NOTICE OF SPECIAL CITY
COMMISSION MEETING
Pursuant to Section 2-33(I) of the Code of the City of Miami, Florida,
as amended, a special meeting of the Miami City Commission will be
held on Saturday, September 23, 2023, at 6:00 p.m. in the City Commission
chambers located at Miami City Hall, 3500 Pan American Dr, Miami,
FL 33133. The purpose of the special meeting will be to consider and take
any and all actions related to the vacant District 1 City Commission seat in
accordance with Section 12 of the City of Miami Charter, as amended. No
business shall be conducted, or a vote taken at a special City Commission
meeting on business other than the subject(s) for which the special meeting is
called unless the City Commission by a majority vote deems such resolution or
ordinance to be of an emergency nature and such resolution or ordinance has
been reviewed by the Office of Management and Budget for any fiscal impact.
All persons interested in being considered for a potential appointment to
the vacant District 1 seat must attend the special meeting and bring a
current govemment-issued photo ID and voter registration card.
If an appointment is made to fill the vacant District 1 seat, the appointee
will serve for the remainder of the unexpired term, which will end at the
conclusion of the November 7, 2023, election cycle.
In accordance with City Charter Section 4(c), applicants for "...city
commission shall have resided within the district at least one year before
qualifying and be electors in that district and shall maintain residence in
that district for the duration of their term of office."
If the City Commission decides to make an appointment to the District 1
vacant seat at the September 23, 2023, special meeting, the appointee will
need to complete the following forms before a vote on their appointment is
made by the City Commission:
• Vacancy Affidavit of Appointment; and
• Form 1 2022 Statement of Financial Interests; and
• State of Florida Candidate Oath.

The September 23, 2023 Special City Commission Meeting will be

mayor" gov-
ernment re-
garding how
contract bidding is handled.
Sponsored by Chaimian Oli-
ver G. Gilbert 111, with Marleine
Bastien and Sen. Rene Garcia
co -sponsoring, the retooled or-
dinance was approved by Mayor
Danielle Levine Cava and passed
unanimously by the commission.
The ordinance basically adds a
step to the bidding process. If the
mayor rejects all bids on a con-
tract, the commission can override
her veto with a two-thirds vote.

county mayor and professional

the commission, "will expedite

Presently, Akeem Brutus, Chair-

The new ordinance would allow
the commission, with a two-thirds
majority, to require the mayor to at
least present "the last negotiated
agreement" for its consideration.
Doral tightens
council global
travel policies

The City of Doral has moved
forward with stronger authori-
zation and restriction policies
on council members using city
taxpayer money for international
travel.
Corrections made from the
first reading were added into the
ordinance, said Rafael Pineyro,
Doral's vice mayor, during the
Sept. 13 council meeting.
"One of them was that it's only
city, the word city -related or city
travel that is funded by city funds.
It was clarified because of the
previous use of public funds," he
said. "The second one was that the
ordinance to also include charter
officials, staff, and employees."
City council members on Aug. 9
approved the ordinance on its first
reading to require city officials and
staff who want to use city taxpayer
money to travel internationally to
come to the city council and ask
for permission to use those funds.
The city already has in place
reimbursement policies related
to training programs, professional
conferences or professional certi-
fications, but the ordinance does
not govem international travel.
Doral also has an adopted
resolution that provides funds
for hotel and lodging, food and
transportation expenses but places
no limitations or standards for
international travel.
"This is a great public policy
and I support it. I think that this
will allow us to be more trans-
parent. While these are all still
public records, it allows for more
transparency," Mayor Christi
Frage said after the approval
of the ordinance's first reading.
"We heard many, many residents
concerned about members of the
council possibly traveling intema-
tionally on taxpayer money, and
we want to make sure our funds
are being used for public interest
at all times."

AVISO DE REUNION ESPECIAL DE LA COMISION DE LA CIUDAD
De acuerdo con la section 2.33(1) del Codigo de la Ciudad de Miami, Florida, como ha sido enmendado, la Comision
de la Ciudad de Miami sostendra una reunion especial el Sabado, 23 de Septiembre de 2023, a las 6:00 p.m. en
las Cameras de la Comision de la Ciudad situadas en el Ayuntamiento de la Ciudad de Miami, 3500 Pan American
Dr, Miami, FL 33133. El oroDosito de la reunion especial sera considerar y decidir cualauiera v todas las medidas a tomar
respecto al escarp vacante en el Distrito 1 de la Comision de la Ciudad de acuerdo con la Seccion 12 de la Carta de la
Ciudad de Miami, tal como ha sido enmendada. No se consideraran otros asuntos ni se votara sobre temas ajenos al
motivo de la reunion especial a menos que la Comision de la Ciudad, por voto mayoritario, considere que se trata de una
ordenanza de emergencia y cuando dicha resolution u ordenanza haya sido revisada por la Oficina de Administration y
Presupuesto para determinar su impacto fiscal.
Todas las personas interesadas en ser consideradas para un posible nombramiento para el escaio vacante del
Distrito 1 deben asistir a la reunion especial y traer una identification con foto emitida por el gobiemo y una tarjeta
de registro de votante.
Si se hace un nombramiento para Ilenar la vacante del Distrito 1, la persona designada servira por el resto del periodo no
vencido, que finalizara al concluir el cido electoral del 7 de noviembre de 2023.
De acuerdo con la Seccion 4(c) de la Carta de la Ciudad, los solicitantes de "... La Comision de la Ciudad debera haber
residido dentro del distrito al menos un afio antes de calificar y ser electores en ese distrito y mantendra la residencia en
ese distrito durante la duration de su mandato".
Si la Comision de la Ciudad decide hacer un nombramiento para el puesto vacante del Distrito 1 en la reunion especial del
23 de septiembre de 2023, la persona designada debera completar los siguientes formularios antes de que la Comision
de la Ciudad vote sobre su nombramiento:
•Dectaracion jurada de Nombramiento de Vacante; y 1.Formulario 1 2022 Declaration de Intereses Financieros; y
•Juramento del candidato del Estado de Florida.
Los formularios antes mencionados se pueden revisar en linea en http:llmiamigov.comlcityclerk o en persona en la
Oficina del Secretario de la Ciudad ubicada en Miami City Hall, 3500 Pan American Drive, Miami, Florida 33133.
La Reunion Especial de la Comision de la Ciudad del 23 de septiembre de 2023 se transmitira en vivo para que los
miembros del publico la vean en el sitio web de la Ciudad (www.miamigov.com/tv), Facebook, Twitter, YouTube y el Canal
