECTING THE CITY MANAGER TO PROVIDE A REPORT ON THE
FEASIBILITY OF THE CITY OF MIAMI PURCHASING THE MAXIMUM AMOUNT OF
PUBLIC BONDS FROM THE STATE OF ISRAEL ALLOWED UNDER CURRENT CITY
OF MIAMI INVESTMENT PRINCIPLES; DIRECTING THE CITY CLERK TO
TRANSMIT A COPY OF THIS RESOLUTION TO THE OFFICIALS STATED HEREIN.
WHEREAS, on October 6, 2023, Hamas militants ("Hamas") conducted an
unprecedented surprise attack, originating from the Gaza Strip, launching thousands of rockets
into nearby Israeli towns during a major Jewish holiday; and
WHEREAS, the attack, which killed dozens, including innocent civilians, and led to the
abduction of others, has shocked the international community; and
WHEREAS, Hamas gunmen infiltrated as many as 22 locations outside the Gaza Strip,
including towns and communities situated up to 15 miles from the Gaza border, leading to
several gunbattles and hostage situations; and
WHEREAS, the conflict has resulted in a significant loss of life and damage, creating a
highly volatile situation that threatens to escalate further; and
WHEREAS, the State of Israel, in response to this aggression, declared itself to be at
war with Hamas, vowing to destroy Hamas' military capabilities; and
WHEREAS, the City of Miami ("City") unanimously and unequivocally supports the State
of Israel in its war against Hamas and stands in solidarity with the Israeli people during this
challenging time;
WHEREAS, the City expresses its unwavering support for the State of Israel and its
commitment to the security and well-being of its citizens;
WHEREAS, in accordance with Section 2-33(f) of the Code of the City of Miami, Florida,
as amended ("City Code"), the City Commission, by a majority vote, hereby deems this
Resolution to be of an emergency nature;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The City Commission expresses its unanimous and unequivocal support of
the State of Israel in its war against Hamas and its right to protect and defend its citizens in the
wake of Hamas' unprecedented surprise attack on October 6, 2023, resulting in the killing and
abduction of hundreds of innocent civilians.
Section 3. The City Manager is directed to provide a report by the next regularly
scheduled City Commission meeting regarding the feasibility of the City of Miami purchasing the
maximum amount allowed of public bonds from the State of Israel within the existing City of
Miami investment principles.
Section 4. The City Clerk is directed to transmit a copy of this Resolution to the
President of the United States of America, Joseph R. Biden, the Vice President of the United
States Kamala Harris; the United States Senators for Florida, Rick Scott and Marco Rubio; the
United States Senate Foreign Relations Committee Chairman, Ben Cardin; and the State of
Israel Foreign Minister, Eli Cohen.
Section 5. This Resolution shall become effective upon its adoption.
