AS AMENDED, THE ANNUAL APPROPRIATIONS ORDINANCE FOR
THE FISCAL YEAR ENDING SEPTEMBER BO, 1978; BY
INCREASING THE APPROPRIATION POR THE GENERAL FUND,
SPECIAL PROGRAMS AND ACCOUNTS, INTER.DEPARtMENTAL
SERVICES,COMPUTERS AND COMMUNICATIONS, IN AN AMOUNT
OF $35,Oot; To PROVIDE CONSULTANt SERVICES FOR CON.
VERSION OF THE COMPUTER PROGRAM; BY INCREASING THE
APPROPRIATION FOR THE GENERAL FUNb, SPECIAL PROGRAMS
AND ACCOUNTS, IN AN AMOUNT OP $25,000 UNDER A NEW
LINE -ITEM ACCOUNT ENTITLED, "SOUTHERN BELL FRANCHISE
ELECTION - PUBLIC INFORMATION;" AND INCREASING THE
GENERAL FUND, ANTICIPATED REVENUES, IN THE AMOUNT OF
$60,000 FROM THE STREET LIGHTING FUND; BY INCREASING
THE APPROPRIATION FOR THE GENERAL FUND, BOARD OF
COMMISSIONERS, IN AN AMOUNT OF $5,400; DECREASING
THE APPROPRIATION FOR THE GENERAL FUND, SPECIAL
PROGRAMS AND ACCOUNTS, CONTINGENT FUND, IN THE SAME
AMOUNT; FOR THE PURPOSE OF INCREASING THE EXPENSE
ALLOWANCE FOR THE CITY COMMISSIONERS; CONTAINING A
REPEALER PROVISION AND A SEVERABILITY CLAUSE.
WHEREAS, the City Commission adopted Ordinance No. 8731 on December 16,
1977 establishing revenues and appropriations for the City of Miami, Florida
for the fiscal year ending September 30, 1978; and
WHEREAS, The Department of Computers and Communications has undertaken the
conversion of the City of Miami's computer program from the IBM-360 and
Burroughs 1717 to the Burroughs 6800; and
WHEREAS, an agreement was entered into on August 23, 1978 between the City
of Miami and Allied Representatives to Management, Inc., (hereinafter called
"ARM") to provide for on -call professional programming -analytical -conversion
services of programmers at the rate of Fifteen Dollars ($15) per hour or One
Hundred Twenty Dollars ($120) per day per programmer; and
WHEREAS, it is estimated that approximately $35,000 will be needed to
provide the aforementioned ARM conversion consulting services; and
WHEREAS, funds are available from prior years' balance in the Street
Lighting Fund and $35,000 can be appropriated to the Department of Computers
and Communications to provide public information for the Southern Bell
Franchise Election; and
WHEREAS, the City Commission has placed the Southern Bell franchise on the
October 5th ballot for the voters' approval as required by the City Charter;
and

WHEREAS, the purpose of said election is to Continue the 1% i`ranchige fee
which goes into the general fund account and also provides for construction
reserve account which will accrue revenues equal to the revenue received in the
general fund in the first calendar year and twice that amount in the following
year and throughout the remaining term of the franchise; and
WHEREAS, it is necessary to prepare brochures and make presentations to
civic groups to clarify the issue for the voters; and
WHEREAS, the preparation and mailing of the brochures, slide
presentations, and the full=time use of a City car for the period preceding the
election will require approximately $25,000.00; and
WHEREAS, funds are available from prior years' balance in the Street
Lighting Fund and $25,000 can be appropriated to the General Fund, Special
Programs and Accounts, under a new line -item account entitled: "Southern Bell
Franchise Election - Public Information" for the purpose of providing the
aforementioned public information; and
WHEREAS, an increase from $3,000 to $4,800 in the annual expense allowance
for each member of the Board of Commissioners has been approved; and
WHEREAS, Ordinance No. 8837, adopted July 27, 1978 appropriated an amount
of $1,800, the cost of said increase for the first three months of fiscal year
1977-78; and
WHEREAS, funds are available in the General Fund, Special Programs and
Accounts, Contingent Fund, and $5,400 can be appropriated to the General Fund,
Board of Commissioners to fund the balance of aforesaid increase of $1,800
yearly in the expense allowances for each of the four (4) Commissioners;
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. Section 1 of Ordinance No. 8731, adopted December 16, 1977, as
amended, is hereby further amended as follows:/
"Section 1. The following appropriations are made for municipal
operations of the City of Miami, Florida for the fiscal year 1977-78,
including the payment of principal and interest on all General Obligation .

Section 2. Section 2 of Ordinance No. 87314 adopted December 16, 1977,
as amended, is hereby further amended as follows:/
"Section 2. The following activities, which are carried on for the
service convenience of other funds, shall be operated by the City Manager
within the limits of the appropriations provided in the foregoing
Departments, Boards, and accounts of the City of Miami and other revenues
or receipts which may be received.

generally carry on the functions and duties of its municipal affairs.
Section 7. The requirement of reading this ordinance on two
separate days is hereby dispensed with by a vote of not less than four -fifths
of the members of the Commission.

Proposed Legislation for
September 14, 1978, Commission Meeting
Attached please find a proposed Ordinance which appropriates: (1) an
amount of $35,000 for professional computer assistance for the department
of Computers and Communications; (2) an amount of $25,000 for expenses
pursuant to the Southern Bell Franchise referendum to be held on October
5, 1978; and (3) an amount of $5,400 to fund the increase in the
Commissioners expense allowances for the balance of Fiscal Year 1977-78.
The Department of Computers and Communications has been engaged in
contract discussions with Burroughs E-Systems and Digital Equipment
Corporation in preparation for the conversion to the Burroughs 6800
Computer. 0n August 23, 1978, an agreement was entered into between the
City of Miami and Allied Representatives to Management. This agreement
with "ARM" provides for on -call professional programming -analytical -
conversion services of programmers at the rate of Fifteen Dollars ($15)
per hour or One Hundred Twenty Dollars (S120) per day per programmer. It
is estimated that the cost of conversion from the IBM 360 and the
Burroughs 1717 to the Burroughs 6800 will amount to approximately $35,000.
This cost is based on current conversion expenses of about $4,000 per week
which will be phased into on -call services as of October 1, 1978, to
continue until the 8-6800 is delivered in February 1979.
The Southern Bell franchise issue will appear on the October 5, 1978,
ballot. Approval will result in continuance of the 1" franchise fee which
goes into the general fund account and also provides for a construction
reserve account which will accrue revenues equal to the revenues received
in the general fund in the first calendar year and twice that amount in
the following year and throughout the remaining term of the franchise. To
clarify this issue for the voters, it will be necessary to prepare
brochures and make presentations to civic groups.
The cost of preparation and mailing of the brochures, slide presentations,
and full-time use of a City car for the period preceding the election will
require approximately $25,000.
The City Commission passed legislation in December, 1977, increasing each
Commissioner's expense allowance from $3,000 to $4,800 annually.
Ordinance No. 8837, adopted July 27, 1978 appropriated an amount of $1,800
to increase the expense allowances for the members of the Board of
Cononissioners. This amount represents the cost of the increase for the
first three months of Fiscal Year 1977-78. An amount of $5,400 is needed
to fund the increase for the remainder of the fiscal year.
