IN THE AMOUNT OF $34,923.00, TO BE USED BY TIIE DEPARTMENT OF POLICE JUVENILE OFFENDER DIVERSIONARY PROJECT, IJITH FUNDS THEREFORE EXPENDED FROM LEAA GRANT PUNTY WHEREAS, the City of Miami has received an extension of a Grant from the U. 5. Bureau of Criminal Justice, Law Enforcement Assistance Administration for the City's Juvenile Offender Diversionary Project; and' WHEREAS, the Bureau discontinued an allowance for the leasing o automobiles used in the project; and WHEREAS, in order Le prevent aninterruption in the Project, 'it vas necessary to obtain bids and purchase automobiles which were availabl' for immediate delivery; and WHEREAS, public notice was given advertising for bids, and two. bids were received; and WHEREAS, the City [tanager found that the bid received from Northside Motors, Inc. in the amount of $34,923.00 was the lowest responsible bid; "DCD'JM P`+ j INDEX `NOW, THEREFORE, FLORIDA:. The Project, funded through the Law Enforcement Assist- ance Administration (LEAA), was disallowed the use of leased vehicles by the Bureau of Criminal Justice Planning and Assistance. The communication from the Bureau dis- allowing the leasing of vehicles was received on June 15, 1978, fifteen days prior to the initiation of the grant period for FY 1978-79. Because of the constraints placed on the Project by the Bureau and the 45-day deadline for compliance, the Depart- ment initiated the emergency purchasing procedures with the cooperation of the City Manager's office and Building and Vehicle Maintenance. Other potential bidders could not meet the delivery requirement. The Juvenile Offender Diversionary Project is funded by a LEAA Grant, Which in previous year authorized the leasing of automobiles. The current renewal of the grant, however, did not authorize leasing, and in order to prevent an interruption of the project, it was necessary to purchase the vehicles.
