HomeMy WebLinkAboutR-78-0658RFC/tb 10/13/ RESOLuT10n NO, 7 80658 RESOLUTION AUTHORIZING THE CITY MANAGER N $EHALF OF THE CITY OF MIAMI TO ACCEPT, EITHER PERSONALLY OR THROUGH HIS DESIGNEE, ALL CONTRIBUTIONS OF MONEY AND/OR PROPERTY FROM ANY SOURCE, FOR THE PURPOSE OF SPONSOR- ING THE "TRADE FAIR OF THE AMERICAS-EXPORT '79"t TO BE HELD IN THE YEARS 1978-79; FURTHER DIRECTING: THE CITY MANAGER TO APPLY FOR AND RECEIVE FINANCIAL AID IN SUPPORT OF THE ABOVE PROJECT FROM THE FEDERAL, STATE AND LOCAL GOVERNMENTS, PLACING WHATEVER MONEYS THAT MAY BE RECEIVED INTO SPECIALLY DESIGNATED ACCOUNTS IN THE GENERAL TREASURY OF THE CITY OF MIAMI; FURTHER AUTHORIZING AND DIRECTING THE CITY MANAGER TO ESTABLISH A "TRADE FAIR OF THE AMERICAS-EXPORT '79" TRUST AND AGENCY FUND BY SETTING UP A SEPARATE TRUST AND AGENCY FUND WITHIN THE CITY OF MIAMI ACCOUNTS AND PLACING THEREIN WHATEVER CONTRIBUTIONS MAY BE RECEIVED FROM ANY PRIVATE OR PUBLIC SOURCE, INCLUDING THE GENERAL PUBLIC; FURTHER PROVIDING THAT THE SAID FUND BE APPLIED SOLELY TOWARD THE TRADE FAIR OF THE AMERICAS-EXPORT '79. WHEREAS, the City Charter expressly authorizes do all things whatsoever necessary or expedient for Promoting or maintaining....trade, commerce or industries of the City or its inhabitants" [Sec. 3(z)]; and WHEREAS, the City Charter also expressly authorizes acquisition of real or personal property, or any estate or interest therein, and also expressly authorizes the disposition 'said property or any part thereof [Sec. 3(f)]; and WHEREAS, in March, 1978, the City of Miami successfully concluded the first half of the economic project originally called "LATI., At ERICAN TRADE EXHIBITION" and also known as "TRADE FAIR CYCLE -IMPORT; and WHEREAS, the City desires to that CYCLE; and complete' export phase WHEREAS, the City recognizes the herein TRADE FAIR OF E AMERICAS-EXPORT '79 as its official project; and WHEREAS, the enormity of the above project requires C{,at funding be obtained from other governmental units at th federal, state and county levels; and 78-658 9" WHEREAS, the City tails upoti othet govethMeiitai tfcies and entities to participate in helping this area t i tontinUe in its development as the center of intetnational finance and commerce; and WHEREAS, the project utiotts costs will also requite cor tti from the general public; and WHEREAS, an active campaign to receive support from public and from other governmental units must be mounted in the immediate future; and WHEREAS, the City Charter expressly authorizes the City Manager to perform whatever duties as may be required of im by ordinance or resolution of the City Commission; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIA21I, FLORIDA: Section 1. The City Manager is hereby authorized to accept, on behalf of the City of Miami, Florida, either personally or through his designated representative, all contributions of money and/or property from any source, private or public, for the purpose of promoting the City's sponsorship of the project: "TRADE FAIR OF THE AMERICAS-EXPORT '79" to be held in the years 1978-79. Section 2. The City Manager is hereby directed to apply for and receive financial aid in support of the above roject from the federal, state, and local governments, placing whatever moneys that may be received into specially -designated accounts in the general treasury of the City of Miami; said money to be applied solely toward the TRADE FAIR OF THE AMERICAS- EXPORT '79. Section 3. The City Manager is hereby authorized and directed to establish a "TRADE FAIR OF THE AMERICAS-EXPORT Trust and Agency Fund by setting up a separate trust and agency fend within the City of Miami accounts and placing therein ■mm to iet contributions tali be teceVied ftcifn any private public source including the general public; said funds to be applied solely toward the TRADE FAIR OF THE AMERICAS,. F{_OZIDA stJfJE I OCT 1 7 1908 Trade Fair of the Afilefidad Export '79 05.FEKENCt9: EVCLO URt$: In accord with Resolution 78-644, approved by the City Commission at its October 12 meeting, the following ordinance and resolutions create the "Trade Fair "of the Americas - Export '79 Trust and Agency Fuao the allocate $200,000 from the Contingency Fund Trade Fair Trust Fund and transfer $350,000 from the Convention Fund to the Trade Fair Fund on a loan basis. These actions complete the mechanics necessary to effectuate the fiscal matters required by the Trade Fair. STA1t OF FLORIDA COUNTY OF DADE CITY OF MIAMI I, RALPH G.
