AN ORDINANCE APPROVING APPROPRIATIONS PO THE FISCAL
YEAR COMMENCING OCTOBER 1, 1978 AND ENDING SEPT€MBER
30, 1979 BY THE DEPARTMENT OP OPI=an-ta ' PARKING
CONTAINING A SEVSRABILITY CLAUSE AND REPEALING ALL
ORDINANCES OR PARTS OP ORDINANCES IN CONFLICT HEREWITH
WHEREAS, the City of Miami Charter requires that no later than
one month before the ehd of each fiscal year the Director of the Department
of Off. -Street Parking, with the approval of the Off -Street Parking Board of
the City of Miami, shall prepare and submit to the City Commission, a budget
estimate of the Department's expenditures and revenues for the ensuing fiscal
year for approval by the Commission; and
WHEREAS, the said Director has submitted the Department's budget
estimate for the fiscal year ending September 30, 1979 and the same has been
reviewed and approved by the City Commission;
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The appropriations of the Department of Off -Street
Parking amounting to $1,886,555, as set forth in Schedule A attached hereto,
together with the appropriation of $180,105 for General Reserve made for the
maintenance and carrying on of the governmental and other legal purposes of
the Department of Off -Street Parking and for the purpose of, paying Debt Service
requirements which include principal and interest payment on all bonds of the
said Department for the fiscal year ending September 30, 1979, are hereby
approved together with the enumerated sources of revenue for such appropriations
as set forth in Schedule B attached hereto.
Section 2. The Director of the Department of Off -Street Parking
is hereby authorized to make transfers between the detailed accounts comprising
any of the amounts appropriated in the budget, in order that available and un-
required balances in any such accounts may be used for other necessary and
proper purposes.
Section 3 If any tettieflig part of section, paragraph, Cialitd,
phrase or word of this ordinance shall be held to be unconstitutional, or
void, the remaining provisions of this ordinance shall, nevertheless, remain
in full forte and effect.

ordinance are hereby repealed.

Included with this letter is the 1978 Parking Consultant's Annual
Report. City of Miami Ordinance No. 7414, which authorizes and
secures the Parking Facilities Revenue Bond Issues, specifies the
duties of the Parking Consultant in making the report.
In preparing this report, I visited the facilities of the Miami Parking
System; reviewed the operations, insurance, budgets, and financial
performance of the system; and had conferences with the Director and
other staff members.
In summary, I found the facilities to be well maintained and in good
physical condition. The gross revenue has increased in the past year,
while the expenses of operation have been reduced. Thus, the net
revenue has increased significantly and currently exceeds the 1.5
times the maximum annual debt service required by the Bond Ordinance.
It has been a pleasure to be of service to you in preparing this report.
The cooperation of the Department of Off -Street Parking is greatly

The Miami Parking System consists of parking garages, parking lots
and on -street parking meters to serve the needs of the City of Miami
The Miami Parking System is wider the direction of the Off -Street
Parking Board and is administered by the Department of Off -Street
Parking. The Department is a semi -autonomous agency which was
created by a special act of the State Legislature and operates under
that act and City of Miami Bond Ordinance No. 7414 - Authorizing

This report is submitted to the Department of Off -Street Parking in
accordance with the requirements of the City of Miami Ordinance
No. 7414, particularly, Section 506.
As preparation for this report, the Parking Consultant inspected all
of the off-street parking facilities (Garages and Parking Lots) and
many of the on -street metered areas. Conferences were held with
the Director of the Department of Off -Street Parking and infbrmation
requested by the Parking Consultant was furnished by the Department.

The Department of Off -Street Parking has jurisdiction over a total
of 11,07 parking spaces. These are in three types as follows:
On -Street parking meters 4434 spaces
38 Parking Lots 4506 spaces
Pour Parking Garages 2097 spaces
11,037 spaces
Exhibit A gives the location, capacity and current rates for the four
parking garages. The location, capacity and current rates for the
Parking Lots are listed in Exhibit B. Since the last annual report,
three new lots (Numbers 25, 53 and 54) have been put in service.
Also, the use of lot 8 at the old police station has been discontinued.
The four parking garages and the 38 parking lots were inspected by
the Parking Consultant.
The parking garages were found to be in good condition and well
maintained. During the past year some minor structural repair work
had been performed at Garage No. 3. During the inspection, a few
minor repair and maintenance items were noted and reported to the
Director and his staff. It should be noted that all of the minor

repair and maintenance item noted by the Parking Consultant at
last year's annual inspection were taken care of by the time of
this inspection, and most were accomplished shortly after they were
called to the attention of the Director.
Except for lot No. 9 and the portions of three lots which are leased
.out, the parking lots are controlled by parking meters. All of the
lots were in good condition and most of them were well maintained.
Howevqr, 'a few of the lots needed a general cleaning. Where it
was needed, the cleaning has been done or is being scheduled. A
few minor items needing repair were called to the attention of the
Director.
Overall, the parking facilities under the jurisdiction of the Department
of Off -Street Parking are pleasant to use and reflect the pride of the
staff. The regular observation of Parking Garage No. 1 by a local
structural engineer should be continued.
Of the on -street meters observed, all were found to be in good
condition.

Operation§
The review of the operations showed that the total operation is well
organized, The operations are being handled econornically and effi""'
ciently. The Parking Consultant does not have any recommendations
for changes in the operations at this time because none appear to be
needed, The Director and his staff are to be commended for their
efforts to reduce operating costs. The expenses for the last 12 months
are below that of one year ago and are about at the level of two years
ago.
Revenues and Expenditures
About one year ago, the gross revenue began to increase; partially
because of rate increases effective March 1, 1977, and partially
because the use of the parking facilities increased. That increase
in gross revenue,' coupled with a reduction in expenses, caused the
net revenue to increase significantly over the last year. Exhibit C
shows the gross revenue, cost of operations and maintenance and net
revenue for the two fiscal years ending September 1976 and September
1977 along with the 12 month periods ending March 1977, March 1978
and April 1978.

Effective ih tune 1978, the hourly rates at Ca -rages No. 1, No, 3,
and No, 4, were increased, At the same time, parking meter rates
at the on street meters in the central business district and the parking
meter rates at a few of the parking lots near downtown, the Civic
Center and at the NCCH Hospital were increased, or are in the pro-
cess of being increased. These rate changes are expected to result
in some increase in net revenue even with an expected increase in
the cost of operations and maintenance.
Exhibit D shows the trends of Gross Revenue, Cost of Operation and
Maintenance, and Net Revenue for 12 month periods during the past
and current fiscal years.
The tentative budget for the 78-79 fiscal year has been reviewed by
the Parking Consultant. The Parking Consultant believes the budgeted
amount for the cost of operations and maintenance of $1, 428, 480 to
be realistic based on current conditions and information available.

The Parking Consultant believes this is a prudent and satisfactory
insurance program.
Renewal and Extension Fund
The Parking Consultant recommends that the Renewal and Extension
Fund should have a balance of $100,000 in the ensuing fiscal year.
As of April 30, 1978, this fund had a deficit balance of $28,507
because of the repair work done and replacements .during the past
two years. As funds become available, the loans from the other
funds should be paid back and the fund brought up to the recom-
mended amount of $100,000.
Other Developments
With the opening of the 270 space Parking Lot No. 25 near the Civic
Center, the meters were removed from Lot No. 8, which had ex-
perienced little use prior to opening the new lot. Lots No. 53 and
No. 54, under the I-195 Expressway at N.E. 38th Street and N.E.
2nd Avenue were opened during the past year.

Also, the Department has implemented an "Ona►Street Meter Decal' pro..
gram in the Omni area on an experimental basis. To date the results
are quite satisfactory,
The Department is to be commended for the speed that it reacts to
correct problem areas that develop unexpectedly. For example:
Garage No. 4 has been in operation for a number of years without
experiencing any significant backup at exit cashiers. However, on
May 1, due to a number of apparently coincident factors, a severe
backup developed during the evening rush hour. This was principally
due to the sales of monthly decals. The next day, the Department
staff reviewed procedures and within a few days had modified pro-
cedures and removed curbing for ready access to a second exit. On
the next monthly decal sales time, the parkers exited very smoothly.
The Parking Consultant has observed the Department react quickly
and efficiently to solve other problems as they arise.
One of the situations mentioned in the last annual report by the
Parking Consultant where the City of Miami was not adhering to the
City of Miami Code and the Bond Ordinance, has been resolved.
The site of the future convention center has been closed to parking
and the City of Miami has paid to the Department the net lease

income, The Department has currently Contracted far a parking feasi-
bility study and a preliminary design of a proposed parking garage Oft
a site adjacent to the proposed convention oenter4
There still remain some situations which require Cooperation of the
City of Miami (which has not been forthcoming) to adhere to the
City of Miami Code and the Bond Ordinance and to obtain all the
revenues that are due the Miami Parking System. The Director and
Board continue to try to resolve these situations. The situations
which do not meet the requirements of the City of Miami Code and
Bond Ordinance are:
• Lot used for free public parking adjacent to the new Police Station.
• Area of Miamarina extension used for free parking.
• Numerous vacant lots used for parking cars where the lots do
not meet the zoning regulations in regards to paving and land-
scaping. Some of these vacant lots do not have a charge for
parking. Many lots are in the area of the new Downtown
Government center and do have a direct impact on the revenues
of some of the facilities . of the Miami Parking System. The
City of Miami has not yet enforced the zoning regulations.
The Off -Street Parking Board is currently investigating some additional
potential parking facility projects. These include parking structures

to serve the bowntown CoVetranerit Center (300)6 The first state
of Plorida office building in the Doc will open in tuly 1078 and
the first phase of the City of Miami office building is under con..
struction, thus, the pressure for additional parking is beginning to
be felt. Other possible projects include a cooperative project with
a private developer and expansion of other parking in the downtown
area.
