Dear Phil:
Thank you for your letter of July 27th. The services you have performed for
this community as Film Industry Consultant for Metropolitan Dade County have
been exceptional.
I personally feel that your opinions, correspondence and advice are in keep-
ing with the high quality of your performance in the past. I would hope that
whatever differences you might have with any member of the City Administration
or Commission would be kept on a non -personal basis.
The points that you have brought out regarding the International Film Festiv
have been very valuable. By copy of this letter, I am asking the City Clero
send you a copy of the final Resolution passed. It is my hope that the Resolu-
tion reflects and touches upon all of your misgivings. If it doesn't, I would
be grateful for your further advice in improving it, so that the City of Miami
is properly protected and will not be embarrassed at any time.

The Greater Miami International Film Festival requests time on the
agenda of the City Commission meeting Thursday, July 27th.
We propose that the City of Miami supply the Festival with the fol
lowing benefits:
1) Use of Gusman Hall, November loth thru November 19th, at no cost
to the Festival.
2) Expenditure of up to $20,000, to equip Gusman Hall for 35mm
and 16mm motion picture projection, with projectors, sound
and screen.
3) Services of the advertising and publicity department up to the
amount of $25,000, including public relations, press coverage
and dedicated advertising plus ad tag lines.
4) Sponsorship by the City of Miami of a Festival award in the
amount of $2,500.
5) A cash grant of 25,000, to be disbursed at such time as the Festival
has achieved contributions or commitments totaling $100,000. from
private citizens and business.
We look forward to discussing these requests with the City Commission
next Thursday.
