The Project, funded through the Law Enforcement Assist- ance Administration (LEAA), was disallowed the use of leased vehicles by the Bureau of Criminal Justice Planning and Assistance. The communication from the Bureau dis- allowing the leasing of vehicles was received on June 15, 1978, fifteen days prior to the initiation of the grant period for FY 1978-79. Because of the constraints placed on the Project by the Bureau and the 45-day deadline for compliance, the Depart- ment initiated the emergency purchasing procedures with the cooperation of the City Manager's office and Building and Vehicle Maintenance.
