AS ORDINANCE NO.8840 , PASSED AND ADOPTED
BY THE CITY COMMISSION ON JULY 28, 1978,
ENTITLED "AN ORDINANCE SETTING FORTH A PROPOSED
CHARTER AMENDMENT AMENDING SECTIONS 4(a), 4(b)
AND 13(b) OF THE CHARTER OF THE CITY OF MIAMI
TO PROVIDE FOR AN ENLARGED CITY COMMISSION
FROM FIVE TO NINE MEMBERS WITH THE FOUR ADDI-
TIONAL CITY COMMISSIONERS TO BE ELECTED FROM
FOUR DISTRICTS BEGINNING WITH THE 1979 REGULAR
MUNICIPAL ELECTION; PROVIDING FOR A METHOD OF
ESTABLISHING THE SAID DISTRICTS; PROVIDING FOR
A FOUR YEAR TERM OF OFFICE FOR SAID ADDITIONAL
COMMISSIONERS; SUBMITTING THE PROPOSED CHARTER
AMENDMENT TO THE ELECTORS OF THE CITY OF MAIMI
AT THE SPECIAL MUNICIPAL ELECTION OF OCTOBER 5,
1978; PROVIDING THAT THIS CHARTER AMENDMENT
SHALL BE REFERRED TO AS 'PROPOSED MIAMI CHARTER
AMENDMENT NO. 1'; CONTAINING A REPEALER PROVISION
AND A SEVERABILITY CLAUSE.".
WHEREAS, the City Commission duly passed
measure known as Ordinance No.8840 , amending the

to provide for enlarging the City Commission by 4 additional

qualified electors of the City of Miami for their approval
of disapproval a measure known as Ordinance No,
passed and adopted by the City Commission on July 28; 107.8►
Section 2. Said special municipal election sha11
held at the voting places in the precincts designated; all
as shown on the list attached hereto and made a part hereof
and referred to as Exhibit No. 1. A description of the regis—
tration books and records which pertain to election precincts
-wholly or partly within the City and which the City is adopting
and desires to use for holding such special municipal elections
is as follows: All registration cards, books, records and
certificates pertaining to electors of the City and established
;and maintained as official by the Supervisor of Elections of
Dade County, in conformity with the provisions of the general
laws of the state, are hereby adopted and declared to be, and
shall hereafter be recognized and accepted as, official
registration cards, books, records and certificates of the City.
Section 3. The official ballot to be used at said
special municipal election shall be in full compliance with the

of the State of Florida with respect to absentee
use of Computer Election System (CES) , and shall be
ubstantially the following form, to wit:

Section► 5. Electors desiring to vote for the approval
Question described above shall be instructed to punch straight
the stylus through the hole next to the word "FOR"
within the ballot frame containing the statement relating to the
said Question; and, electors desiring to vote against said Question
instructed to
push straight down with the stylus through
hole next to the word "AGAI.NST" within the ballot frame contain -
the statement relating to the said Question.
The City Clerk shall cause to be pre -
absentee ballots containing the Question set forth in Sec -
above for the use of absent electors entitled to cast such
said election.
Section 7. All qualified electors of the City shall
ermitted to vote in said special municipal election and the
Supervisor of Elections of Dade County is hereby requested, author -
and directed to furnish, at the cost and expense of the City of
Miami, a list of all qualified electors in the City of Miami as
shown by the registration books and records of his or her office and
duly to certify the same for delivery to and use of the election
officers
designated to serve at the respective polling places in
said election precincts.
Section 8. RALPH G. ONGIE, the City Clerk of the
City of Miami, Florida, is hereby designated and appointed as the
official representative of the City Commission in all transactions

ratified and confirmed.
