LISHING A PEDESTRIAN "TALL; SAID STREET CLOSING
SUBJECT TO ISSUANCE OF PERMITS BY THE POLICE AND
FIRE DEPARTMENTS; WAIVING ONE-HALF OF THE RENTAL
FEE AND GRANTING PERMISSION FOR THE USE OF
PEACOCK PARK AND THE LARGE CITY SNOWMOBILE,
SUBJECT TO PAYMENT BY COCONUT GROVE ASSOCIATION,
INC. OF ALL RELATED COSTS; PROVIDING THE SERVICES
OF 3 REGULAR POLICE OFFICERS, WITH THE ASSOCIATION
TO PAY FOR 10 OFF -DUTY POLICE OFFICERS AND 2 SERGEANTS;
PROVIDING PARK RANGERS, AS NEEDED, AND PUBLIC SERVICE
AIDES AT THE DISCRETION OF THE POLICE DEPARTMENT;
PROVIDING THAT THE COCONUT GROVE EXHIBITION CENTER
SHALL NOT BE LEASED FOR USE DURING THIS EVENT, WITH
THE PARKING LOT TO BE MADE AVAILABLE, TOGETHER WITH
THE CITY EMPLOYEE PARKING LOTS ON SATURDAY AND
SUNDAI'; PROVIDING THE USE OF 40 DUMPSTERS, TO BE
SERVICED DAILY, INCLUDING SUNI)AY, SUBJECT TO PAYMENT
OF CLEANUP COSTS BY COCONUT GROVE ASSOCIATION, INC.;
ALLOCATING $270 FROM SPECIAL PROGRAMS AND ACCOUNTS -
QUALITY OF LIFE PROGRAM - FEE WAIVER - TO COVER THE
COST OF SAID WAIVERS; ALLOCATING $500 FROM SPECIAL
PROGRAMS AND ACCOUNTS - QUALITY OF LIFE PROGRAM - FOR
THE PURCHASE OF AN AWARD WINNING ART WORK AND FURTHER
PROVIDING THAT THE SAID ASSOCIATION SUBMIT TO THE
CITY MANAGER, WITHIN 30 DAYS FROM THE DATE OF SUCH
FESTIVAL, A DETAILED ACCOUNTING OF GROSS RECEIPTS
RECEIVED BY IT BY WAY OF FEES AND FUNDS RAISED IN
CONNECTION WITH THE AFORESAID FESTIVAL, TOGETHER
WITH A DETAILED ACCOUNTING OF FUNDS DISBURSED, INCLUD-
ING THE MANNER IN WHICH NET PROFITS ARE TO BE DISBURSED,
TOGETHER WITH A STATEMENT OF THE SUMS DISBURSED, AND
ESTABLISHING THE AREA PROHIBITED TO RETAIL PEDDLERS
DURING THE FESTIVAL PERIOD.

connection with the Annual Coconut Grove Arts Festival

RESOLVED BY THE COMMISSION OF THE
In order to establish
a temporary pedestrian
following streets are hereby closed to through traffic on
February 16, 17, and 18, 1979, during the following hours; such
closing of streets being subject to the issuance of permits by the
Police and Fire Departments:

Section 2. The waiver of one-half of the regular rental
$25 per day for the use of the administrative building located
in Peacock Park, together with the use of the said park for cultural
affairs only during the aforesaid 3-day period is hereby granted to
Coconut Grove Association, Inc., the sponsors of the Annual Coconut
Grove Art Festival, with funds in the amount of $37.50 hereby alloca-
ted from Special Programs and Accounts - Quality of Life Program
Fee Waiver, to cover the cost of said waiver.
Section 3. The waiver of one-half of the regular rental
fee of $155 per day for the use of the large City showmobile for
Performing Arts For Community Education Concerts (PACE) during the
aforesaid 3-day period is hereby granted to Coconut Grove Asso-
ciation, Inc., with funds in the amount of $232.50 hereby allocated
from Special Programs and Accounts - Quality of Life Program Fee
Waiver, to cover the cost of said waiver.
Section 4. All of the said fee waivers set forth

Section 5
Will' be provided at strategic locations, and the Association shall

With time and length of duty to be set at the discretion of their
police supervisors at the request of the Coconut Grove Association,
Inc,
Section 6, Services of as many Park Rangers,
as deemed
necessary by the City, will be made available and Public Service Aides
will be used at the discretion of the Miami Police Department.
Section 7. The Coconut Grove Exhibition Center shall
not be leased for use during these 3 days so as not to work any hard-
ship on any prospective lessee, with the use of the Center's parking
lot to be made available during this event, together with City employee
parking lots on Saturday and Sunday.
Section 8. The use of 40 dumpsters will be made available,
located throughout the festival grounds, to be serviced daily by the
City, including Sunday, subject to payment of cleanup costs by the
Coconut Grove Association, Inc.
Section 9. The sum of $500 is hereby allocated from
Special Programs and Accounts - Quality of Life
purchase of an award winning art work.
Section 10. The Coconut Grove Association, Inc. shall
submit to the City Manager, within 30 days from the date of such
festival, a detailed accounting of gross receipts received by it
by way of fees and funds raised in connection with the aforesaid
festival, together with a detailed accounting of funds disbursed,
including the manner in which net profits are to be disbursed,

Coconut Grove Art Festival

ENCLOtURE5:
One of the oldest and one of the best attended festivals in the City of Miami
is the Coconut Grove Art Festival. This festival has been held for years in
the middle of February. This festival is, in my opinion, an example of the
best kind of cooperation between government and private parties interested in
promoting such events for the benefit and betterment of the community.
Because the City Commission has established a more stringent policy regarding
City participation in festivals, all of those activities which require funding
are spelled out in the attached Resolution regarding the Coconut Grove Art
Festival. I feel that this approach should serve as a good example of the
proper partnership between the City and private sponsors of festivals. It also
shows that a properly run festival can be done with a minimum financial burden
to the City.
