The Miami Community Police Benevolent Association has requested that the rental fee for the use of Bayfront Auditorium be waived for the MCPBA Fashion Show on December 17, 1978. The association will charge $10.00 per person for admittance to this fund-raising event, and the correspondence received indicates that the proceeds will be used for very worthwhile purposes in the community. The City Commission's recently revised policy on fee waivers authorizes the City Manager to grant application of a minimum fee under certain circumstances. One of the criteria is that proceeds from a fund raising event (all income after event costs) be donated to a charitable organi- zation. If you feel that this request meets the terms of the fee waiver policy for granting the minimum fee, the request can be granted administra- tively; otherwise a resolution should be prepared for the City Commission's consideration. If the City Commission passes this resolution, the MCPBA will be permitted to pay the minimum fee, which is one-half the currently established rental rate. Of course the sponsoring organization will pay for all other event costs and will be required to submit the accounting for distribution of the event's proceeds as called for in the City Commission Policy 100-1. I have just received information that the MCPBA has not yet complied with the terms of Resolution 78-429, which granted that organization a waiver of fees for the Annual Policemen's Ball on July 15 at Bayfront Auditorium. That resolution specifically included the requirement that a financial accounting of the proceeds of that event be submitted within 30 days of the event. As of this date, that requirement has not been met. I re- commend that this granting of the minimum fee, should the Commission approve, be subject to the receipt of the overdue accounting statement. Dear Mr. Homan: Pursuant to my letter dated August 1978, the door charge for the fashion show scheduled for Dec. 17, 1978, is set at $10.00 per person. The monies received from this function will be utilized for various charitable purposes. An example is the scholarship fund set aside for underpriviledged, inner city children. Select children from the com- munity who have demonstrated academic talent are chosen to receive financial assistance for the futher- ance of their education. The Miami Community Police Benevolent Association is also currently developing an athletic program, to engage the community's youth in diverse sports acti- vities, which will be voluntarily supervised by mem- bers of the Miami Community Police Benevolent Associa- tion. The funds from the fashion show will be used to purchase goods and materials necessary ototaccomplish those stated objectives. The purpose program will provide a springboard for future advance- ment enteamsarea within theestablishing Miami,network whichfatlittle the league present time is non-existent.
