ALSO APPROVING THE ALLOCATION OF UNITED STATES
FEDERAL RESERVE SHARING FUNDS FOR THE PERIOD
COMMENCING DECEMBER 1, 1978 THROUGH SEPTEM-
BER 30, 1979, FOR CONTINUED FUNDING OF FIVE
ADDITIONAL SOCIAL SERVICE AGENCIES.
WHEREAS, the City Commission
of Rego1U
tion 78-620, on September 28, 1978, allocated $100,000 for the
Coconut Grove Family Clinic; and
WHEREAS, other funds have been identified to fund
Coconut Grove Family Clinic; and
WHEREAS, the herein social programs have been operat-
viable programs in the City of Miami for the last several
WHEREAS, the City Commission has expressed its desire

NOW, THEREFORE, BE IT RESOLVED BY THE
CITY OF MIAMI, FLORIDA:
Section 1. Section 1 of Resolution No. 78-620,
adopted September 28, 1978, entitled: "A RESOLUTION APPROVING THE
APPROPRIATION OF UNITED STATES FEDERAL REVENUE SHARING FUNDS FOR
1978/79 FUNDING SOCIAL SERVICE PROGRAMS AND AUTHORIZING AGREEMENTS
WITH SOCIAL SERVICE AGENCIES IMPLEMENTING SUCH PROGRAMS, SUBJECT
TO CERTAIN CONDITIONS." is

Recommendations
As you are aware, on September 27, 1978, in a Public Hearing on FRS allocations,
staff was instructed to determine if funds were available to fund some additional
programs which were not recommended at that time.
The Commission instructed staff to look at the availability of C.D. and/or CETA
funds for this purpose.
The agencies in question are:
• Douglas Gardens
• Overtown Recreation Center
Industrial Home for the Blind
First United Methodist Church
Puerto Rican Opportunity Center
The following is a report of staff findings and recommendations related to this
assignment.
In regards to the use of the C. D. funds for these programs, it was determined
that in order to fund a program that has been previously funded through some other
means, a new component of that program would have to be identified. None of the
aforementioned agencies would be eligible under this criteria. It was determined,
however, that a new program component within the Coconut Grove Family Clinic was
identified. The "Mental health", project portion of this agency has been identified
as a new project fundable by C. D. funds for a total of $100,000.00 for the nine
months remaining in the C. D. year.
The Coconut Grove Family Clinic will be presenting its program to the C. D. Task
Force in Coconut Grove for subsequent funding. It will, however, require approxi-
mately 40 days to acquire the necessary clearance by the Department of Housing and
Urban Development for funding of this program.

Recommendations

In order to ensure continued services during the 40 day cleafaiide petird, it is
tecommended that the original allocation to the Coconut Grove Family Clinic of
$100,000.00 be reduced to $10,000.00 to cover this period, This will, thereby,
leave a balance of $90,000.00 from this account to reallocate to the above
Mentioned agencies.
In light of present restrictions placed on the availability of CETA slots, this fund-
ing source will not be useful in alleviating the needs of the agencies. On
September 27, 1978, the City Commission expressed the desire to continue funding
the following programs by granting 1/12 of their FY 1977-'78 FRS allocation from
FY 1978-'79 Special Programs and Accounts, Contingency Fund. Those programs
being:
Dade County Community Schools
Dade County After School Care
Douglas Gardens
Puerto Rican Opportunity Center
Overtown Recreation Center
On October 24, 1978, the City Commission expressed the desire to continue funding
the following social services programs by granting 1/12 of their FY 1977-'78
allocation from the FY 1978-'79 FRS social services programs allocation. Those
programs being:
• Douglas Gardens
• First United Methodist Church
• Industrial Home for the Blind
Overtown Recreation Center
Puerto Rican Opportunity Center
As you will note, no mention is made of the two Dade County School Programs pre-
viously funded on September 28, 1978. These two programs were discussed inde-
pendently and will be taken up on a later date.
In regards to the five programs mentioned on October 24, 1978, it is recommended
that these agencies receive the allocations outlined in Attachment "A". Attach-
ment "A" recaps the funding for social services programs from September 28, 1978,
to date, with the recommended amounts for the aforementioned agencies.
