WHEREAS, the City Commission adopted Ordinance No. 8719 oh October 26, 1977 establishing resources and appropriations for yr.ant funds antici- pated by the City of Miami, Florida and for corresponding City cash match requirements; and WHEREAS, Ordinance No. 8795, adopted April. 27, 1978, amended Ordinance No. 8719, the Summary Grant: Ordinance, and established a new 'Trust and Agency fund entitled "African Square Park," by transferring f•rotn the General Fund, Special. Gary, Director Management and Budget REFERENCES .!:cLO ;URES rune 30, 1978 r!1_F Proposed Ordinance top Correct Ordinance No. 8795 On April 27, 1978, the City Commission adopted Ordinance No. 8795 creating a Trust and Agency Fund in the amount of $87,425 to finance the operation and maintenance of the African Square Park Program. Of this amount, $61,991 was transferred from the Public Service Employment Program (CETA Title II) Trust and Agency Fund and $25,434 was transferred from the Special Programs and Accounts, Contingent Fund. After the adoption of Ordinance No. 8795, the Finance Depart- ment informed the Department of Management and Budget that the ordinance conflicted with the new financial accounting system in that the CETA funds should not be combined with other funds. The attached ordinance, therefore, corrects Ordinance No. 8795 by reducing the Contribution to African Square Park by $61,991 for CETA positions, restoring the allocation to its original appropriation, and retaining the City Contribution of $25,434 for African Square Park as a Trust and Agency Fund. Proposed Ordinance Appropriatin: ?rinds for African Square Park REFERENCES: ENCLOSURES: (2) The City Commission adopted Resolution No. 78-227 on April 7, 1978 authorizing the City Manager to negotiate an agreement with the 62nd Street Community Development Corporation for the operation and maintenance of African Square Park. This agreement includes utilization of CETA positions for staff for the period April 10, 1978, through September 30, 1978. Attached is a proposal by the 62nd Street Community Development Corporation outlining their request for funding in the amount of $87,425. Of this amount, $61,991 is budgeted for 13 CETA Title II positions and $25,434 for operating expenses for African Square Park. The attached proposed ordinance would establish a new Trust and Agency Fund entitled: "African Square Park" and appropriate to that fund $87,425. These funds are available from the General Fund Special Programs and Accounts, Contingent Fund, in the amount of $25,434, and from the Public Service Employment Program (CETA Title II) Trust and Agency Fund in the amount of $61,991. Responsibility for the control and supervision of the Park facility will be given to the City in the immediate future. This necessi- tates the presence of supervisory personnel whose hiring would be authorized by the adoption of the proposed ordinance. HVG/bbb
