KNIGHT INTERNATIONAL CENTER PROJECT DURING MONTH OF AUGUST 1978, DURING COMMISSION RECESS; WITH FUNDS THEREFOR NOT EXCEEDING $2000000 TO BE EXPENDED FROM THE CITY OF MIAMI CAPITAL IMPROVEMENT PROGRAM; SAID CONTRACT TO BE SIGNED UPON RATIFICATION THEREOF BY THE CITY IISUP7)7 ,���, r�lOMMISSION. DOGU ENTS FOLLOW" WHEREAS, the City has entered into Agreement with MIAMI CENTER ASSOCIATES, LTD., (DEVELOPER) by Resolutions No. 77-820, dated 19 October 1977, and No. 78-74, as amended, dated 24 January 1978, to provide, among other things a base structure for the Improvements which will be constructed by the DEVELOPER, at the site of the City of Miami/University of Miami James L. Knight International Center (PROJECT); and WHEREAS, the City has accepted an Economic Development Administration Grant No. 04-51-20591, dated September 16, 1977, by Resolution No. 77-795, dated October 13, 1977, whereby City agreed to maintain continuous on -site construction work; and WHEREAS, funds are provided under the City of Miami Capital Improvement Program for the said PROJECT; and WHEREAS, to ensure continuity of on -site construction work, the next construction contract award will have to be made during August 1978, while the Commission of the City of Miami is in recess; and "DOCUMENT INDEX WHEREAS, these funds could be lostITENt4i0Cit ._f aS.__not comply with the schedule; and WHEREAS, it is in the best interests of the City that the City Manager be authorized to receive bids and award contracts to the lowest responsible bidders; and CITY COMMISSION MEETING OF J U l 2 7 1978 RESOtAMON 1NO 7 S r REMARKS:,. WHEREAS, all actions taken by the Manager will be subsequently presented to the City Co fission for ratification; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The City Manager is hereby authorized to advertise, evaluate, receive bids and award a construction contract for foundation work for City of Miami/University of Miami James L. Knight International Center Project during the month of August 1978 while the Commission of the City of Miami is in recess; and Section 2. The City Manager is hereby authorized to expend anamount not to exceed TWO HUNDRED THOUSAND ($200,000) DOLLARS from available funds, as enumerated above for the foundation work; and Section 3. The City Manager is hereby directed to present a Resolution to the City Commission at its first meeting in September 1978 which will ratify the construction contract in all detail and authorize the signing thereof. "w" Convention Center Project Award Foundation Conttadt Enclosed is a draft of a Resolution for Commission action at the next meeting on 27 July 1978. The purpose of the Resolution .is to authorize the City Manager to proceed with routine business of advertising and evaluating bids and awarding a contract for the Convention Center Project while the Commission is in recess during the month of August 1978. In the case of the Convention Center Project which is funded in part by an EDA Grant, it is necessary to have continuous on -site • construction work as a condition of the Grant. By means of this Resolution, continuity of construction will be ensured. Work under the latest construction contract is expected to be completed by end of August 1978 at which time work under a new construction contract would begin. It is anticipated that this contract will not exceed a construction cost of $200,000. It will be the first of at least two foundation contracts for this project, consisting of surcharging the subsurface soil in a manner that will allow placement of mat -type foundations, rather than pilings, to reduce the total cost of the foundations.
