Purpose of Item:
A Resolution of the Miami City Commission, with attachment(s), authorizing the City
Manager to accept a grant award from the State of Florida, Office of the Attorney
General, Division of Victim Services and establishing a new Special Revenue Project
Titled: "2023-2024 Victims of Crime Act (`VOCA') Grant," consisting of said grant in an
amount not to exceed $307,716.00, with no matching funds required, to provide funding
for personnel services of full-time temporary advocate positions; further authorizing the
City Manager to negotiate and execute a grant agreement as well as any and all other
necessary documents, all in forms acceptable to the City Attorney, for acceptance and
administration of the grant.
Background of Item:
The Victims of Crime Act ("VOCA") grant program offers funding for advocate positions
to deliver direct services to victims of crimes such as assistance in responding to
emotional and physical needs, stabilizing victims' lives after victimization, promoting
understanding and participation in the criminal justice system, and providing victims with
a measure of safety and security. MPD submitted a VOCA grant application to the
State of Florida, Office of the Attorney General, Division of Victim Services ("Division")
to continue funding the full-time temporary Advocate positions during the 2023-2024
fiscal year and maintain services provided to victims of crimes in the City. The City
received notification from the Division that said application was approved, in an amount
not to exceed $307,716.00, with no local match funds required.

A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
ACCEPTING A GRANT AWARD FROM THE STATE OF FLORIDA, OFFICE OF THE
ATTORNEY GENERAL, DIVISION OF VICTIM SERVICES AND ESTABLISHING A
NEW SPECIAL REVENUE PROJECT TITLED "2023-2024 VICTIMS OF CRIME ACT
(`VOCA') GRANT," CONSISTING OF SAID GRANT IN AN AMOUNT NOT TO EXCEED
$307,716.00, WITH NO MATCHING FUNDS REQUIRED, TO PROVIDE FUNDING
FOR PERSONNEL SERVICES AND OPERATIONAL EXPENSES OF THREE (3)
FULL-TIME TEMPORARY ADVOCATE POSITIONS; FURTHER AUTHORIZING THE
CITY MANAGER TO NEGOTIATE AND EXECUTE A GRANT AGREEMENT AS WELL
AS ANY AND ALL OTHER NECESSARY DOCUMENTS, ALL IN FORMS
ACCEPTABLE TO THE CITY ATTORNEY, FOR ACCEPTANCE AND
ADMINISTRATION OF THE GRANT.
WHEREAS, the Victims of Crime Act ("VOCA") grant program offers funding for
advocate positions to deliver direct services to victims of crimes such as assistance in
responding to emotional and physical needs, stabilizing victims' lives after victimization,
promoting understanding and participation in the criminal justice system, and providing victims
with a measure of safety and security; and
WHEREAS, the Miami Police Department ("MPD") submitted a VOCA grant application
to the State of Florida, Office of the Attorney General, Division of Victim Services ("Division") to
continue funding its full-time temporary Advocate positions during Fiscal Year ("FY") 2023-2024
and maintain services provided to victims of crimes in the City of Miami ("City"); and
WHEREAS, the City received notification from the Division that said application was
approved, in an amount not to exceed $307,716.00, with no local match funds required; and
WHEREAS, it is appropriate for the City Manager to accept the grant, negotiate and
execute a grant agreement between the City and Division, and establish a new Special
Revenue Project for the appropriation of the grant;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The City Manager is authorized' to accept the grant from the Division, with a
no City match, to fund three (3) full-time temporary Advocate positions during FY 2023-2024
and maintain services provided to victims of crimes in the City.
1 The herein authorization is further subject to compliance with all legal requirements that may be
imposed, including but not limited to those prescribed by applicable City Charter and City Code
provisions.
Section 3. The following new Special Revenue Project is established and resources are
appropriated as described below:
FUND TITLE: 2023-2024 Victims of Crime Act (VOCA) Grant
RESOURCES: State of Florida, Office of the Attorney
General, Division of Victim Services $307,716.00
APPROPRIATIONS: Victims Advocate Program $307,716.00
Section 4. The City Manager is further authorized' to negotiate and execute a grant
agreement and any and all other necessary documents, all in forms acceptable to the City
Attorney, for the acceptance, administration, and compliance with the grant.
Section 5. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.2

2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City of Miami Commission.
