st We appreciate the opportunity to enter public comment on behalf of the Midtown Miami Community
Ave Development District and representatives from 2Midtown condominium association and its 3,000 plus
Alex Mira #210 N/A stakeholders & residents, we took a survey and the community opposes this rezoning request and would
nda 1, like to request a new traffic study be done so that it reflect traffic conditions today which are extremely
Mia congested during morning and afternoon peak hours. We need to know the plans on reducing traffic
mi congestion before supporting a rezoning. This should not be rushed through without proper consideration.

Thank you for the opportunity to comment on these proposals. I did make similar comments at the PZAB
hearing on September 20th but wanted to raise them again in this forum. The proposal includes a
Residential Density Increase Area in the NE of the city. Having reviewed the documents it is dear by virtue
of the information contained within the proposals that there is no actual reason or need for creating this
RDIA. Exhibit L of the proposal is quite dear about several things: 1) "The projected population for the
proposed Northeast RDIA is 2035 is 4,933, based on County methodology" 2) "Keeping density at 150
du/ac already exceeds the County's projected population for this area by 3,098" 3) "The County's
projections and capacity estimates alone are NOT SUFFICIENT TO SUPPORT CREATING A NEW RDIA
N/A within MSA 4.7 (Downtown, Midtown, Edgewater, Wynwood, Wynwood Norte, Park West, portions of
Overtown, etc.)" Exhibit L goes on to state: "The creation of the Northeast RDIA may assist with the
successful implementation of Policy CM-4.1.2 by enticing the private sector to refocus redevelopment
efforts outside of the CHHA but stilt within the desirable residential real estate market of Edgewater and
Midtown." My view is that this is a naive position that developers wilt give up the opportunity to build
waterfront properties to move three quarters of a mite inland on the basis that they can build higher
density properties. Additionally, the chaos this wilt bring to the infrastructure (already under pressure) is
simply not worth it. I would ask the Commission not approve and to send these documents back to
remove the proposals for the RDIA in the NE area. Thank you Robert Hutt
