AN 0Rt1NANCE AMENDING ORDINANCE N0► 6871, THE COMPREHENSIVE ZONING ORDINANCE FOIL THE CITY OF MIAMI, BY CHANGING THE ZONING CLASSIFICATION OF LOTS 7 THROUGH 10 AND 21 THROUGH 25, BLOCK 16, RAILWAY SHOPS ADD 2nd AMENDED (8.183), BEING APPROXIMATELY 5200 N,W► 2ND AVENUE, PROM R‘2 (TWO PAMILY bWELLING AND C..2 (COMMUNITY COMMERCIAL) TO PR (PUBLIC PARK AND RECREATIONAL USE DISTRICT), AND BY MAKING THE NECESSARY CHANGES IN THE ZONING DISTRICT MAP, MADE A PART OF THE SAID ORDINANCE NO, 6871, BY REFERENCE AND DESCRIPTION IN ARTICLE It/, SECTION 2 THEREOF; BY REPEALING ALL ORDINANCES, CODE SECTIONS, OR PARTS THEREOF IN CONFLICT, AND CONTAIN- ING A SEVERABILITY PROVISION, WHEREAS, the Miami Planning Advisory Board, at its meeting of July 12, 1978, Item No. 1(a), following an advertised hearing, adopted Resolution No. PAB 30-78 by a 5 to 0 vote (3 members absent) recommend- ing changing the zoning classification as hereinafter set forth; and WHEREAS, the City Commission after careful consideration of this matter deems it advisable and in the best interest of the general welfare of the City of Miami and its inhabitants to grant a change of zoning classification as hereinafter set forth; NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. Ordinance No. 6871, the Comprehensive Zoning Ordinance for the City of Miami be, and the same is hereby amended by changing the zoning classification of Lots 7 through 10 and 21 through 25, Block 16, RAILWAY SHOPS ADD 2nd AMENDED (30183), being approximately 5200 N,W. 2nd Avenue, from R-2 (Two Family Dwelling) and C-2 (Community Commercial) to PR (Public Park and Recreational Use District), and by making the necessary changes in the zoning district map made a part of the said Ordinance No. 6871 by reference and description in Article III, Section 2 thereof. REQUEST BACjGROUND ANALYSIS a) Change of Zoning Classification from R..2 TWO EAt4ILy DWELLINd and C-2 COMMUNITY COMMERCIAL TO Pit -PUBLIC PARK AND RECREA- TIONAL USE DISTRICT and b) Request for permission to construct and operate recreational facilities per ARTICLE XVIII-I PUBLIC PARK AND RECREATIONAL USE PR DISTRICT, Section 4 (1-3) oh above site zoned R-2 Two family Dwelling and C-2 Community Commercial proposed to be re -zoned to PR - Public Park and Recreational use District. (Buena Vista Park) To provide for the development of Buena Vista Park. This site was picked by staff in a 1974 city wide survey as a potential Environmental Preservation District. The PA13 approved it on April 2, 1975 and the City Commission approved it on May 22, 1975. As the site is located on a commercial arterial, preservation of the trees on the site in conformity with the EPD guidelines would be difficult. City ownership will insure preservation. The surrounding neighborhood is comprised of single family and duplex housing in fair condition. The 1.4 acre park is intended to serve the area bounded by N. 36th Street, NE 2nd Avenue, N 54th Street and I-95. Within this area there are only three small public open spaces: Pullman Mini -Park and North and South Bay Vista - remnant I-95 parcels. Edison Center and Lemon City Parks will be over 1/2 mile from this Park and will serve other areas. Buena Vista is also targeted for concentrated housing rehabilitation through the Grant Neigh- borhoods program. The site is vacant.
