Many of the tenants at Point View (Bayshore Cooperative),1430 South
Bayshore Drive, wish to register A negative vote on the Point View Highway
Improvement as it is presently proposed.
The City of Miami Department of Public Works proposed plans to repair
and raise the road and seawall between 14th and 15th Roads on Bayshore Drive.
At tl-e same time it has been proposed to fill in the Bay at three different
points beyond the present seawall between these two Roads.
We, the undersigned tenants, do want the seawall and road repaired as
it is presently inadequate ant; dangerous but we would like to keep the present
contour of the land. This proposal to fill in the Bay beyond the present
seawallto make parking lots is the portion to which we strenuously object.
It would add immeasurabl': to the cost of the project and further disturb the
ecolofy of the Bay.
On October 31, 1978 an article was printed in the Miami Herald report—
ing that the City of Mia'ni-•s request to expand Bayfront Park north of :iiamarina
by fillinfl Biscav'Y :say was denied. This decision by the Florida Department
of Environmental 'eeulation was based on the 1974 Biscayne Bay Aquatic Preserve
Act, which prohibits most bay dredging and filling except in cases where the
work is "necessary to enhance the quality or utility of the preserve." We
feel that this is also applicable in this project.
We thank you for listening and trust that you will take our "?gay" votes
into consideration and do only what is really necessary to make Bayshore Drive
and its seawall a safe place.

On November 9th at 2 P.M. the Miami City Commission will act on a proposal that
affects our property, the enjoyment, the safety and the beauty of this area, Point
View and in past years known as "Millionaires Row."
At the previous three meetings held at Bayshore Place and one held at the
Commodores Rowing and Sailing Club there appeared to be several aspects of
the City's plans that were not generally approved of.
They were:
The filling of the Bay at three points.
The use of this waterfront as a parking lot for people outside the neighborhood
when there is, at present, insufficient parkins for guests on the Condominiums.
The cost aspect of this filling and parking.
Questions on this were sidestepped except for the statement that total
cost to the area would be $20.00 a front foot. In other words, 200 feet
along the bay would be $4, 000 to be split among approx. 150 owners.
This would pre -suppose we are not all taxpayers whose ultimate burdens
are all the City's projects. We also have to believe that anything can be
built that cheaply.
At the last City Commission meeting there were less than one-half dozen of us there
to be heard. I spoke in opposition stating that:
A. The plan presented that day had been prepared only 8 days before.
In other words, only a very few people had seen it or had an
opportunity to voice an opinion.
B. Filling the Bay is not in our best interests.
Furthermore, making our residential street more popular as public parking will not
enhance our neighborhood nor will personal safety be helped when persons can park
for hours at any time of the day or night whereas in neighborhoods with residences
on both sides of a street, such a parked car would be investigated.
Finally, this plan is but one of many, all having but two things in common, the
taking of the out Tots and the filling of the Bay. The plans have run the gauntlet
of a four lane highway, moving the roadway, parking on the inside, the outside or
in the middle.
What will happen on the 9th of Nov. was only postponed by the goodness of the
= City Commission who are giving us this, perhaps, last chance to help decide
on what we desire for our homes.
What I would propose would be that the road be brought to grade and improved,
the parallel parking be utilized on the land that is already there and that the
riparian rights remain where they should have been -with you, the upland owner,
for your protection.
I will be at the meeting if you cannot attend but either dislike the plan or like
my proposal call me at 379 5009 or better, leave a note that 1 will show to Mayor
ftil• Ferre and the Commissioners.
The City has just been turned down by the State on another piece of bayfront
that the same City Dept. wanted to fill.
It might be a safe assumption that this fill will be turned down also - but NOW
is the time to speak up.
When this plan was dreamed up in the 60's, earth could be pumped from the Bay
bottom to make more land, this is no longer acceptable. Now there might be dump
trucks for 6 months of a year filling our Bay --more not less asphalt jungle.

The improvements to S. Bayshore Drive (S. E. 12 Street-S. E. 14
Street); S. E. 14 Street (S. Bayshore Drive North-S. Bayshore
Drive South); S. Bayshore Drive (S. E. 14 Street-S, E. 15
Road) inclu., clearing and grading and filling, removal of
unsuitable m.i.terial if necessary, construction of asphaltic
concrete pavement consisting of 8" limerock base and 11"
asphaltic concrete surface course, construction of concrete
curbs and/or gutters, construction of concrete sidewalks,
construction of a reinforced concrete bulkhead, construction
of drainage facilities and landscaping. The highway improve-
ment was ordered by the City Commission at their meeting; of
April 7, 1073 by Resolution No. 78-232.
It is now in order to confirm the Ordering; Resolution
No. 73-232 and authorize advertising for bids. A Public
Hearin- will be held October 12, 1978, at which time the
Commission will hear objections to the Confirmation of the
Ordering Resolution.
