Pursuant to Chapter 163, Florida Statutes, as amended, the Miami
City Commission proposes to approve and adopt the following by
resolution:
A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH
ATTACHMENT(S), ACCEPTING AND APPROVING THE FINDING
OF NECESSITY REPORT PREPARED BY BUSINESSFLARE, LLC,
ATTACHED AND INCORPORATED AS EXHIBIT "A" ("REPORT'), FOR
THE CONTIGUOUS EXPANSION OF THE BOUNDARIES OF THE
OMNI COMMUNITY REDEVELOPMENT AGENCY ("OMNI CRA")
TO ALLAPATTAH AND WATSON ISLAND AREAS ("STUDY AREAS"),
MORE PARTICULARLY DESCRIBED IN EXHIBIT "A;" AND FINDING
THAT THE REBUILDING, REHABILITATION, CONSERVATION, AND
REDEVELOPMENT OF
THE STUDY AREAS
ARE NECESSARY AND
ARE IN THE BEST
INTEREST OF THE
PUBLIC HEALTH,

IN SECTION 163, FLORIDA STATUTES; FURTHER AUTHORIZING
THE EXTENSION OF LIFE OF THE OMNI CRA TO 2047 AND
APPROVING AND ADOPTING THE OMNI CRA'S 2023 AMENDED
REDEVELOPMENT PLAN, ATTACHED AND INCORPORATED AS
EXHIBIT "B" ("PLAN"); FURTHER ACKNOWLEDGING THAT THE
PLAN IS IN CONFORMITY WITH THE CITY'S COMPREHENSIVE
NEIGHBORHOOD PLAN; AUTHORIZING THE CITY MANAGER
TO NEGOTIATE AND EXECUTE AN INTERLOCAL AGREEMENT.
IN A FORM ACCEPTABLE TO CITY ATTORNEY, BETWEEN THE
CITY, MIAMI-DADE COUNTY ("COUNTY"), AND THE OMNI CRA
IN ORDER TO EXPAND THE BOUNDARIES OF THE OMNI CRA TO
THE STUDY AREAS AND EXTEND THE UFE OF THE OMNI CRA TO
2047; FURTHER DIRECTING THE CITY MANAGER TO WORK WITH
THE EXECUTIVE DIRECTOR OF THE OMNI CRA TO TRANSMIT A
COPY OF THIS LEGISLATION TO THE COUNTY FOR FURTHER
LEGISLATIVE ACTION.
A public hearing on the resolution will be held at a Special Miami
City Commission Meeting on June 12. 2023, at 2:00 p.m. or soon
thereafter at Miami City Hall, located at 3500 Pan American Drive,
Miami. Florida 33133.
Comments and questions with respect to the proposed resolution
should be addressed to Melissa Fernandez-Stiers. Chief of Staff.
at 3500 Pan American Drive, Miami, Florida 33133 during regular
working hours, 9:00 a.m. to 5:00 p.m., Monday through Friday.
The Miami City Commission requests all interested parties be
present or represented at the meeting and may be heard with
respect to any proposition before the City Commission in which
the City Commission may take action. Should any person desire
to appeal any decision of the City Commission with respect to any
matter to be considered at this meeting, that person shall ensure that
a verbatim recc.rd of the proceedings is made including all testimony
and evidence upon which any appeal may be based (F.S. 286.0105).
In accordance with the Americans with Disabilities Act of 1990,
persons needing special accommodations to participate in this
proceeding may contact the Office of the City Clerk at (305) 250-5361

NOTICE OF SPECIAL CITY COMMISSION MEETING
Pursuant to Miami City Commission Resolution R-23-0253, adopted on May 25, 2023, a special
meeting of the Miami City Commission will be held on Monday, June 12, 2023, at 2:00 p.m. in the
City Commission chambers located at Miami City Hall, 3500 Pan American Dr, Miami, FL 33133.
The purpose of the special meeting will be to consider and take any and all actions related to
the amended and restated ground lease agreement between the City of Miami ("City") and HRM
Owner LLC for the City -owned riverfront real property located at 298 Southeast 2nd Avenue,
300 Southeast 2nd Avenue, 330 Southeast 2nd Avenue, and 400 Southeast 2nd Avenue, Miami
Florida, 33131 with Tax Folio Identification Numbers 01-3137-022-0010, 01-3137-022-0030, 01-
3137-022-0031, and 01-3137-022-0020. No business shall be conducted, or a vote taken at a
special City Commission meeting on business other than the subject(s) for which the special
meeting is called unless the City Commission by a majority vote deems such resolution or ordi-
nance to be of an emergency nature and such resolution or ordinance has been reviewed by the
Office of Management and Budget for any fiscal impact.
The June 12, 2023 Special City Commission Meeting will be broadcast live for members of the
public to view on the City's website (www.miamigov.com/tv), Facebook, Twitter, YouTube, and
Channel 77 (Comcast only for residents living in the City of Miami).
