A RESOLUTION AUTHORIZING THE CITY MANAGER TO PURCHASE
IN LIEU OF CONDEMNATION A SINGLE FAMILY RESIDENCE
COMPRISED OF 1,260 SQ. FT. ON A LOT 90' x 50' LOCATED
AT 1115 SOUTHWEST SECOND AVENUE, MIAMI, FLORIDA, FOR
THE SUM OF FORTY EIGHT THOUSAND SEVEN HUNDRED SEVENTY-
FIVE ($48,775.00) DOLLARS, AND ALLOCATING FIFTY THOUSAND
($50,000.00) DOLLARS FROM FIRE FIGHTING, FIRE PREVENTION
& RESCUE FACILITY BOND FUNDS TO COVER THE COST OF
ACQUISITION OF FEE SIMPLE TITLE TO THIS PROPERTY AND
OTHER COSTS INCIDENTAL TO THIS ACQUISITION.
WHEREAS, the property located at 1115 Southwest Second Avenue,
Miami, Florida is proposed to be acquired for Fire Station #4; and
WHEREAS, the Fire Department has approved the acquisition of
this property to provide Fire Station #4 and concurs with the recommendation
to acquire this parcel; and
WHEREAS, the necessary monies for said acquisition are avail-
able from the Fire Fighting, Fire Prevention & Rescue Facility Bond Funds
as identified in Paragraph B, Subparagraph 3 of the General Bond Obligation
Appropriation in Ordinance #8716, to acquire this parcel; and
WHEREAS, the owner of the property has by Agreement dated
the 5th day of December, 1977, offered to convey fee simple title to this
property to the City of Miami, Florida, for the negotiated price of Forty -
Eight Thousand Seven Hundred Seventy -Five ($48,775.00) Dollars; and
WHEREAS, it is deemed in the best interests of the City of
Miami, Florida, to acquire the property at this time through purchase in
lieu of condemnation;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY

Section 2. That Fifty Thousand ($50,000.00) Dollars be and it
is hereby allocated from the Fire Fighting, Fire Prevention Rescue Facility
Bond Funds, as identified in Paragraph B, Subparagraph 3 of the General
Obligation Appropriation Ordinance #8716, to cover the cost of acquisition
of fee simple title to this property and other costs incidental to this
acquisition.

Fire Station #4 is a 53 year old dilapidated facility housing one aerial
and one pumper. Maintenance and repair costs are very high and off street
parking is limited.
As addressed in the Miami Fire Protection, Rescue & Emergency Master Plan
and approved by the Miami City Commission on July 21, 1977, Station #4
will be consolidated with Station #15, located at S.W. 2 Avenue between
S.W. 11 and 12 Streets. This consolidation will reduce maintenance costs
and provide a task force composed of one aerial and two pumpers. This
relocation is an integral part of a total relocation plan which also calls
for the consolidation of Stations 13 and 9, and Stations 3 and 14.
The movement of new Station 4 to the West has a direct bearing and rela-
tionship to the relocation of Fire Station 14 from 27 Avenue and
N.W. 1 Street to a.vicinity of S.W. 8 Street and 22 Avenue. For proper
response time to be maintained in the Little Havana area, relocation of
both these stations is essential. The consolidation and relocation of
fire stations is a result of a year's work utilizing 93 different computer
runs of the Rand Fire House Location Model. Of these 93 runs, the con-
figuration of stations as outlined in the Master Plan is, in the judgment
of the Fire Department Staff, the best of these 93 variables.
The task force concept allows the necessary fire companies to arrive
together and be capable of tactically handling a fire situation. Shorter
arrival time for second due pumpers and aerials is important because of
the projected increase in multi -story construction. The relocation of
this station should reduce the response of the 2nd in aerial by approxi-
mately 1 minute and 2nd in pumper company by more than a minute.
We have conferred with Mr. Wyckoff, the Florida East Coast Regional Vice
President, concerning the use of the FEC tracks located East of the proposed
Station #4 site. Mr. Wyckoff has advised that these tracks are seldom used
and dead-end at the Miami River.
Prior to this planned approach to locating fire stations, the process had
been confined to rebuilding existing stations on the location where they
previously existed. In the case of Station #4, our study shows the need
to move to the West in order to better serve the entire Little Havana area;
but it also should be pointed out that the property at the existing location
is not large enough to house the contemporary fire station facility.
