WHEREAS, the parcel located at Folio no. 01-4115-021-0500 ("Property"), owned by the City of Miami ("City"), has been identified as a potential location for a resiliency pilot program (the "Program"); and WHEREAS, the land to the east of South Bayshore Drive in Coconut Grove has a low elevation of mostly less than eight feet; and WHEREAS, a Miami Foundation Grant was awarded for the proposal to utilize the Property to protect the neighborhood from future storm events; and WHEREAS, additional flood protection measures assists in downgrading the FEMA Flooding Score for the City, possibly lowering the cost to residents to procure property insurance; and WHEREAS, an earthen berm barrier is a similar concept to the ideas proposed for the Miami -Dade Back Bay Coastal Storm Risk Management Feasibility Study; and WHEREAS, creating this Program on the Property as a pilot project will familiarize the community with an earthen berm barrier while protecting this vulnerable neighborhood; and WHEREAS, in accordance with Section 2-33(f) of the Code of the City of Miami, Florida, as amended ("City Code"), the City Commission, by a majority vote, hereby deems this Resolution to be of an emergency nature; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble of this Resolution are adopted by reference and incorporated as fully set forth in this Section. Section 2. The City Manager is hereby directed to negotiate and coordinate with Third Wave Volunteers, Inc. to develop the Program. Section 3. This Resolution shall become effective immediately upon its adoption. APPROVED AS TO FORM AND CORRECTNESS: Pursuant to the resolution, this item became effective immediately upon adoption by the Commission.
