Honorable Mayor and Members of the City Commission:
During Fiscal Year 2022-2023, the Miami Parking Authority (MPA) continued to carry forth its mission as
a parking and revenue resource to the city of Miami. As a result, MPA has increased its market share while
continually improving customer satisfaction and fulfilling its mission to meet the City's parking needs.
Accomplishments During the Past Year
MPA's accomplishments during the fiscal year 2022-2023 included the following:
Development and Operations
The Courthouse Center garage expansion was completed in the fiscal year 2022. In collaboration with
ROVR Development, the Grand Station project is a 30-story tower featuring 300 residential units and 350
public parking spaces. Ornamental and sustainable features adorn the garage, retaining the character of the
surrounding areas while reducing the facility's carbon footprint. In addition, the expansion of the
Courthouse Center garage extends access to Miami Dade College, the Health District, and downtown.
In the fiscal year 2022, Miami Parking Authority began two additional redevelopment projects designed to
enhance residents' quality of life and expand the available public parking inventory in the urban core. First,
MPA began negotiations to enter into a public -private partnership to redevelop College Station garage (G-
3) into a state-of-the-art, mixed -use structure that includes public parking, workforce housing, and a retail
component.
Additionally, the Authority finalized negotiations for redeveloping the Cultural Center garage (G-2),
entering into a public -private partnership with the Lions Group NYC. This project will expand the
Authority's parking footprint and maximize public land use. The new, mixed -use development will
encompass approximately 700 public parking spaces and stand over 50 floors high. The structure will have
a modern design with high -quality exterior and interior fmishes. The garage will offer affordable, safe, and
convenient parking options, thus helping assuage the transportation needs of Miamians
In the fiscal year 2022, Miami Parking Authority continued to place technological innovation at the core of
its operating strategy. The Authority implemented a virtual call assistant to enhance service, reduce time in
the queue, and better manage peak call volumes. Furthermore, the Authority's Information Technology (IT)
division restructured the data backup and recovery strategy to provide additional resilience against external
threats. MPA continues researching and monitoring current technological trends to ensure it offers
exemplary service to Miami residents, visitors, and business partners.
In collaboration with Miami -Dade County, and other urban mobility organizations, MPA participated in
the CoMotion Miami 2023 Conference. The Conference provided an excellent platform to showcase the

Authority's innovative initiatives, such as piloting new technology and the potential for engaging with
advanced air mobility options to explore future partnership opportunities. Additionally, the Authority
participated in the 2022 International Parking and Mobility Institute (IPMI) conference in New Orleans,
Louisiana. The IPMI conference allows senior leaders to network, share best practices, and engage with
vendors from many trades in the parking industry.
Furthermore, the Authority continued to expand its role beyond traditional parking operations through
community engagement and service. In fiscal year 2022, MPA participated and sponsored multiple events
geared toward neighborhood beautification, economic development, civic engagement, and community
service. These events represent MPA's commitment to serving the city of Miami.
To this end, in collaboration with the city of Miami, MPA subsidized the street -cafe parklet program,
offering additional seating to support the hospitality industry city-wide. The program encompassed
converting approximately 43 on -street parking spaces into street cafe parklets, installing 41 food pickup
and drop-off zones, and providing eight ride -share spaces city-wide. In total, MPA dedicated over 90 on -
street parking spaces to support the economic development of Miami's business community, equating to
approximately $1,214,100 in in -kind revenue.
Miami Parking Authority also continued participating in neighborhood parking advisory committees and
various City agencies such as Downtown Development Authority, Wynwood BID, and Coconut Grove BID
to provide input into the Authority's decision -making process.
Among other ventures, the Authority proudly expanded its relationship with the Public Health Trust of
Miami -Dade County, providing parking -management services for Jackson Memorial Hospitals' main and
auxiliary campuses encompassing approximately 7,310 spaces. Further, the Authority's partnership with
Miami -Dade County Parks continues to flourish. MPA retained sole responsibility for managing parking
and enforcement activities for the County's parks and marinas. In the fiscal year 2022, PayByPhone
processed over 760,000 transactions at the county parks and approximately 3,769 at the city of Miami boat
ramps under MPA's stewardship.
On April 17, 2022, MPA entered into a management agreement with Miami -Dade College (MDC) Wolfson
Campus. MDC owns several lots and garages within the downtown core. MPA currently manages lot 92,
located on Biscayne Boulevard. The lot is primarily used for Miami Heat games, concerts held in Kaseya
Center, and other significant events throughout the year, such as the Ultra Music Festival and New Year's
Eve celebration.
Additionally, MPA executed an interlocal agreement with the city of Doral for parking -management
services. The parking -management agreement leverages the Authority's skills, knowledge, human capital,
and other resources that the city of Doral does not currently have. To that end, MPA is committed to working
with the city of Doral to improve the community and the lives of its members. In addition, this initiative
builds the foundation for expanding the Authority's business portfolio to include other municipalities in
Miami -Dade County. The contract encompasses the management of public on -street parking spaces and
enforcement of parking regulations within the city of Doral. This initiative is expected to enhance the
quality of life of residents, employees, and visitors by improving urban mobility and reducing circling to
find parking in bustling downtown Doral.

SpotHero Pilot Program
In 2022, MPA piloted the utilization of a digital marketplace to promote parking in its facilities. This
program connects drivers looking to reserve and pay for parking spaces in surface lots, garages, and valet
services. In only two months of operations, the program netted over $10,000 in revenue from a diverse
customer population that, traditionally, would not visit MPA facilities. The success of this pilot represents
MPA's commitment to expanding service options using technological advancement to reach a broader
demographic.
Freeflow Parking at loanDepot Park
A first for Miami and, to our knowledge, the nation, loanDepot Park is believed to be one of the first venues
in professional sports to adopt a free -flow parking method across all its on -site parking facilities.
Implementing free -flow parking at loanDepot Park earned MPA the IPMI Award of Excellence for
Innovation in a Parking Program. Freeflow parking improved urban mobility by increasing traffic flow,
reducing congestion, decreasing carbon emissions, and enhancing fans' experience and functions by
allowing attendees to enter and exit the garage without a friction point. In addition, frictionless parking
means that customers do not have to stop for payment collection or scanning a pass. Instead, vehicles drive
straight to the garage or lot without stopping and proceed to a parking spot.
Moreover, the freeflow parking technology was integral to MPA's recognition for exemplary services
during the World Baseball Classic (WBC). The WBC, hosted at Marlins Stadium, encompassed 47 games
over 14 days, during which the team successfully parked approximately 50,000 vehicles and accommodated
over 400,000 guests at Marlins Stadium. The success of this event is a keen example of how the Authority's
innovative approach to parking management proves MPA's ability to manage large-scale events while
maintaining a high level of service to its customers.
Micro -mobility
Miami Parking Authority continued to support micro -mobility initiatives in the city of Miami through
agreements with Freebee and Swiftmile, Inc. The Freebee circulator has netted over 30,000 rides and
transported approximately 40,000 passengers to different areas within the urban core. The Authority
supports this initiative by offering a 50 percent parking discount on its facilities. This initiative aims to
reduce traffic congestion and increase the use of public parking facilities in the downtown area. Recently,
MPA extended this transportation modality to Coconut Grove. In this area, Freebee offers a fixed -route
circulator from the Regatta Harbor garage (G-5) to popular points of interest in Central Grove. This project
supports Coconut Grove's Business Improvement District's initiative to expand equity in access to different
parts of the neighborhood, providing an eco-friendly form of transportation to and from a city -owned
parking structure.
Additionally, MPA's partnership with Swiftmile, Inc. continues to thrive, providing an actual micro -
mobility network in Miami that facilitates scooter and e-bike parking and generates advertising revenue for
the Authority. Adding these amenities to the city of Miami offers residents, employees, and visitors a
convenient and eco-friendly mode of transportation to and from their destinations.
Green Initiatives
Miami Parking Authority is closely collaborating with the city of Miami on a Greenhouse Gas Reduction
Plan and Roadmap to Carbon Neutrality by 2050. Pursuing new funding sources to achieve mutual goals
includes expanding the electric vehicle (EV) charging infrastructure.

Miami Parking Authority is proud to continue expanding options for motorists who drive and park electric
vehicles. During the 2022-2023 fiscal year, the Authority expanded the installation of ChargePoint "Level
2" dual -port charging stations compatible with all EVs. In addition, focusing on environmental
sustainability, MPA, in collaboration with Brickell Energy, added eight Level II dual -port Electric -Vehicle
Charging Stations to select facilities. This addition increased MPA facilities' total electric vehicle space
count to 28, strengthening the Authority's capacity to accept EVs of all types. Further, MPA has mandated
that future parking assets be built 20 percent EV-ready to support the evolving needs of Miami residents,
employees, and visitors.
