AMOUNT OF $24 , 700, DEMONSTRATING THE SERVICES
AND ACTIVITIES TO BE PER1'ORMEb tOY IT IN
PROMOTING, DtSI'tAYIwG, ,AND ENHANCING THE
ROLE AND POSITION OE THE CITY OF MIAMI AS
AN INTERNATIONAL TRADE CENTER IN CENTRAL,
AND SOUTH AMERICA; ALLOCATING SAID AMOUNT
PROM THE 3RD YEAR COMMUNITY DEVELOPMENT
BLOCK GRANT FUND TO COVER CONTRACT COST.;
AND AUTHORIZING THE CITY ANACEP TO EXECUTE
THE ATTACHED AGREEMENT.
WHEREAS, the City is desirous of enhancing its
i-mage as an International Trade Center in Central and South
America, and
WHEREAS, promotional presentations were given
interested agencies on September. 20,
and 21, 1978 for
of Miami promotionalpackage in this regard; and
WHEREAS, the City ;tanager reports that the $24,700
presentation by Evelio Ley & Associates, Inc., was found to be.
the least expensive and most attractive and recommends that
contract be awarded in accordance with the terms and conditions
of the attached agreement; and
WHEREAS, funds for this project are available from
the 3rd Year Community Development Block Grant Fund;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF

the services and activities to be performed by it in promoting,
displaying, and enhancing the role and position of the City of
Miami as an International Trade Center in Central and South
America is hereby accepted at the price stated therein,
Section 2. The amount of $24,700 is hereby allocated
from the account entitled 3rd Year Community Development Block
the City

1978, by and between the City
of Miami, a municipal corporation of the State of rlorida
(hereinafter called "CITY"), and Evelio Ley & Associates
(hereinafter referred to as "ELA"),
WITNESSET#
WHEREAS, the City of Miami authorized a contract with
Evelio Ley & Associates by Resolution No. 78-_
passed and adopted on 197.8,
and said resolution is incorporated by reference;
NOW, THEREFORE, in consideration of the mutual agreement
contained herein the parties hereto agree as follows:
I ELA AGREES
1. Prepare a promotional brochure, l6mm color film,
and booklet illustrating the growing importance of Miami
as a Center for International Trade and Commerce consistent
with the attached bid proposal (Exhibit "A"), which is
incorporated and made a part hereof.
2. ELA further agrees to complete the above described
services no later than December 20, 1978. If ELA shall
fail to fulfill in the proper time and manner its obliga-
tions under the contract the CITY shall have the right to
terminate this contract ► by giving written notice to
ELA of such termination and specifying the effective
date of such termination. In that event, ELA shall be
entitled to receive just and equitable compensation for
any satisfactory work completed prior to termination.
3. To indemnify' and hold the CITY harmless from any
and all claims, liability, losses and causes of action
which arise out of this Agreement. ELA. directly or through
its insurance carrier shall pay all claims and losses of
any nature Whatsoever in coh edtiof therewith and shall
defend all suita and shall pay all costs and1 judgmehts
Which may issue thereon.
4. To comply With all applicable laws, ordinances,
and codes of the Federal, State and local goterhmenta.
Specifically, the provider agrees to comply with the
Housing and Community Development Act of 1974, Section
109: with Executive Orders 11246 and 11063: and with
Section 3 of the Housing and Urban Development Act of 1968
(Section 570.303).
5. ELA agrees that there will be no discrimination
against any employee or person served on account of race,
color, se::, religious creed, ancestry► or national origin
in its performance of this Agreement; and it is expressly
understood that upon the receipt of evidence of such
discrimination, the CITY shall have the right to
terminate this. Agreement.
6. That no official or employee of the CITY may be
admitted directly or indirectly to any share or part of
this Agreement or to any benefit to arise from the same
nor own or acquire any personal interest in any property,
contract or proposed contract which would conflict with or
relate to the performance, their duties or responsibilities
under this Agreement. If any such person presently or in
the future acquires, owns or controls any such share,
benefit, or personal interest, he shall immediately
disclose such share, benefit, or personal interest to the
CITY. Upon such disclosure such person shall not continue
his participation unless it is determined by the CITY that
his Participation is not contrary to public interest.

minority owned business sources of supplies and servieesr
and provide these cources the maximum feasible opportunity
to compete for contracts to be performed pursuant to this
Agreement, To the maximum extent feasible these small
business and minority owned business sources shall be
located in or owned by residents of the Community
DeVeloptnent Target area(s) designated by the City of Miami
in the Community Development Grant Application approved
by the U.S. Department of housing and Urban Development.
II, CITY AGREES:
1. That it will pay an amount not to exceed.
$24,700 upon presentation to the CITY of the satisfactory
completion of the above described services.
III. BOTH PARTIES AGREE:
1. That all reports, plans, maps, brochures, film-
strips , and other data developed as a result of this
Agreement shall be delivered to the CITY by ELA and shall
become the property of the CITY without restriction or
limitation of their use. It is further stipulated that
all information developed as part of this Agreement shall
not be used by ELA without written consent of the CITY.
IV. TERMINATION:
This Agreement may be terminated by either party at
any time upon submission of thirty (30) days written
notice if there is;
1, Ineffective or improper use of funds.
2, Failure to comply with the terms of the contract.
3, Submission of incorrect or incomplete reports.
4, Occasion wherein the input of the contract is

Attached please find, for Cominissioh approval, a resolution and
a letter of agreePnent, identifying the firm of Evelio Ley &
Associates, Inc., as the firm recommended to prepare a City of
Miami Commercial Promotion Package.
On June 30, 1978 we advertised requesting proposals for a City
of Miami Commercial Promotion Package. Said package would include
a 10-minute, 16 mm, color promotional film, 5,000 Units of a 16
page color brochure and an equal amount of booklets.
These items
would be used as part of an overall promotional campaign by our
office to sell abroad the alternative of Miami as an international
trade, banking and finance capital.
Twelve firms were interested and contacted us for specs. Six of
them conducted oral and visual presentations to a review panel
composed of my top staff and a representative from Miami -Metro
Tourism Promotion Department. Of those, we selected two which ful-
filled the quality aspects of the package as well as the cost para-
meters we envisioned. In priority order there were:
1. Evelio. Ley & Associates, Inc. ($24,700)
2. Currency Control, Inc. ($25,000)
I recommend, in the name of the Promotional Review Committee, the
selection of Evelio Ley & Associates, Inc. as the firm which is to
prepare the Commercial Promotion Package for, and in behalf of the
City of Miami.

Evelio. Ley & Associates, Inc, is ready to deliver the Media Package
project, as outlined in the letter from Mr. J. A. Castayro of September 5,
1978, on 1978, on or before December 15, 1978, in accordance with the
following proposal.

The film wi]1 be an artistically innovative composition of dynamic
frames showing Miami in its most spectacular economic, cultural
human and natural aspects.
The camera work will emphasize the sophistication, modernity and
vitality or —Miami's economic life and, especially the international
scope of this City's business interests and its special position as the
commercial center of the Hemisphere. Banking facilities,
infrastructure of legal and other investor -oriented services,
manufacturing industries, construction, transportation, foreign
trade and tourist industries will be featured in sequences of highly
expressive shots which, in combination with the precisely
synchronised commentary and music & sound background, will
impress upon the viewer the image of Miami as a major center of
business activities.

be avoided, although the eommntary will feature some figures of
significance to the out-of=state and foreign businessntati or

l'he music & sound background will be carefully selected, edited
and synchronized with the Camera work and commentary its order
to enhance the message of the film in all its sequences.
3. Copyin and Distribution
The film can be copied in its original format of 181im, in Super 8
and Videocassettes assuring of availability and convenience in
practically all conditions, such as large audiences (l timtri), small
meetings and office projections (Super 8), and television
(Videocassette).
Apart from its basic English and Spanish versions, Evelio ley &
Associates, Inc. is prepared to produce French and German
versions. All the photographic material used in the film will be
original.
We also offer to assist the office of Trade & Commerce
Development of the City of Miami in the distribution of the film in
the United States and abroad. For this purpose we propose, that the
film be shown, and the literature on Miaini distributed, at all major
international trade fairs. A detailed proposal will be submitted to
the Office of Trade & Conirnerce Development in the near future.

Original photographic material only will be used to illustrate the;
Brochure. Photographs will be carefully selected to emphasi2e
major themes of every chapter combining visual information with
high artistic qualities. The photograph:: will project an image of
Miami as a major center of international trade and finance, and a
culturally dynamic, multiethnic community that offers exceptional
business opportunities and an attractive life style.
The pictorial material contained in the Brochure is of critical
importance as it will either encourage, or discourage the reader
from reading the text. Therefore, the criteria for selection and
editorial work will be based on these Key factors:
-The weight and scope of the message projected
by the photograph;
-The artistic quality expounding the message;
Faithfulness to the specific atmosphere
Miami, both in human and urbanistie terms.
A separate chapter, entitled "The Miamians" , will consist of a
pictorial essay depicting the richness, variety and dynamism of the
