RICE/RUSSELL, MARTINEZ AND HOLT/FIRST RESEARCH CORPORATION/FORTI ENGINEERING SYSTEMS FOR A COCONUT GROVE BUSINESS CENTER PUBLIC PARKING FACILITIES FEASIBILITY STUDY, AND FURTHER DESIGNATING ALTERNATIVE FIRMS IN AN ORDER OF RANK. WHEREAS, the Commission, by Resolution 78-301 dated April 27, 1978 directed that consultant services be sought for a public parking facilities feasibility study of the Coconut Grove Business Center; and WHEREAS, the administration has followed procedures of the Florida Consultants' Competitive Negotiation Act by advertising and soliciting responses from interested firms; and WHEREAS, twelve firms responded of which three were found to be most qualified; seven were found to be qualified and two were not found to be qualified to undertake the study; and WHEREAS, the three most qualified firms were personally interviewed by a Selection and Negotiation Committee on October "DOCUMENTINDEX 3, 1978; and ITEM NO WHEREAS, the administration has recommended the tean Joseph 11 F. Solicitation of consultant letters of interest was accomplished by advertisements in local newspapers in the period July 27-30,1978, advising those interested to secure the solicitation (ATTACHMENT A) from the City Clerk's Office and respond by August 25, 1978. Twelve firms responded with letters of interest. On September 21, 1978, a Selection and Negotiation Committee was appointed by the City Manager composed of Joseph W. McManus and Jack Luft, Planning Department and George Campbell, Public Works Department. FOLLOW" EVALUATION: The consultant selection process followed procedures outlined in the Florida Consultants' Competitive Negotiation Act. On September 22, 1978, the Selection and Negotiation Committee met to review the qualifications of the twelve firms. J oseph Re Grassie The Consultant Evaluation Summary (ATTACHMENT C) shows that three firms were found to be most qualified; seven firms were found to be qualified, and the two remaining firms were not found to be qualified to undertake this study. The Selection and Negotiation Committee then decided to invite the three most qualified firms for personal interviews. Three firms were interviewed by the Selection and Negotiation Committee on October 3, 1978. The criteria utilized included professional staff capability; adequacy of personnel; willing- ness to meet time and budget constraints; previous experience; current and projected workloads; familiarity with Miami area and minority representation (ATTACHMENT D). FINAL EVALUATION: The three finalists were evaluated as follows: Rank Firm (Score: out of 50) 1. Joseph F. Rice/Russell, Martinez and Holt/First Research Corp/Forti Engineering Systems Score: 44.3 Richard C. Rich & Asso- ciates, Inc. Score: 43.3 David Plummer & Associates Inc./Kimley-Horn and Asso- ciates, Inc. Score: 41.3 Comments This local team offered a complete range of expertise, was completely familiar with the Coconut Grove situation, and existing workloads would permit immediate attention. Minority representation. This firm conducts a nationwide practice in all aspects of park- ing. However, the Committee felt that lack of familiarity with Coconut Grove and commutation time from Detroit would detract from the study. This team was found to be well qualified to undertake the study. However, the Committee felt that commutation time for Kimley Horn; prospective workloads for the local firm; and lack of previous joint experience of the team would detract from the study. As an alternative to more private surface parking lots throughout the area, the City is seeking this feasibility study to determine the need for•,and proper course of action to develop, a public off-street parking garage. The assistance of a consultant is required to provide the research, analysis and recommendations outlined in the attached - "Synopsis of Program and Scope of Professional Services." Upon receipt, your Letter of Interest will be reviewed by a Selection and Negotiation Committee appointed by the City Manager. Priority will be given to firms with minority representation. After an initial screening, at least three (3) qualified firms will be requested to submit a written proposal for services. Elements of the program should include, but not necessarily be limited to, the following: 1. Review of all relevant studies, plans and ordinances for the Coconut Grove Business Center. 2, Survey of type, quantity and encumbrances of existing parking m facilities, both on and off street. ■_ . Determin• ation of existing parking demand and a projection of future parking demand, based on an analysis of anticipated development and redevelopment within the study area. Infor- m mation for this analysis should be derived from, but not limited to, surveys of property owners, C-2A development re- gulations', and discussions with Planning Department officials. 4. Identification of unmet parking demand. after accounting for private ventures now anticipated, with findings that additional facilities are needed. . Analysis of existing land values in the area. 6. Selection and analysis of alternative sites for parking faci- lities and their design with respect to existing and projected traffic patterns and volumes .pedestrian access, potential adap- tation to ground floor.retail activities in the parking facili- ty, and scale relationships to existing development. 7. Preparation of a development strategy package identifiying de- velopment financing mechanisms (including public/private ven- tures) total capital investment, pro -forma facility operation in terms of costs/revenues, and statement of the financial fea- sibility of a revenue bond issue and bond coverage. . Consideration will be given to the impact of adjacent areas such as Dinner Key, the Marina, the new Exposition Center, and business.development to the north and west. Land Value The present land use does not represent highest and best use in many instances. A maximum use condition may be simulated to determine the impact on the parking demand in the area. The availability of parking, (or lack of it), may restrict development or it may channel development by where it is or how far the parking is removed. This will be a determinant in the selection of areas suitable for off-street parking, either lot or garage. Particular attention will be given to Virginia Street, Oak Avenue, Tigertail Avenue, and Mary Avenue on the North, and to Grand Avenue on the West.
