Anti -humanistic elitism is the tenor of action and level of sensi-
tivity stingily provided by the parking group in question. In
the expression of its proprietary function, the parking group pays
no heed to the humanitarian aspects of government service, prefer-
ing a discompassionate,"strictly business" approach as a 'rationale
for abuse.
The group is neither elected nor reasonably subject to recall.
Protected by the aura of its elitest membership and the segrrtbnted
illusion of "profitable" operations, it is seemingly invincible
and so appealing in its rationale as to confound the intent of the
usua•1 critiques and audits. Even the introduction of such a re-
pugnent device as an automobile immobilizer might pass unnoticed
should your Commission fail to act.
We request the abolition of the presently constituted Miami Off-
street Parking Authority and the ceding of its powers.
