Subject: Increase Capacity - West Flagler Street Pressure Cleaning
Purpose of Item:
The nature of this item is to authorize a resolution of the Miami City Commission,
approving the increase in capacity beyond the City Manager's approved delegated
authority of fifty -thousand dollars ($50,000.00) for the accessing of City of Hollywood,
Florida ("Hollywood"), Contract No. F-4700-22-JE, Beach Community Redevelopment
Agency ("CRA") Pressure Cleaning and Sealing, on a contractual basis, for the City of
Miami's Office of Capital Improvements ("OCI"), pursuant to Section 18-111 of the Code
of Miami, Florida, as amended with Santana Pressure Cleaning Services, Inc.,
("Santana Pressure Cleaning"), which was competitively solicited for a term of five (5)
years with the option to renew for one (1) additional five (5) year period, and will expire
December 8, 2027, subject to any renewals, extensions, and/or replacement contracts
by the Hollywood CRA; allocating funds OCI's various sources of funds from the user
Department, subject to the availability of funds and budget approvals at the time of
need; further authorizing the City Manager to negotiate and execute any and all
documents, including any amendments, renewals, and extensions; subject to all
allocations, appropriations, and budgetary approvals having been previously made,
compliance with applicable provisions of the Code of the City of Miami, Florida, as
amended, ("City Code"), including the City of Miami's Procurement Ordinance, Anti -
Deficiency Act, and Financial Integrity Principles, all as set forth in Chapter 18 of the
City Code, in a form acceptable to the City Attorney, and in compliance with all
applicable laws, rules, and regulations, as may be deemed necessary for said purpose.
Background of Item:
On December 18, 2022, OCI accessed the Hollywood CRA Contract No. F-4700-22-JE
under the City Manager's authority of $50,000.00. OCI expressed a need to increase
capacity to cover expenses for the cleaning and sealing of West Flagler Street annually,
for the remainder of the contract term of five
(5) years with the option to renew for one (1) additional five (5) year period ending
December 8, 2027. The estimated annual impact is approximately $175,186.56.

A RESOLUTION OF THE MIAMI CITY COMMISSION, APPROVING AN INCREASE IN
THE ACCESS CAPACITY BEYOND THE CITY MANAGER'S DELEGATED
AUTHORITY OF FIFTY THOUSAND DOLLARS ($50,000.00) CONCERNING THE
CITY OF HOLLYWOOD, FLORIDA ("HOLLYWOOD") BEACH COMMUNITY
REDEVELOPMENT AGENCY ("CRA") CONTRACT NO. F-4700-22-JE FOR
PRESSURE CLEANING AND SEALING SERVICES, WITH SANTANA PRESSURE
CLEANING SERVICES, INC., A FLORIDA PROFIT CORPORATION ("SANTANA
PRESSURE CLEANING"), ON A CONTRACTUAL BASIS, FOR USE BY THE CITY OF
MIAMI ("CITY") OFFICE OF CAPITAL IMPROVEMENTS ("OCI"), PURSUANT TO
SECTION 18-111 OF THE CODE OF THE CITY OF MIAMI, FLORIDA, AS AMENDED
("CITY CODE"), WHICH CONTRACT WAS COMPETITIVELY SOLICITED FOR AN
INITIAL TERM OF FIVE (5) YEARS WITH THE OPTION TO RENEW FOR ONE (1)
ADDITIONAL FIVE (5) YEAR PERIOD, EFFECTIVE THROUGH DECEMBER 8, 2027,
SUBJECT TO ANY RENEWALS, EXTENSIONS, AND/OR REPLACEMENT
CONTRACTS BY THE HOLLYWOOD CRA; ALLOCATING FUNDS FROM THE
APPROPRIATE OCI PROJECT AND DEPARTMENTAL BUDGETS, SUBJECT TO
THE AVAILABILITY OF FUNDS AND BUDGETARY APPROVALS AT THE TIME OF
NEED; AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE ANY
AND ALL DOCUMENTS, INCLUDING ANY AMENDMENTS, RENEWALS, AND
EXTENSIONS, SUBJECT TO ALL ALLOCATIONS, APPROPRIATIONS, PRIOR
BUDGETARY APPROVALS, COMPLIANCE WITH ALL APPLICABLE PROVISIONS
OF THE CITY CODE, INCLUDING THE CITY'S PROCUREMENT ORDINANCE, ANTI -
DEFICIENCY ACT, AND FINANCIAL INTEGRITY PRINCIPLES, ALL AS SET FORTH
IN CHAPTER 18 OF THE CITY CODE, IN FORMS ACCEPTABLE TO THE CITY
ATTORNEY, AND IN COMPLIANCE WITH ALL APPLICABLE LAWS, RULES, AND
REGULATIONS, AS MAY BE DEEMED NECESSARY FOR SAID PURPOSE.
WHEREAS, On December 18, 2022, pursuant to Section 18-111 of the Code of the City
of Miami, Florida, as amended ("City Code"), the City Manager, under his delegated authority of
Fifty Thousand Dollars ($50,000.00), approved the access of the City of Hollywood, Florida
("Hollywood") Beach Community Redevelopment Agency ("CRA") Contract No. F-4700-22-JE
for Pressure Cleaning and Sealing Services with Santana Pressure Cleaning Services, Inc., a
Florida profit corporation ("Santana Pressure Cleaning"), for use by the City of Miami ("City")
Office of Capital Improvements ("OCI"); and
WHEREAS, OCI has indicated a need to increase the access capacity beyond the City
Manager's authorized threshold, for continuity of services for pressure cleaning and sealing
services for West Flagler Street; and
WHEREAS, the current compensation limit is insufficient to address the costs associated
with the City's need for future services; and
WHEREAS, it is in the City's best interest to increase the existing access capacity to
accommodate outstanding and foreseeable future assignments; and
WHEREAS, any increase in the total compensation limit above said amount of Fifty
Thousand Dollar ($50,000.00) requires City Commission approval; and
WHEREAS, funding shall be allocated from the appropriate OCI projects and
departmental budgets;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. An increase in the access capacity beyond the City Manager's delegated
authority of Fifty Thousand Dollars ($50,000.00) concerning the Hollywood CRA Contract No. F-
4700-22-JE for Pressure Cleaning and Sealing Services, with Santana Pressure Cleaning, on a
contractual basis, for use by OCI, pursuant to Section 18-111 of the City Code, which contract
was competitively solicited for an initial term of five (5) years with the option to renew for one (1)
additional five (5) year period, effective through December 8, 2027, subject to any renewals,
extensions, and/or replacement contracts by the Hollywood CRA, is hereby approved.
Section 3. Funding shall be allocated from the appropriate OCI project and
departmental budgets, subject to the availability of funds and budgetary approvals at the time of
need.
Section 4. The City Manager is authorized' to negotiate and execute any and all
documents, including any amendments, renewals, and extensions, subject to all allocations,
appropriations, prior budgetary approvals, compliance with all applicable provisions of the City
Code, including the City's Procurement Ordinance, Anti -Deficiency Act, and Financial Integrity
Principles, all as set forth in Chapter 18 of the City Code, in forms acceptable to the City
Attorney, and in compliance with all applicable laws, rules, and regulations, as may be deemed
necessary for said purpose.
Section 5. This Resolution shall become effective immediately upon its adoption.
