THE ANNUAL CAPITAL IMPROVEMENT APPROPRIATIONS
ORDINANCE FOR THE FISCAL Y 'AR ENDING SFt'TEMBER 30,
1978, BY MAKING All ADJUSTMENT IN THE 1970 HIGHWAY
GENERAL OBLIGATION BOND FUND, WHtcH AU.TUSTMtNT i5
REQUIRED FOR THE CONSTRUCTION OF COCONUT GROVE
BUSINESS DISTRICT HIGHWAY IMPROVEMENT (2F1D BIDDING);
CONTAINING A REPEALER PROVISION AND A SEVERABILITY
CLAUSE AND DISPENSING WITH THE REQUIREMENT OF
READING THE SAI1E ON TWO SEPARATE DAYS BY A VOTE
OF NOT LESS THAN FOUR -FIFTHS OF THE MEMBERS OF
THE COMIv1ISSION
WHEREAS, the City Commission adopted Ordinance No. 8716
on October 26, 1977, establishing; resources and arpropria-
tions "or the implementation of Capitalimprovements in
the City of Miami, Florida, "or the fiscal year ending~
September i0, 1.978; and
WHEREAS, the City Commission adopted Ordinance No. 8?34
on January 11, 1978, 0rdinanct No. 8745 on January 24, 1978,
Ordinance No. 8772 on March 9, 1978, Ordinance No. 8829 on
July 27, 1978, and Ordinance No. 8844 on September 14,
1978, amending Section 1 of Ordinance No. 8716; and
WHEREAS, bids were received on September 14, 1978 for
COCONUT GROVE BUSINESS DISTRICT HIGHWAY IMPROVEMENT (2N1)
BIDDING), and additional. .0undg in the amount of $196,000
from the 1970 Highway G.O. Bond Fund are needed to proceed
with the project;
NOW, THEREFORE, BE IT ORDAINED 13V THE COMMISSION OF
THE CITY OF MIAMI, FLORIDA:
Section 1, Section 1 of Ordinance No. 8716, adopted
October 26, 1977, as amended, is hereby further amended as
follows 1/

Section 2. All ordinances or parts of ordinances
insofar as they are inconsistent or in conflict with the
provisions of this ordinance are hereby repealed.
Section 3. If any section, part of section, paragraph,
clause, phrase, or word of this ordinance is declared invalid,
the remaining provisions of this ordinance shall not be affected.
Section 4. The requirement or reading; this ordinance
on two separate days is hereby dispensed with by a vote of
not less than four -firths of the members of the Commission.

Amendment to Capital Improvement
Appropriations Ordinance No.8716
(For September 28, 1978 Commission.

Amendment
Attached is an amendment to the Capital Improvement Appropriations
Ordinance for making adjustments in the 1970 Highway General
Obligation Bond fund. These adjustments are needed to fund the bid
awarded by the Commission for the Coconut Grove Business Area
Highway Improvement H-4408 on September 28, 1973.
Our total cost for this project is $996,000. Funds are to come from
the 1970 Highway General Obligation Bond account. The previous
allocation of $800,000 for this project will be increased $196,000
by reduction of the funds allocated for the S. W. 22 Street Highway
Improvement. There will be no change in the total amount of Highway
General Obligation Bond funds appropriated.
A request to dispense with the requirement of reading on the amend-
ment to the Capital Improvement Appropriations Ordinance #8716 on
two separate days has been requested. Construction is estimated to
begin in November, 1978.
