A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
AUTHORIZING THE CITY MANAGER TO EXECUTE A MEMORANDUM OF
UNDERSTANDING BETWEEN THE MONROE COUNTY SHERIFF'S OFFICE
AND THE CITY OF MIAMI, IN SUBSTANTIALLY THE ATTACHED FORM, TO
PROVIDE FOR THE POLICE DEPARTMENT'S CONTINUED PARTICIPATION
IN THE SOUTH FLORIDA HIGH INTENSITY DRUG TRAFFICKING AREA
TASK FORCE AND ELIGIBILITY FOR REIMBURSEMENT OF EXPENSES, IN A
TOTAL AMOUNT NOT TO EXCEED $61,625.00, WITH NO CITY MATCH
REQUIRED; FURTHER AUTHORIZING THE CITY MANAGER TO DESIGNATE
THE CHIEF OF POLICE TO EXECUTE ANY AND ALL OTHER NECESSARY
DOCUMENTS, ALL IN FORMS ACCEPTABLE TO THE CITY ATTORNEY, IN
ORDER TO IMPLEMENT THE ACCEPTANCE AND ADMINISTRATION OF,
AND COMPLIANCE WITH, SAID MEMORANDUM OF UNDERSTANDING.
WHEREAS, the South Florida High Intensity Drug Trafficking Area ("SFLHIDTA") is a
task force program funded by grants through the Office of National Drug Control Policy,
Executive Office of the President of the United States and governed regionally by the
SFLHIDTA Executive Board which determines how grant funds are allocated; and
WHEREAS, the Monroe County Sheriff's Office ("MCSO") serves as a fiduciary in
receiving and disbursing federal grant funds allocated to SFLHIDTA; and
WHEREAS, in support of investigative efforts pertaining to the Cocaine Strategy
Initiative, the SFLHIDTA Executive Board has approved the Miami Police Department's
("MPD") request for grant funds in a total amount of $61,625.00 to be used for overtime
reimbursement and the purchase of investigational intelligence in support of investigative
efforts pertaining to the Cocaine Strategy Initiative; and
WHEREAS, these funds will be reimbursed by the MCSO pursuant to the terms and
conditions of the proposed Memorandum of Understanding ("MOU") between the MCSO
and the City of Miami ("City"); and
WHEREAS, this award does not require a City match; and
WHEREAS, said funds are available for costs and expenses incurred by MPD
during the period commencing on September 5, 2023, and ending September 5, 2024;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.

Section 2. The City Manager is authorized' to execute the MOU between MCSO and the
City, in substantially the attached form, to provide for MPD's continued participation in the
SFHIDTA task force and eligibility for reimbursement of expenses in a total amount not to exceed
$61,625.00 with no City match required.
Section 3. The City Manager is further authorized' to designate the Chief of Police to
negotiate and execute any and all other necessary documents, all in forms acceptable to the City
Attorney, in order to implement the acceptance and administration of funds and in compliance
with the terms of the MOU.
Section 4. This Resolution shall become effective immediately upon its adoption.
