HomeMy WebLinkAboutR-78-0638RFC/tb 10/6/78 RESOLUTION N0 . r -f 8- 6 3 8 i A tESOLUTION DECLARING THE CITY'S SUPPORT OF FEDERAL HOUSE BILLS NO. 8729 AND NO. 11986 WHICH ALLOCATE 2% OF THE PRESENT 8% TAX ON AIRLINE TICKETS TOWARD DEFRAYING THE COST OF AIRPORT NOISE ABATEMENT MEASURES; THEREBY BRINGING RELIEF TO AREAS ADJACENT TO AIRPORTS. WHEREAS, Title I of the basic bill, HR 8729, estab=. lshes a new, voluntary program to assist airports and surround- 3urisdictions to develop and carry out programs to reduce existing land use incompatible with airport operations - and makes com- munities surrounding airports eligible for grants to assist in the noise abatement effort; and WHEREAS, Title II of said bill increases authorized funding levels for the airport development program and extends for 2 more years the 90% federal share for grants to smaller, non - self -sustaining airports; and WHEREAS, Title III of said bill attacks noise at its source - the aircraft and its engines. To meet the cost of com- pliance with new federal noise regulations, imposed retroactively by the FAA on aircraft previously approved by the government, airlines will pay two-thirds of the cost, with air passengers and shippers paying one-third through a special funding mechan- ism which will allow 2% of the present 8% airline ticket tax to be used exclusively for aircraft noise abatement; and WHEREAS, the A.T.A. reports there presently are same 2,400 jets in the U.S. fleet. NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION Oy t_CITY OP MIAMI, FLORIDA: Section 1. The City Commission strongly supports .and Urges passage of Federal House Bills No. 8729 and No. -.11986 which allocate 2% of the present 8% tax on airline tickets toward defraying the cost of airport noise abatement measures; thereby bringing relief to areas adjacent to airports.
