Our representation concerns the recent bids received by the City of Miami in response to the request for bids issued by the City relating to the Pines Sanitary Sewer Improve- ment Project. It is our understanding that bids for this project were received and opened by the City on December 14, 1978, and the apparent low bid, in the amount of'$3,064,000.00, was received from Lanza Construction Company. The second apparent low bidder was my client, Intercounty, with a bid of $3,467,000.00. Our review of the City's "bid documents" and specifications causes us to conclude that the bid of Lanza Construction Company is not responsive, not in conformity with the licensing requirements of your own specifications and, therefore, illegal. This project involves the construction of a net': sanitary sewer system and includes the following approximate quantities: 61,300 ± linear feet of 8-inch to 48-inch vitrified clay and cast or ductile iron pipe sewer with the deepest cut being 22Z feet; 38,000 ± linear feet of 6-inch extra heavy cast iron soil pipe laterals; 176 ± manholes from 4 to 22 feet in depth, 19,000 linear feet of T.V. inspection of new sewer; Sidewalk and pavement replacement in construction area.
