Resolution Regarding Selection
of Consultants for the Design
and Construction of Fite Stations
,Cs: As Noted
Enclosed is a Resolution for Commission action at the 28 September
1978 meeting. The Resolution provides for Commission's approval of
the three most qualified firms for each of three Fire Stations, Nos.
4, 9 and 14, scheduled for construction in the next Fiscal Year; for
authorization to the City Manager to undertake negotiations with the
most qualified firms, in rank order, as necessary, to arrive at contracts
which are fair, competitive and reasonable; for allocation of $160,000
from Fire Fighting, Fire Prevention and Rescue Facilities Bond Funds
to cover the costs of the contracts; and for the City Manager to present
the executed contracts at the earliest Commission meeting for its
ratification and approval.
In implementing your instructions to have Fire Stations Nos. 4, 9 and
14 designed by architectural firms, I have met with Morris Kaufmann who
has assisted this Department in developing schedules, procedures and
budget allocations and we have initiated a fast -track program to select
the most qualified consulting firms which will furnish architectural/
engineering services for the design and construction of the stations.
We plan to complete the selection process of the most qualified firms,
following the provisions of the State's Consultants' Competitive
Negotiation Act, by 27 September 1978. At that time the names of the
most qualified firms will be inserted into the blank spaces of the
Resolution.
Funds are available from the Bond Funds mentioned above. The amount
to be allocated is neessarily higher than we intend to negotiate and
unused funds will be returned to account for other purposes.
Also enclosed is a packet of documents which describes in detail the
selection procedures and the terms and conditions for negotiating the
agreements.
