That the prima facie assessments, as apportioned and indicated on the preliminary assessment roll for TRACY SANITARY SEWER IMPROVEMENT SR-5275-C (centerline sewer) IN TRACY SANITARY SEWER IMPROVEMENT DISTRICT SR-5275-C (centerline sewer) be, and they are hereby, in all things, confirmed and sustained against any and all lots or parcels of ground described therein, "SUPPORTIVE DOCUMENTS 5 _ 58 FOLLOW" 2 - 1/ As appearing in the first "WHEREAS" clause hereof, and made a part of Section 1 hereof, Section 3. That the sutTis and amounts assessed against each of the lots or parcels of ground iri said preliminary assessment roll are less than the amount that each of the said lots or parcels of grounds is especially benefited by said improvement and that such amounts are in proportion to the special benefits that the property received. Section 4. That the total assessable cost of said TRACY SANITARY SEWER IMPROVEMENT SR--5275-C (centerline sewer) IN TRACY SANITARY SEWER IMPROVEMENT SR-5275-C (centerline sewer) of $84,752.02 be and the same is hereby approved and confirmed. Section 5. That any pending lien in TRACY SANITARY SEWER IMPROVEMENT SR-5275-C (centerline sewer) for sanitary sewer improve- ments not appearing in the preliminary assessment roll and not certified hereby be, and the same is hereby, canceled and removed. TRACY SANITARY SEWER IMPROVEMENT SR-5275 (centerline sewer) Resolution Confirming Preliminary Assessment Roll RE:r Ni: NCE9: :,.i.aesunes: 2 Memorandums Construction of TRACY SANITARY SEWER IMPROVEMENT SR-5275-C (centerline sewer) IN TRACY SANITARY SEWER IMPROVEMENT DISTRICT SR-5275-S (sideline sewer) and SR-5275-C (centerline sewer) has been completed and the Preliminary Assessment Roll for this improvement is ready to be presented to the Commission for confirmation. This improvement consisted of laying a 10-inch vitrified clay pipe sanitary sewer and laying of 6-inch Cast Iron pipe laterals as required to the lots and parcels of land which abut this improvement; together with necessary manholes, other appurtenances, pump station, outfall, connection to existing sewers, relaying street pavement, sidewalk, and curb and gutters where such relaying was made necessary by this improvement. This improvement is part of the program to provide sanitary sewers throughout the City. The City Commission, by Resolution No. 73-411 expressed the desire "to take into consideration the fact that sanitary sewers do exist in portions of this district at the present time, and to make their recommendation for assessments on the individual parcel of property in these districts accordingly". The assessments in this district were calculated in accordance with the attached memorandums. A public hearing is scheduled for July 27, 1978 to hear objections to confirmation of the assessment roll. If no objections are sustained, it will be in order for the commission to adopt the resolution confirming the assessment roll. The main objection was that they already had sanitary sewers abutting their property. The Commission, by Resolution 73-411, requested the Administration to take into consideration the matter of existing sewers in Tracy Sanitary Sewer Improvement District SR-5275 C&S and determine specific assessments against property owners living in this district. The Department of Public Works investigated the condition of these existing sewers and the result is as follows: 1) The existing concrete pipe sewers were approximately 50 years old, 2) The lab report indicated a 15 to 20% reduction in the wall thick- ness of two sections of pipe tested. 3) The City field test indicated that the concrete pipe was brittle and the mortar joints were deteriorated. 4) If the replacement of these deteriorated concrete pipe was post- poned, the replacement would be more expensive due to the neces- sary replacement also of pavement, sidewalk and/or curb and gutter. 5) It is reasonable to assume that a significant amount of this concrete pipe would have failed in the near future and they would have to be replaced on an emergency basis which would also be more• expensive. 6) If these deteriorated concrete pipe sewers are replaced now, Metro Dade County would rebuild the streets at no cost to the abutting property owners. • 1078-496 EAR mw mw NEM It O : Vincent Ea dHAtril3 dro Jude 213 1976 Eased on the above information and the fact that the property oi•.rner s were told by the City Cornriissicn that an assessment reduction would be considered, it Was concluded by the Sewer Section, and approved by William E. Parkes, Assistant Director, that a fair and reasonable deduction would be 255 of the cost. In order to arrive at this equitable assessment, and in accordance With the above information, we propose to calculate the assessment for this improvement as follows: 1) New sewer and new lateral - normal assessment. 2) Sewer replacement and lateral replacement-- reduce sewer assess- ment 255 and no lateral charge, 3) Sewer replacement and new lateral - reduce assessment 255 and full charze for lateral. 4) Existing sewer and assessment. replace or reconnect existing lateral - no 5) Existing sewer and new connection to existing sewer - charge for lateral only. FLORIDA iN?tR=ofrics •MEMORANDUM to: Carlos Silvestre Assessment Section Via: William t • Parkes Assistant Director ame s ay Assistant Sec lion Dead Sewer Section DALE: December 23 1375 SUBJECT: hLE: Reduction in Assessineftt for Concrete Pipe Replacement in Tracy Sanitary Setier District REFERENCES: ENCLOSURES: In order to arrive at a reduction in assessment for those properties in the Tracy Sanitary Sewer District that received a new sanitary sewer but were previously served by a concrete pipe sewer, the follow- ing factors were considered: 1. The existing concrete pipe was 50+ years old. 2. The lab report indicated a 15 to 20% reduction in wall thickness on two sections of pipe tested. 3. A City field test indicated that the pipe was brittle and mortar joints deteriorated. 4. N.W. 20 Street was rebuilt by Dade County. The rebuilding included removal of material above pipes and use of heavy roadbuilding equipment which would greatly increase the load on the con- crete pipe. 5. Replacement costs in the near future would be more expensive due to pavement, sidewalk and/or curb and gutter replacement. It is reasonable to assume that a significant amount of pipe would have failed during roadway construction. It is also very unlikely that more than a few of the present owners paid an assessment for the original sanitary sewer. An additional factor which may have some merit in its consideration is the fact that all properties affected by the concrete pipe replacement received a newly rebuilt street by Metro Dade County without a special assessment. 078-496 /" Mr. 8ilvestre December 2, 1975 eased oft the above information and the fact that the property owners were told by the City Commission that an assessment reduction would be considered, 1 conclude that a 25% reduction is fair and reasonable.
