Mr. Mike Simonhoff, the environmental representative on the Environ-
Mental Preservation Review Board, submitted his verbal resignation
from the Board on July 5th. He stated that he was resigning because
of the amount of time required for his Senate campaign.
On July 21st we sent our letters to environmental organizations in the
Miami metropolitan area soliciting applications for the vacated "environ-
mentalist" position (see attached letter). As of today, September 20th,
we have received three applications.
Would you please schedule the selection of one of these applicants for
the vacated Board position for the next available City Commission meeting?

This is to inform you that the City of Miami has a vacancy for an
Environmentalist on its Environmental Preservation Review Board (EPRB).
We are currently soliciting recommendations for applicants for this position
from environmental organizations. Members of the board are appointed for a
two year term and all members serve without compensation.
The Board has a quasijudicial responsibility for granting or denying develop-
ment and tree removal activitiy within areas of the City (see attached copy of
the ordinance).
We would appreciate your submittal of a maximum of two recommendations.
Please include each applicant's resume. We are hoping to fill this position by
the end of September. To do this, recommendations must be returned by
September I, 1978 to the City of Miami Planning Department, P.O. Box 708,
Miami, Florida 33133. The final selection is made by the City of Miami City
Commission.

Dear Sirs and Madam:
I would like to take this opportunity to brief you on what
I consider to be pertinent factors regarding my qualifica-
tions as a member of the Environmental Preservation Review
Board. I have been a long time resident (29 years) of the
Miami area. I have seen Miami grow from a fairly small
town to a thriving metropolis area. I am a student of
history, natural sciences, and landscape architecture and
appreciate the importance of preserving as much of the
natural resource we have left in an economically feasible
fashion in an effort to enhance our urban environment.
I began my education in landscape architecture and environ-
mental design at an early age by working in a plant nursery
and becoming involved in all phases of horticulture. I
became drawn to the field of environmental design in an effort
to understand ways in which to resolve the planning and
physical design issues involved as man urbanizes the land-
scape. During my undergraduate education, which was a five
year professional degree program, I received a strong back-
ground in the art and science of landscape architecture. At
that time, I took many courses in biology, botany, natural
sciences, plant ecology and plant identification. In graduate
school, I concentrated on the more complex issues in landscape
architecture involving large scale planning, urban design, the
economics of development and the economics of environmental
preservation and enhancement.
I have had seven years formal education in environmental
planning and landscape architecture at two of the finer
institutions of learning in the United States. I have had
eight years of professional practice in the field of
environmental design and landscape architecture. Much of
my professional work relates directly to the types of concerns
that will be addressed by members of the Environmental
Preservation Review Board. While employed as the Conservation

Planner for the City of Raleigh, Worth Carolina, 1 was
responsible for reviewing all development plans proposed
Within the City of Raleigh and evaluating their impact on
the natural systems (plants, soils, water bodies, unique
features) to see that they were meeting necessary City
environmental codes and regulations. I have had much
experience in the area of site design and have a good
grasp of what is economically feasible in terms of
environmental preservation issues.
I am a registered landscape architect in the State of
Florida and Massachusetts, and a member of the American
Society of Landscape Architects, Urban Land Institute
and The American Society of Planning Officials.
I have had a long record of civic activities which involve
my concern for environmental preservation. These
activities included the following:
(1) Presidential advisor in the Organization for Environ-
mental Quality, Raleigh, North Carolina;
(2) Environmental workshop moderator for the South Atlantic
Region of the U.S. at the national meeting of the American
Institute of Architects;
(3) Member of the Physical Facilities Planning Committee for
the School of Design, NCSU;
(4) Volunteer teacher at Wiley Elementary School, Raleigh,
North Carolina; developed over a two year period courses in
environmental awareness and action;
(5) Author of EXERCISES FOR ENVIRONMENTAL EDUCATION,
while teaching at Wiley Elementary School;
(6) Author of several other publications relating to
mental preservation;
(7) Presentations on environmental concerns to various civic
and University groups.

Responsibilities: Primary responsibilities
involve the physical planning of a 5,300 acre
tract of land North of the city of Tampa in
Hillsborough County, Florida. The work involves
site evaluation, program development, master
planning, the coordination of the Development
of Regional Impact Statement, and site design. Thi:
work involves coordination with in-house staffs
of engineering, utilities, marketing, construction,
architecture, and executive management. Also
involved is the coordination with all governmental
agencies involved in the approval of a project
of this size. The review agencies involved in-
clude the Corps of Engineers, the Environmental
Protection Agency, the State Department of En-
vironmental Regulation, State Department of
Natural Resources, Division of State Planning,
Florida Game and Fresh Water Fish Commission, South-

Responsibilities: The development and execution
of a resource analysis and planning procedure
leading to recommendations for future growth for
the 2,000 acre Green Harbor River Basin in Marsh-
field, .Massachusetts. The study involved data
collection, analysis, and dapping of relevant nat-
ural and manmade resources which were compiled
into and overlay data file. The specific make-up
of the file was determined by the issues to be
addressed as defined by our clients, the Planning
Board of Marshfield. Growth alternatives were
generated and evaluated, resulting in a report
outlining guidelines for growth in the Basin. The
data file with guidelines for its use was incor-
porated into our final report for continued use
by the Board in evaluating proposed developments
within the Basin.

This project involved the reuse of an e:tiisting
Structure that is listed on the National Register
of Historic Buildings. A presentation was prepared
for the securing of financing which included a pro-
posed site plan, building elevators, floor plan
schematics and pro forma information.
The project
received financing approval and the preliminary
approval of the Redevelopment Authority.

As a consultant to the W. M. Design Group, architect
and Planners, I was responsible for the site anal,:s:
and planning for the museum. The site consists of
310 acres in the
White Mountain National Forest
and is bordered on the South by the Gale River.
Working with soils, forestry and engineering con-
sultants, a complete inventory of natural and man-
made resources was executed. The architect sup-
plied the building and function program for the
museum which called for extensive use of outdoor
exhibit areas. Included in the program are a pond,
railroad, main exhibit building, sawmill, loggers
camp, maintenance and storage buildings, natural
habitat areas and several other smaller exhibit
areas. Development criteria were developed for.le
each use, and using a color key overlay data -
of elements areas on the site were located for
each use. Site orcranization was evaluated as to
functional arrangement and then site selection
was finalized to areas where development would be
compatible with the land, taking advantage of
specific site opportunities while minimizing the
impacts. Because the site is located on United
States Forest Service land, all planning and design
had to be approved by the Forest Service. The fin.
site plan with supporting data has been approved
and the project is now entering the site design
phase.

of land, I contributed to the planning and
design of over twenty large scale projects, invol•:ir
tracts of land that varied in size from 300 to
5,000 acres. The majority of the projects were
over one section in size (640 acres). My involve-
ment ranged from the preliminary land analysis
and planning through the zoning presentations to
the actual site design; 2) Site design of multi-
family areas on sites ranging in size from 50 to
200 acres; 3) Planting design of multi -family
areas; 4) I, along with one other person, wrote
and organized A Development of Recional Impact
Statement for a 1,430 acre project in Broward County
Florida. This report was written for development
approval under Section 380.06 (6) of the Florida
Statutes. The report was the first development of
regional impact statement written and submitted in
the State of Florida to meet the requirements of its
new land use control laws.

Club for an Environmentalist to serve on the Environmental
Preservation Review Board (EPRB).
The Sierra Club urges you to recommend to the Commissioners
of the City of Miami that Stephen M. Davis be appointed to
the vacancy on the EPRB.
Steve Davis is a native of Miami and attended public schools
in Miami. He was the chairman of the Miami Group for the
past two years and has been active in environmental projects
in the Sierra Club for the past seven years. He is presently
active in various water oriented projects for the Miami
Group and the State Chapter of the Sierra Club.
Mr. Davis is in private practice as an architect. The land
use plans and the buildings he has designed for many years
have reflected his personal sensitivity and feeling for the
environment. He has also taught part—time in the architecture
department at Miami•.Dade Community College.
On behalf of all of the members of the Miami Group — Sierra
Club, I want to urge you to recommend Stephen Davis for the
position on the Environmental Preservation Review Board.
