Coconut Grove Mini=park
Condefination Proceedings
By memorandum dated July 26, 1977, Dena Spillman, Administrator of Community
Development, authorized the appraisals and purchase of property located at
the corner of Elizabeth Street and Grand Avenue in Coconut Grove to be used
for a mini -park.
Appraisals were solicited from nineteen MAI appraisers, with seven responses.
The two appraisals selected were the lowest of all proposals received.
The property was appraised at $11,250.00, and this offer was tendered to the
attorney of the owners, Martin Fried, Esq., along with a bonus of $1,062.50,
making the total offer $12,312.50. Subsequently, the offer was refused by
the attorney for the owners and all further negotiations failed.
Therefore, it is recommended that this property be acquired by condemnation
for use of the Coconut Grove citizens as a mini -park. Community Development
concurs with this recommendation to condemn.
