A RESOLUTION CONFIRMING ASSESSMENT ROLL FOR CON..
STRUCTION OF TRACY SANITARY SEWER IMPROVEMENT
SR5275S (SIDELINE SEWER) IN TRACY SANITARY SEWER
IMPROVEMENT DISTRICT SR-5275-S (SIDELINE SEWER)
AND REMOVING ALL PENDING LIENS FOR THIS IMPROVEMENT
NOT HEREBY CERTIFIED.
WHEREAS, the Commission of The City of Miami, Florida
met on the 27th day of July, 1978, pursuant to due legal notice
of said meeting under Section 56, of the City Charter, as amended,
to receive all written objections to the confirmation of the
preliminary assessment roll for the cost of TRACY SANITARY SEWER
IMPROVEMENT SR-5275-S (sideline sewer) IN TRACY SANITARY SEWER
IMPROVEMENT DISTRICT SR-5275-S (sideline sewer) on the following
streets:
N.W. 20 Street from N.W. 7 Avenue to N.W. 8 Avenue
N.W. 20 Street from N.W. 11 Avenue to N.W. 12 Avenue
N.W. 20 Street from N.W. 14 Avenue to N.W. 15 Avenue
N.W. 20 Street from N.W. 17 Avenue to N.W. 19 Avenue
N.W. 20 Street from N.W. 20 Avenue to N.W. 21 Avenue
N.W. 20 Street from N.W. 22 Court to N.W. 27 Avenue
WHEREAS, the Commission of The City of Miami, Florida
on the 14th day of June, 1973, passed Resolution No. 73-411, which
requested that in the preparation of the Preliminary Assessment Rolls
for Tracy Sanitary Sewer Improvement District SR-5275-C and Tracy
Sanitary Sewer Improvement District SR-5275-S the appropriate
administrative officials take into consideration the fact that
sanitary sewers do exist in portions of these districts at the
present time, and to make their recommendations for assessments on
the individual parcels of property in these districts accordingly.

WHEREAS, pursuant to the aforementioned nesdlution a 25%
reduction in the frontage assessments was given to those individual
parcels of property which abutt existing sewers that were replaced
with new larger sewers.
WHEREAS, no objections thereto by any person interested in,
or affected by, said assessments were sustained by the Commission, and
said assessment roll appeared, in all respects, regular and in accord-
ance with the requirements and provisions of the City_Charter,_as..

Section 1r That the prima facie aSsessMehtsy as apportioned
and indicated on the preliminary assessment roll for TRACY SANITARY
SEWER IMPROVEMENT SR�5275=S(SIDELINE SEWER) IN TRACY SANITARY SEWER
IMPROVEMENT DISTRICT SR-5275-S (SIDELINE SEWER) be and they are
hereby, in a.111 things, confirmed and sustained against any and all
lots or parcels of ground described therein.
Section 2. That the sums and amounts assessed against each
of the lots or parcels of ground in said preliminary assessment roll
are less than the amount that each of the said lots or parcels of
ground is especially benefited by said improvement and that such
amounts are in proportion to the special benefits that the property
received.
Section 3. That the total assessable cost of said TRACY
SANITARY SEWER IMPROVEMENT SR-5275-S (SIDELINE SEWER) IN TRACY
SANITARY SEWER IMPROVEMENT DISTRICT SR-5275-S (SIDELINE SEWER) of
$100,493.12 be, and the same is hereby, approved and confirmed.
Section 4. That any pending lien in TRACY SANITARY SEWER
IMPROVEMENT DISTRICT SR-5275-S (SIDELINE SEWER) for sanitary sewer
improvements not appearing in the preliminary assessment roll and not
certified hereby be, and the same is hereby, canceled and removed.
PASSED AND ADOPTED this day of 1978.

Resolution Confirming the
Preliminary Assessment Roll
Memorandums
Construction of TRACY SANITARY SEWER IMPROVEMENT SR-5275-S (sideline
sewer) IN TRACY SANITARY SEWER IMPROVEMENT DISTRICT SR-5275-S
(sideline sewer) AND SR-5275-C (centerline sewer) has been completed,
and the Preliminary Assessment Roll for this improvement is ready to
be presented to the Commission for confirmation.
This improvement consisted of laying a 10-inch Vitrified Clay pipe
sanitary sewer and laying of 6-inch Cast Iron pipe laterals as required
to the lots and parcels of land which abut this improvement; together
with necessary manholes other appurtenances, pump station, outfall,
connection to existing sewers, relaying street pavement, sidewalk, and
curb and gutters where such relaying was made necessary by this improve-
ment.
This improvement is part of the program to provide sanitary sewers
throughout the City.
The City Commission, by Resolution No. 73-411 expressed the desire
"to take into consideration the fact that sanitary sewers do exist in
portions of this district at the present time, and to make their
recommendation for assessments on the individual parcel of property
in these districts accordingly". The assessments in this district
were calculated in accordance with the attached memorandums.
A public hearing is scheduled for July 27, 1978 to hear objections to
confirmation of the assessment roll. If no objections are sustained,
it will be in order for the Commission to adopt the resolution
confirming the assessment roll.
A section has been included conceling and removing pending liens
placed against properties not benefited by the improvement.
IF NO OBJECTIONS ARE SUSTAINED, THE DEPARTMENT OF PUBLIC WORKS
RECOMMENDS THE ADOPTION OF THE ATTACHED RESOLUTION CONFIRMING THE
PRELIMINARY ASSESSMENT ROLL FOR TRACY SANITARY SEWER IMPROVEMENT
SR-5275-S (sideline sewer) IN TRACY SANITARY SEWER IMPROVEMENT

At the public hearing held by the City Commission on June 14, 1973,
there were some objectors to the construction of this sanitary
sewer improvement. The main objection was that they already had
sanitary sewers abutting their property.
The Commission, by Resolution 73-411, requested the Administration
to take into consideration the matter of existing sewers in Tracy
Sanitary Sewer Improvement District SR-5275 CO and determine
specific assessments against property owners living in this
district. The Department of Public Works investigated the condition
of these existing sewers and the result is as follows:
1) The existing concrete pipe sewers were approximately 50 years old.
2) The lab report indicated a 15% to 20% reduction in the wall thick-
ness of two sections of pipe tested.
3) The City field test indicated that the concrete pipe was brittle
and the mortar joints were deteriorated.
4) If the replacement of these deteriorated concrete pipe was post-
poned, the replacement would be more expensive due to the neces-
sary replacement also of pavement, sidewalk and/or curb and
gutter.
5) It is reasonable to assume that a significant amount of this
concrete pipe would have failed in the near future and they
would have to be replaced on an emergency basis which would also
be more expensive.
6) If these deteriorated concrete pipe sewers are replaced now,
Ietro Dade County would rebuild the streets at no cost to the
abutting property owners.

In order to arrive at a reduction in assessment for those properties
in the Tracy Sanitary Sewer District that received a new sanitary
sewer but were previously served by a concrete pipe sewer, the follow-
ing factors were considered:
1. The existing concrete pipe was 50± years old.
2. The lab report indicated a 15 to 20% reduction
in wall thickness on two sections of pipe tested.
3. A City field test indicated that the pipe was
brittle and mortar joints deteriorated.
4. N.W. 20 Street was rebuilt by Dade County. The
rebuilding included removal of material above
pipes and use of heavy roadbuilding equipment
which would greatly increase the load on the con-
crete pipe.
5. Replacement costs in the near future would be
more expensive due to pavement, sidewalk and/or
curb and gutter replacement.
It is reasonable to assume that a significant amount of pipe would have
failed during roadway construction. It is also very unlikely that more
than a few of the present owners paid an assessment for the original
sanitary sewer. An additional factor which may have some merit in its
consideration is the fact that all properties affected by the concrete
pipe replacement received a newly rebuilt street by Metro Dade County
without a special assessment.

Based on the above information and the fact that the property owners
were told by the City Commission that an assessment reduction would
be considered, it was concluded by the Sewer Section, and approved
by William E. Parkes, Assistant Director, that a fair and reasonable
deduction would be 250 of the cost.
In order to arrive at this equitable assessment, and in accordance
with the above information, we propose to calculate the assessment
for this improvement as follows:
1) New sewer and new lateral - normal assessment.
2) Sewer replacement and lateral replacement - reduce sewer assess-
ment 255 and no lateral charge.
3) Sewer replacement and new lateral - reduce assessment 255 and
full charge for lateral.
u) Existing sewer and replace or reconnect existing lateral - no
assessment.
5) Existing sewer and new connection to existing sewer - charge
for lateral only.
