HomeMy WebLinkAboutR-78-0503RFC/rb 7/17/78 "SUPPORTIVE n FOLLOvV" Architects, RESOLUTION NO:, 7 8 " ) 0 3 A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO THE ATTACHED AGREEMENT WITH GREENLEAF/TELESCA PLANNERS, ENGINEERS & ARCHITECTS, INC., FOR A COMPREHENSIVE MARINA DEVELOPMENT STUDY, WITH FUNDS THEREFOR PREVIOUSLY ALLOCATED UNDER RESOLUTION 77-227 FROM 1976-77 COMMUNITY DEVELOPMENT FUNDS, WHEREAS, Greenleaf/Telesca Planners Engineers Inc, is engaged in the business of providing planning services to municipalities and others and is qualified to conduct the detailed study and analysis necessary in the preparation of a comprehensive marina development study, and desires to perform the expert services herein described under the direction of and for the account of the City of Miami; and WHEREAS, Resolution No. 77-227, passed and adopted March 16, 1977, authorized the City Manager to advertise for and receive proposals from planning firms for professional services for a Marina Development Study; and to negotiate a contract with the highest qualified firm for said professional and technical services; and WHEREAS, the Administration's Consultant Selection and Negotiating Committee has recommended Greenleaf/Telesca Planners, Engineers & Architects, Inc. as first -ranked firm after interviewing four firms in accordance with Florida's Consulting Competitive Negotiation Act of 1973; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF "DOCUMENT INDEX ,9/ r r Section 1. The resolution allocates $15,000 from 2nd Year Community Development funds and authorizes the Manager to execute the contract with Greenleaf/Telesca for consulting services in conjunction with a Comprehensive Marina Development Study. Additional supporting documentation explains the selec- tion process, per City Commission request. The contract was originally signed by the consultants and initialed by the Law Department in approximately July 1977. This original is not now available. Our copy of the contract has been amended slightly; and the amendments and contract signatures have been initialed by Mr. John Greenleaf and myself and forwarded to the Law Department. The administration recommends that the resolution (attached) be approved, allocating $15,000 from 2nd Year Community Development funds for this study and authorizing the City Manager to execute the agreement (attached) with Greenleaf/Telesca for the study. Resolution 77-227, dated March 16, 1977 authorized the Manager to seek consultants and to enter into an agree- ment with selected consultant for marina development services. Following a thorough selection process, the firm of Greenleaf/Telesca was selected and a contractual agreement was signed by the consultant. At the meeting of July 28, 1977 the Commission considered the authorizing resolution and the contract, but deferred action , request- ing additional documentation concerning the selection process and qualifications of the three top ranked firms. August 23, 1677 Marina Development Study: Consultant Selection PRA Pursuant to City Commission Resolution 77-227 dated March 16, 1977, authorizing the City Manager to enter into a contract with a professional consulting service for the preparation of a Comprehensive Marina Development Study, the firm of Green- leaf/Telesca was selected and a contractual agreement was prepared and signed by the consultant prior to the July 28th City Commission meeting. At this meeting the Commission deferred action on this matter and requested additional documentation concerning the selection process and qualifications of the three top ranked firms. Selection Process The consultant selection process was consistent with procedures of the Florida Consultants' Competitive Negotiation Act of 1973. The four firms were requested to submit a definitive study proposal and were personally inter- viewed by the Selection Committee on June 13, 1977, and were ranked in the following order: 1. Greenleaf/Tclesen 2. .1. Frederic Milstein 3, Connell, Metcalf and Eddy 4. liunde, Driver and Spooner .. i The final selection of Greenleaf/Telesca was based on the aforementioned criteria, submitted study proposal, scope of services, methodology, and presentation at interview (see attach- ment 3). In addition, Greenleaf/Telesca submitted the most comprehensive scope of services. This coupled with their extensive background in the areas of marina design and development made this firm an outstanding candidate for this study. The Selection Committee concluded that both J. Frederic [3litstein and Connell, Metcalf and Eddy were qualified to undertake the study but respectively proposed a more limited scope of services. Furthermore J. Frederic Blitstein's previous experience has been in the areas of marina design and marina permitting which is only one aspect of this study and Connell, Metcalf and Eddy's study proposal included a duplication of services that they are already providing to Dade County in the preparation of a Hurricane Systems Plan for Biscayne Bay, although they proposed a more in-depth analysis of potential marina sites within the City. Kunde, Driver and Spooner study proposal was far less comprehensive and their planning staff tacked relevant. experience. Pursuant to City Commission Resolution 77-227, a contract was negotiated with the first ranked firm — Greenleaf/Telesca -- and submitted to the Commission on July 28, 1977.
