" 'l 0 4 b'IOt GRANTING THE FIRM OF SKBB INC A DER OF THE CONFLICT OF INTEREST REQUIRE- Mr OF THE CITY CODE IN ORDER THAT THEY MAY BE AWARDED A CONTRACT FOR ARCHITEC.PURAL DESIGN SERVICES FOR FIRE STATION NO. 9 REAS, the administration recommends the firm of SKBB Iic. as the top ranked firm for consideration of performing architectural design services for Fire Station No 9; and WHEREAS, Mr. Glen Buff, a principal in the firm of SKBB Inc. is the chair- man of the Urban Development Review Board, appointed by the City Commission; and WHEREAS, it is necessary to grant a waiver of the conflict of interest require- ments of the City Code Section 2-104 in order to award a contract to SKBB., if Mr. Buff is to remain on the Urban Development Review Board. NOW THEREFORE, BE IT RESOLVED BY THE COVNISSION OF THE CITY OF MLTAMiI, FLORIDA: Section 1. That the Coran.ission finds that the architectural services to be performed by the firm of SKBB Inc. are unique and the City cannot avail itself of such services without entering into a contract which would violate the conflict of interest requirements of the City Code but for a waiver of these requirements. Section 2. That the Commission finds that the proposed Contract with SKBB Inc. is in the best interests of the City. Section 3. That the Commission grants the firm of SKBB Inc. a waiver of the conflict of interest requirements of the City Code Section 2-104 in order that they may be awarded a Contract for architectural design services for Fire Station No. 9, while retaining Mr. Glen Buff as a member of the Urban Development Review Board. Brice Chief, Department of Fite 15 September 1978 Resolution Regarding Selection of Consultants for the Design and Construction of Fite Stations ,Cs: As Noted Enclosed is a Resolution for Commission action at the 28 September 1978 meeting. The Resolution provides for Commission's approval of the three most qualified firms for each of three Fire Stations, Nos. 4, 9 and 14, scheduled for construction in the next Fiscal Year; for authorization to the City Manager to undertake negotiations with the most qualified firms, in rank order, as necessary, to arrive at contracts which are fair, competitive and reasonable; for allocation of $160,000 from Fire Fighting, Fire Prevention and Rescue Facilities Bond Funds to cover the costs of the contracts; and for the City Manager to present the executed contracts at the earliest Commission meeting for its ratification and approval. In implementing your instructions to have Fire Stations Nos. 4, 9 and 14 designed by architectural firms, I have met with Morris Kaufmann who has assisted this Department in developing schedules, procedures and budget allocations and we have initiated a fast -track program to select the most qualified consulting firms which will furnish architectural/ engineering services for the design and construction of the stations. We plan to complete the selection process of the most qualified firms, following the provisions of the State's Consultants' Competitive Negotiation Act, by 27 September 1978. At that time the names of the most qualified firms will be inserted into the blank spaces of the Resolution. Funds are available from the Bond Funds mentioned above. The amount to be allocated is neessarily higher than we intend to negotiate and unused funds will be returned to account for other purposes. Also enclosed is a packet of documents which describes in detail the selection procedures and the terms and conditions for negotiating the agreements. Enclosures HWB:soe
