A RESOLUTION CLOSING THE INTERSECTION OF TALUGA
DRIVE AT SOUTH DIXIE HIGHWAY (U.S. 1) TO VEHICULA
TRAFFIC UNTIL FURTHER NOTICE.
WHEREAS, the City of Miami has received numerous complaints
froih property owners in the neighborhood; and
WHEREAS, these property owners have requested the closure
to traffic of Taluga Drive at South Dixie Highway (U.S. 1); and
WHEREAS, there have been several accidents at this
intersection; and
WHEREAS, there is sufficient other vehicular access
neighborhood; and
WHEREAS, the City Commission deems it advisable the''.

NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:
Section 1. That the intersection of Taluga Drive at
South Dixie Highway (U.S. 1) be closed to vehicular traffic until
further notice.

In a memo written February 9, 1978 to Mr. Grimm your office has
been informed of our investigation regarding the traffic conditions
on Taluga Drive at South Dixie Highway (U.S.1).
This Department has received additional phone calls concerning
this traffic problem from the property owners in the neighborhood.
In order for us to proceed with preparations to close Taluga
Drive as an access to and from Dixie Highway we have scheduled a
public hearing before the City Commission on the 28th of September
at 2:30 P.M. The public hearing will be advertised in the news-
papers on the 18th of September 1978. Property owners of the
neighborhood are being informed of the time and place of the hearing
by letter.
We are enclosing a sketch showing the proposed changes that would
eliminate traffic at the north end of Taluga Drive.
If no objections are sustained the Department of Public Works
recommends adoption of a Resolution of the closing of Taluga
Drive at South Dixie Highway (U.S.1) to vehicular traffic.

Dear 71rissi,
I live on the corner of Taluga Drive and Iakeena Drive,
and have had the opportunity of o'oserving what I believe
is a very dangerous situation takino: place on a daily
basis. There is a short stretch, perhaps the lenc-th of
a driveway, of Taluga Drive that has Do Not Enter z'f:ic-ns
clearly posted. They are posted with very good reason.
Entering U.S. 1 from this ,iirectich is 1anr7eroust how-
ever most all cars that want to do enter against the
signs onto the highway. There is almost no visibility
from this direction, and very poor visibility from the
highway onto the street. I would like to see what cl,.n
1:e done about having this short street closed to
all traffic. There is cne lady who has her driveway on
the street, and the street should be made to be her
driveway, not for use as access to and from the highway.
Almost all residents of the area use the access roads
from 22n1 Avenue or 17th Avenue and would not miss this
one and it would make a safer neighl-orhool for us all.
For the same reason, some years ago Natoma was closed
to entrance or exit to the hi-:hway an have been other
streets on the other sie of 17th Avenue.

We have investigated the complaint of Mrs. Karen Llorente regarding
traffic conditions at Taluga Drive and South Dixie Highway (US-1).
The traffic,movements at this intersection are as hazardous,
although not as frequent, as those that existed at Natoma and Dixie.
It is on this basis that we recommend that Taluga Drive be closed
as an access to and from Dixie Highway. Taluga would have to
remain open to traffic, from Wakeena North to nearly Dixie, in
order to serve two homes that front on this street. Because of
the close proximity to S.W. 17th Avenue, any closing would not
create a difficulty of access to the abutting area from Dixie.
As you may remember, although the County and State did not object
to the closing of Natoma Street, they would not participate in the
physical construction. The County did, however, provide the nec-
essary signs and pavement markings.
Natoma Street was closed by Commission Resolution at a public
hearing on January 10, 1974. Our Operations Division constructed
an aluminum barricade and concrete curb to complete the closing
later in the year. We could follow the same procedure for Taluga.

that you and I agreed to last Friday.
If this draft meets with your approval, please send two executed
copies for our files. I would like to be able to accomplish this
before October 17th, so that we can assure the City Commission
that important projects such as the conference center are going
to be moving forward.
We very much appreciate the fine work you and your staff have
done in designing and working towards the implementation of an
expansion for the parking ramp by Miami Dade Community College.
Judging by the renderings you showed me, it should turn out to
be another fine building for downtown.

In order to insure continued good working relationships between
the City of Miami in its efforts to redevelop downtown Miami, and
the Off -Street Parking Authority in its goal of establishing low
cost public parking in that downtown area, the following points
of agreement are made specific:
1) The Off -Street Parking Authority and the City agree that it
is a mutual goal to develop as much public parking downtown
as possible, and to that end the Authority recognizes that
the City will be encouraged to build additional parking and
turn it over to the Authority for operation at any time that
the City identifies a necessary project, and the Authority
indicates that it is not in a position to undertake the
construction in question.
2) That in order to facilitate the building of a parking structure
for the Miami Conference Center, the Authority's consultants
will provide the necessary letter documentation, without
addressing any extraneous matters.
3) That the Authority understands that in its operation of the
Miami Conference Center garage, it will need to accept standard
operating procedures which will be conditioned by contractural
relationships between the City and Miami Center Associates, as
well as the University of Miami, and further, that those oper-
ating procedures will need to recognize the revenue requirements
of the bonds issued by the City to finance the facility.

4) That in order to facilitate part of the deVelopfeht of Ball
Point, and ih recognition of the income to be derived by the
Authority from the operation of the Conference Center garage,
that the Authority recognizes that Chopin Plaza is in fact a
dedicated street for which the record needs to be perfected.
5) The Authority, in recognition of'the benefits to it of
receiving income for the operation of the Conference Center
garage, without any attendant counterbalancing debt service
requirements, declares its willingness to release to the City
without any claim for financial remuneration the property it
now designates as Lot 41, under the expressway at the Confer-
ence Center site.
6) The City has for some time expressed an interest in the
possible future beautification of Biscayne Boulevard imme-
diately adjacent to the downtown area, and the Authority
agrees to be receptive to discussion of future plans which
the City may propose, if those plans make reasonable accommo-
dation for the revenue requirements of the Authority represented
by the parking meters currently located in the center section
of Biscayne Boulevard.
7) The Authority recognizes that during transitional periods in
which downtown properties are under construction, it may be
necessary to use vacant lots downtown for temporary parking,
and both the City and the Authority will cooperate to make
such use possible for reasonable periods of time.
