A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
AUTHORIZING THE CITY MANAGER TO EXECUTE A MEMORANDUM OF
AGREEMENT ("MOA"), IN SUBSTANTIALLY THE ATTACHED FORM, WITH
THE CITY OF DORAL ("DORAL"), SETTING FORTH EACH PARTIES'
RESPONSIBILITIES IN CONNECTION WITH THE DEVELOPMENT AND
SUPPORT OF THE URBAN AREA SECURITY INITIATIVE GRANT PROGRAM
FOR FISCAL YEAR ("FY") 2021 ("UASI GRANT FY 2021"), ADMINISTERED BY
THE CITY'S DEPARTMENT OF FIRE -RESCUE, THEREBY INCLUDING
DORAL AS ONE OF THE CITY OF MIAMI'S ("CITY") CONTIGUOUS
PARTNERS IN THE MOA UASI FY 2021, ESTABLISHED PURSUANT TO
RESOLUTION NO. R-22-0078, ADOPTED ON FEBRUARY 24, 2022.
WHEREAS, the City of Miami ("City") was awarded a grant in the amount of Fourteen
Million Twelve Thousand Five Hundred Dollars and Zero Cents ($14,012,500.00) from the
United States Department of Homeland Security's Urban Area Security Initiative ("UASI") Grant
Program 2021 ("Grant") for the City's Department of Fire Rescue ("Fire") to enhance regional
capabilities in preventing, responding to, and recovering from threats or acts of terrorism,
pursuant to Resolution No. R-22-0078, adopted on February 24, 2022; and
WHEREAS, Fire is utilizing the Grant to continue to address the unique equipment,
training, planning, exercise, and operational needs of the City and its Contiguous Partners, as
defined in Resolution No. R-22-0078; and
WHEREAS, Resolution No. R-22-0078 did not originally include the City of Doral
("Doral") as one of the City's Contiguous Partners; and
WHEREAS, Fire is seeking to include Doral as a Contiguous Partner of the City for the
continued effective operation of the FY 2021 UASI Grant Program ("Program"); and
WHEREAS, in accordance with the terms of the Program, the attached Memorandum of
Agreement ("MOA") will set forth the parties' responsibilities in connection with the development
and support of the Program administered by Fire, thereby including Doral as one of the City's
Contiguous Partners in the MOA UASI FY 2021, as established pursuant to Resolution No R-
22-0078, adopted on February 24, 2022;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.

Section 2. The City Manager is authorized' to execute a MOA, in substantially the
attached form, with Doral setting forth each parties' responsibilities in connection with the
development and support of the UASI Grant FY 2021, administered by Fire, thereby including
Doral as one of the City's Contiguous Partners in the MOA UASI FY 2021, as established
pursuant to Resolution No R-22-0078, adopted on February 24, 2022.
Section 3. This Resolution shall become effective immediately upon its adoption.
APPROVED AS TO FORM AND CORRECTNESS:
1 The herein authorization is further subject to compliance with all legal requirements that may be
imposed, including but not limited to those prescribed by applicable City Charter and City Code
provisions.
