CITY MANAGER TO ENTER INTO AN AGREEMENT WITH
SENIOR COMMUNITY SERVICE EMPLOYMENT PROGRAM
AND SENIOR AIDES PROGRAM OF DADE COUNTY FOR
THE COORDINATION OF SERVICES SUBSTANTIALLY IN
ACCORDANCE WITH THE TERMS AND CONDITIONS SET
FORTH IN THE ATTACHED AGREEMENT; WITH FUNDS
THEREFOR ALLOCATED THROUGH THE FIRE DEPARTMENT'S
GENERAL BUDGET AND THE FIRE FIGHTERS BOND FUND,
NOT TO EXCEED $50,000.
WHEREAS,
Citizens in the performance of fire education and home safety
surveys; and
WHEREAS, the Senior Citizen Service Employment Program and
the Senior Aides Program of Dade County desire to cooperate t
provide participants in this connection; and
WHEREAS, the City of Miami department of fire personnel
pursuant to this agreement will teach and train these participants; and
WIHEREAS, funds are allocated through the Fire Department'
general budget and the Fire Fighters Bond Fund; and
WHEREAS, the City Manager recommends approval;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSIONOF THE

Section 1. The City Manager is )IPu prized to enter
into the attached agreement with Senior Community Service Employment
Program and Senior Aides Program of Dade County for services in
connection with the Home Safety Inspection Program in accordance with
the terms and conditions set forth therein with funds hereby allocated
through the City of Miami Fire Department's general budget and the
Fire Fighters Bond Fund not to exceed $50,000.

Hate Safety Advisors
On the next Commission Agenda will be a contract for approval between
City of Miami and the Senior Community Service Employment Program, a
project within the National Retired Teachers' Association, American
Association of Retired Persons and the Senior Aides Program of Dade
County, a subdivision of the Senior Centers of Dade, Inc.
This program will ultimately employ 46 older Americans (over 55) who
will conduct Residential Fire Safety Surveys within the City of Miami.
By September 14, 1978, 26 participants who are residents of the City
of Miami, will have already completed an 80 hour training program con-
ducted by the City of Miami Fire Prevention Bureau and will be the
first of 46 citizens who will be employed under this program.
Inasmuch as this is a very positive Senior Citizens Program, it is re-
quested that we be allowed to appear before the Commission at 2 o'clock
for approximately 5 minutes, to introduce this group and briefly outline
our goals.

referred to as "TIiE CITY AND OR HOST AGENCY"), Senior Community
Services Employment Program, a project within National Retired

(hereinafter referred to as "SPONSOR"), and the Senior Aides Program

WITNESSETH:
WHEREAS, the City of Miami is desirous of utilizing senior
citizens in the performance of fire education and home safety
surveys; and
WHEREAS, the City of Miami's Department of Fire, personnel
pursuant to this agreement will teach and train these senior
citizens; and
WHEREAS, federal funds are made available, under,Title IX
the "Older American Act";
NOW, THEREFORE, in consideration of the mutual covenants and
agreements hereinafter set forth, the partiesThereto covenant and
agree as follows:
SENIOR CENTERS OF DADE AGREES:
1. To provide no more than sixteen (16) persons who are
residents of the City of Miami for participation in the program.
2. To provide salaries for said persons participating in

THE SENIOR COMMUNITY SERVICE EMPLOYMENT PROGRAM AGREES:
1. To provide no more than thirty (30) persons who are
•residents of the City of Miami for participation in the Home Safety
Advisors Program.
2. To provide salaries for said persons participating in
-subject program.
3. To.provide liability, and workmen's compensation
"insurance coverage for said participants until these participants
become CITY employees, as per the attached program manual and
Title Ih Rules and Regulations to be incorporated by reference as
-part hereof.
4. To provide administrative support to the HOST AGENCY,
the City of Miami.
THE CITY AGREES:
1. To serve as the HOST AGENCY for subject program.
2. To provide administrative support, supervision and training
e senior citizen participants.

At any time during, the term of this agreement, the parties

The city of Edmunds* Washington* developed a pro grant utilizing
senior citizens to perform fire education/home safety surveys. An 80
hour training package, including slide presentations, was developed to
be used by the Fire Department instructor to train these senior citizens.
Federal funds were awarded for this program under Title IX of the "Older
American Act." Funds are now available to any city that wishes to host
such a program, utilizing the Edmunds curriculum.
OBJECTIVES
Establish an ongoing, bilingual public safety education program to
reduce fires caused by public ignorance and apathy.
A similar program is successfully underway in cities and communities
as diverse as Huntington, West Virginia; Aurora, Colorado; Tucson,
Arizona; and Orange, Texas. At least 40 other cities are in various
stages of program development. We have been advised by the National
Public Education Office of the National Fire Prevention and Control
Administration that several major cities: New York City, Los Angeles,
Phoenix, Dallas, Syracuse, N.Y., have just recently shown interest in
this program, but at the present time, the proposal by the City of Miami
is the most comprehensive, large-scale program in the country.
We intend to utilize senior citizens who live in the City of Miami,
to perform door-to-door home/fire safety surveys, advise homeowners of
benefits of early warning devices (smoke detectors), and give general

iitstttuetion in all phases of the safety in the home. One or WO
participants will be utilized to install and test smoke detectors on
request. In the future, when this program is well established, we
expect to utilize some participants to test single station smoke
detectors, required by the Fire Code, which have been installed in
Group "H" occupancies, as a horizontal separation alternative. Fire
safety demonstrations would be presented to elementary school children,
P.T.A., senior citizen groups, etc.
After a few weeks, we intend to utilize two of the participants,
with supervisory ability, as supervisors. We also expect to utilize
one of the participants as a record keeper and clerk for the program.
GOAL
Reduce the loss from accidental fires in single family homes and
duplexes by 2% per year, for five years.
Make homeowners aware of the potential of single station smoke
detectors to save lives, prevent injury, and reduce property damage
through early warning.
Through public awareness of this program, we could provide the
necessary manpower, tools, and expertise to properly place and install
smoke detectors for homeowners who request assistance. This program
could be very beneficial to older citizens, widows, disabled persons
and single women.

There will be funding provided for 46 participants who will work
tout (4) hours a day, five (5) days per week. Their classifications

FUNDING
Funding for older citizens' salaries will be provided thtough,a
Project Sponsor (contractor):
(a) Senior Citizens of Dade (16 persons)
(b) Senior Community Services Employment Program (30 persons)
There will be no cost to the City for senior citizens' salaries until
October 1980. At this tine, the City of Miami would be expected to fund
at least 30% of these employees, on a part-time basis, 20 hours per week.
It is recommended that three (3) vehicles and office equipment be
purchased, utilizing the Fire Department Bond Funds, and uniforms, tools,
and vehicle maintenance would be budgeted in the 1978-79 and 1979-80
regular budgets.
Regular Fire Department personnel, one (1) Fire Lieutenant and one
(1) Firefighter would be required to administer this program, 20 hours
weekly, as well as other assigned duties within the Fire Prevention
Bureau for the additional 20 hours weekly. We feel it is necessary to
have control of this program within the Fire Prevention Bureau and it is
necessary to increase the staff for this purpose.

The host agency shall be responsible for local operations of the
ptogram and shall designate a member of its staff who will be responsible
tot supervision of all its Title IX enrollees. We will have the right of
final screening and selection of applicants furnished by the Project
Sponsors.
The host agency must be able to match the total federal funds with
at least a ten percent (10%) contribution from non-federal sources (see
ANNUAL COST). This matching contribution may be in -kind and such sources
as supervision, training, administration, supplies and equipment costs may
be utilized for this purpose.
The host agency shall be responsible for completing and transmitting
to the Project Director all forms and reports necessary to properly
administer and assess the progress of the program.
TRAINING
The training period will be four (4) weeks (80 hours - 20 hours per
week), to correspond to the federal requirement. The training program
will be conducted by a Fire Lieutenant and a Firefighter.
The home inspection instructions will be based upon the Edmunds
Fire Department, Washington State Program, entitled, "Residential Fire
Survey Training Program." This program will be modified to meet local
needs. The public education instructions will cover slide programs,
table -top demonstrations, and other instructions required to insure that
they represent the best interests of the City.

Ater the training is concluded, the participants Will report to
de§ignated work location every day except holidays and weekends, where
they will receive their assignments. However, hours may be modified for
persons who might be involved in public presentations. Periodically,
they would be required to attend meetings of an administrative nature and
could also be required to attend additional training sessions and/or
individual counseling, as needed.
SUPERVISION
Supervision during and after the training period will be provided.
It will require, for the first 60 days, two Fire Prevention Bureau staff
to plan and deliver the training program (30)days). After training is
completed, it will require two (2) Fire Prevention Bureau staff for the
next thirty (30) days to work in the field with the participants for 20
hours per week. After a few weeks, two (2) participants who demonstrate
supervision skills would be appointed as supervisors. At this point,
one (1) Fire Department supervisor would handle the program.
Transportation for participants will be a dual responsibility.
Usually, they will report directly to their predetermined general work
location (neighborhood) and would be met by a supervisor for roll call,
exchange of information, etc. From this point, they would be taken to
their assigned area, which could be as far away as one (1) mile. They
would work in that area and be picked up four (4) hours later and returned
to a predetermined location.
Exceptions: (1) Installer Title IX - would travel to various locations
in the course of his duties installing smoke detectors
utilizing a City vehicle.

(2) Supervisors Title IX -- would be te4uited to ttetispott
personnel and transmit information to the Fire Prevention
Bureau, pick up and distribute handouts, take injured or
ill participants to a medical facility, utilizing a City
Vehicle.
Typist Clerk I worksite would be the Fire Prevention
Bureau and this person would report to this location
daily.
IDENTIFICATION
A City of :Miami clip -on Identification Card could be issued for
identification. This card would have the individual's picture on it and
would be clipped to his/her shirt. In the blank "position," FIRE SURVEYOR
would be entered.
A media campaign, utilizing the newspaper and television, should begin
during the third week of training, announcing the program. It should be
stressed during this campaign what will be used for identification, and
emphasize to the homeowners not to allow anyone in their homes to inspect
for fire hazards unless they have a Fire Department I.D. card.
UNIFORMS
Two (2) uniform shirts, as designated by the Fire Chief, will be
furnished to each participant by the Fire Department. The employee will
be expected to wear black or navy trousers or skirts, and black shoes.
Final screening should be completed in July and the training program
should begin approximately mid -August and be completed prior to the end of
September, i.e., four (4) weeks in the classroom, two (2) weeks in the
