A RESOLUTION ACCEPTING THE BID OF P.N.M.
CORPORATION IN THE PROPOSED AMOUNT OF
$294,996.79 FOR THE ALLAPATTAH N.W. 23RD
STREET COMMUNITY DEVELOPMENT PAVING
PROJECT - PHASE I(2ND BIDDING); ALLOCATING
SAID AMOUNT FROM THE 3RD YEAR FEDERAL
COMMUNITY DEVELOPMENT BLOCK GRANT FUND
IN THE AMOUNT OF $ 2 j )4 , ()96.79 TO COVER THE
CONTRACT COST; ALLOCATING FROM SAID FUND
THE AMOUNT OF $32,449.21 TO COVER THE
COST OF PROJECT EXPENSE; ALLOCATING FROM
SAID FUND THE AMOUNT OF $5,899.00 TO COVER
THE COST OF SUCH ITEMS AS ADVERTISING,
TESTING LABORATORIES, AND POSTAGE; AND
AUTHORIZING THE CITY MANAGER TO EXECUTE

WHEREAS, the City Manager reports that the $2.94,996.79
bid of P.N.M. Corporation is the lowest responsible bid and
recommends that a Contract be awarded to said firm; and
WHEREAS, funds for this project are available from
the 3rd Year Federal Community Development Block Grant Fund;
IJOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF
THE CITY OF MIAMI, FLORIDA:
Section 1. The July 20, 1978 bid of P.N.M. Corporation
in the proposed amount of ,W9Z4,9c96.79 for the project entitled
ALLAPATTAH N.W. 23rd STREET COMMUNITY DEVELOPMENT PAVING
PROJECT - PHASE I (2N1) BIDDING) , namely the Total Bid of Proposal,
is hereby accepted at the price stated therein.
Section 2. The amount of $29t;,c1g6.79 be, and it is
hereby, allocated from the account entitled 3rd Year Federal
Community Development Block Grant Fund to cover the cost of

Briefly, the work required for this project will be.
HIGHWAYS & DRAINAGE
The construction of' approximately one -hat° mile of new street
within existing right or way. New construction will include
rebuilding; asphaltic pavement, new curbs and/or gutters,
drainage system and landscaping.
Bids may be offered on any one or both of the following categories:
Highways, Drainage. However, in order to offer a TOTAL BID, bids
must be offered on both categories.
For any technical questions, call 579-6865, George'TT. Campbell,
Highway Engineer.
All bids shall be submitted in accordance with the Instructions to
Bidders and Specifications. Flans and Specifications may be obtained
from the Director, Department of Public Works, 3332 Pan American
Drive, Miami, Florida. Plans and Specifications are to be returned
in good order and unmarked within 10 days after bids have been
received.
Those minority or target area contractors/small businesses
interested in submitting; bids are advised to contact Contractors
Training and Development, Inc. to be provided technical assistance
in putting together bid packages.
For further information pertaining to the above, call Mr. James D.
Thomas, Administrative Assistant, at 579-6848.
The City Commission reserves the right to waive any informality in
any Bid, and the City Manager may reject any or all Bids, and
readvertise.
Proposal includes the time of performance, and Specifications contain
provisions for liquidated damages for failure to comnlete the work on
time.
In addition to these measures Contractors and Subcontractors will
be required to comply with the provisions of Section 3 (Federal
Regulations) which require all developers, contractors and sub-
contractors create feasible opportunities to employ and train

contracting and purchasing of materials to businesses located in
or owned in substantial part by persons residing in the area of

No Bidder may withdraw his bid within 30 days after acutal date of

project is $275,000 and is to be funded by the Community Development
Block Grant Monies,

Bids were received Ju1y20i 1978 to widen existing street with
new asphalt concrete surface, new sidewalk on south side,
replace broken and out of grade sidewalk on north side and
landscaping, and a new covered ditch drainage system.
As reflected in the Tabulation of Bids, the $294,996.79 bid
of P. N. M. Corporation is the lowest responsible bid for the
Total Bid of the Proposal.
Funds have been allocated from the 3rd Year Federal Community
Development Block Grand Fund for the estimated amount of the
Contract, for Project Expense, and for such items as Advertising,
Testing Laboratories, Postage.

The following changes were made to the proposal for the
Second Bidding of Allapattah N.W. 23 Street C.D. Paving
Project Phase I:
ITEM 1: Reduced the quantity of 8-inch limero k base
from 6600 square yards to 6400 square yards.
ITEM 6: Increased the quantity of Cracking and Re-
seating of existing concrete pavement from
4000 square feet to 4120 square feet.
ITEM 7: Reduced the quantity of 4-inch concrete side-
walk from 20000 square feet to 19000 square
feet.
ITEM 11: Increased the quantity of concrete pavement
removal from 5600 square feet to 7550 square
feet.
ITEM 24: Reduced the Cash Allowance for Bid "A" from
$15000 to $10000.
ITEM 26: Reduced quantity of 3' Covered Ditch from
1634 Linear feet to 1398 linear feet.
ITEM 28:
Changed Item from 8 linear feet of 15-inch
reinforced concrete pipe sewer (0/4 foot cut)
to 8 linear feet of 12-inch class 23 cast iron
pipe sewer (0/4 foot cut) .
ITEM 29: Reduced quantity of 15-inch reinforced concrete
